The underlying study investigates single valued neutrosophic entropy based adaptive sensitive frequency band selection for variational mode decomposition(VMD)for the purpose of identifying defective components in an axial *** proposed methodology is applied in the following ***,VMD is applied for decomposing vibration signals into various frequency bands,called as *** computing energy of each VMD,the lower(minimum)and upper(maximum)bounds from these energy readings are extracted for defect conditions,such as outer race,inner race,worn piston,faulty cylinder and valve plate,and blocked hole of the ***,energy interval ranges are obtained and further converted into the form of single valued neutrosophic sets(SVNSs).Then,the proposed neutrosophic entropy measure is deployed for quantifying the non-linear connection between each bearing defect conditions and various frequency *** mode having maximum neutrosophic entropy value is designated to the“most sensitive”frequency ***,envelope demodulation is applied to the most sensitive selected frequency band for finding defective *** proposed neutrosophic entropy and VMD based methodology is effective in providing a better insight for selecting suitable frequency band for carrying out envelope demodulation in comparison to existing methods.

Genetic Algorithm Based QoS Aware Adaptive Subcarrier Allocation in Cognitive Radio Networks

In this paper, an adaptive subcarrier allocation scheme with reconfiguration of operating parameters for Cognitive Radio Networks (CRN) is presented. A QoS-conscious spectrum decision frame work is projected, where spectrum bands are determined by considering the application requirements as well as the dynamic nature of the spectrum bands. The novel subcarrier allocation algorithm is developed to fulfill different performance objective as a solution for subcarrier allocation and power allocation problem for Cognitive Radio (CR) users in CRNs. It employs operating frequency parameter modification using Proportional Resource Algorithm and Genetic Algorithm (GA). The multi objective optimization problem with equality and inequality constraint is considered. Moreover, a dynamic subcarrier allocations scheme is developed based on GA to decide on the spectrum bands adaptively dependent on the time-varying CR network capacity. The proposed algorithm targets to achieve maximum data rate for each subcarrier, maximize the overall network throughput and maximize the number of satisfied user under the constraints of bandwidth and guarantee Quality of Service (QoS) requirement from dynamic spectrum management (DSM) perspective. Moreover, it determines the best available channel.

Relative Universality of Human Rights: Theory and Practice

Introduction After the birth of the Universal Declaration of Human Rights （UDHR）, ＂universal human rights＂ became a novel formal legal term both in the field of jurisprudence and in the international community. The notion of ＂universal human rights＂ indicates the ideal of ＂all human rights for all.＂ As the provision in Article 2 of the UDHR stated：＂Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, color, sex, language, religion, politi cal or other opinion, national or social origin, property, birth or other status.＂ However, some nonWestern govern ment officials and intellectuals have expressed doubts about the justifi ability of the term, which seems only to be a reflection of unique Western culture rather than Asian or Arabian ones. At the Vienna World Human Rights Conference, many heads of state said that universal human rights cannot be compatible with nonWest em culture. Even Lee Kuan Yew, the former leader of Singapore, declared in 1996：＂Asian values are universal values. European values are European values.＇＇~ This statement is obviously a rejection of the idea that human rights are universal. In contrast, universal rights extremists and human rights activists and NGOs, such as Amnesty International and Human Rights Watch, try to propagandize unified international human rights standards and international human rights re gimes. Therapeutic effectiveness of echo-guided percutaneous radiofrequency ablation therapy with a LeVeen needle electrode in hepatocellular carcinoma

AIM： To investigate the results of radiofrequency ablation （RFA） in obtaining the necrosis of hepatocellular carcinoma （HCC） in cirrhotic patients and to assess the results of RFA in relation to recurrence of HCC and survival of the treated patients.METHODS： Fifty-six consecutive cirrhotic patients with 63 HCCs were treated with RFA between May 2000 and May 2004. The diameter of the HCCs ranged from 1 cm to 5 cm （mean 2.8 cm）. In all cases RFA was performed with percutaneous approach under ultrasound guidance using expandable needle electrode （LeVeen needle）. Treatment efficacy and recurrence were evaluated with dual-phase spiral computed tomography （CT）.RESULTS： Complete necrosis after single or multiple treatment was achieved in 96.8% （61/63） tumors. We observed recurrence after complete necrosis in 23 patients （41%） during a mean follow-up of 32.3 months. The recurrences were local in 2 patients （8.6%） and in different segments in 21 （91.4%）. Major complications occurred in 3 patients （4%）. During follow-up period, 32 （57.1%） patients died; 15 due to progression of HCC, 11 from liver failure, 3 from esophageal varices bleeding and 3 from the causes not related to liver disease.CONCLUSION： RFA with LeVeen needle is an effective and safe treatment for HCC 〈 5cm in cirrhotic patients. It has yet to be established how far this treatment influences the survival rate of patients. It becomes important to establish treatments to prevent recurrences in different segments, such as interferon therapy.

Li3PO4:M(M=Tb,Cu)phosphors for radiation dosimetry

The dosimetric phosphors Li3PO4：M（M=Tb, Cu） were produced by modified solid-state *** structural and morphological characterization was carried out through X-ray diffraction（XRD） and scanning electron microscope（SEM）. Additionally, the photoluminescence（PL）, thermoluminescence（TL） and optically stimulated luminescence（OSL） properties of powder Li3PO4 doped with Tb and Cu were studied. It is advocated that Li3PO4： Cu phosphor not only shows higher OSL sensitivity（25 times or more） but also gives faster decay in OSL signals than that of Li3PO4： Tb^（3＋） phosphor. The minimum detectable dose（MDD） of Li3PO4：M（M=Tb,Cu） phosphors is found to be 21.69 × 10^（-3） and 3.33 ×10^（-6） J·kg^（-1）,respectively. In OSL mode, phosphor shows linear dose response in the range of 0.02-20.00 J·kg^（-1）.In TL mode, sensitivity of Li3PO4： Cu phosphor is more than that of Li3PO4： Tb phosphor. The kinetics parameters such as activation energy and frequency factors were determined by peak shape method, and photoionization cross sections of prepared phosphor were calculated.

Every year in the world a large number of women receive a diagnosis of gynecological cancer and undergo a therapy such as surgery, chemotherapy and radiotherapy to the pelvic region. A large portion of these patients are already in menopause, but for younger patients therapies are responsible of early menopause. The physical and psychological symptoms due to iatrogenic menopause significantly reduce the quality of life; however hormone replacement therapy(HRT) has a high efficacy in reducing menopausal symptoms. The prescription of HRT in patients with story of gynecological cancer is debated because its safety has not been completely proven. The main criticism is based on the theory that the hormone replacement could stimulate growth of residual cancer cells increasing the risk of recurrence.

New horizons in the endoscopic ultrasonography-based diagnosis of pancreatic cystic lesions

Pancreatic cystic lesions(PCLs) are increasingly being identified because of the widespread use of highresolution abdominal imaging. These cysts encompass a spectrum from malignant disease to benign lesions, and therefore, accurate diagnosis is crucial to determine the best management strategy, either surgical resection or surveillance. However, the current standard of diagnosis is not accurate enough due to limitations of imaging and tissue sampling techniques, which entail the risk of unnecessary burdensome surgery for benign lesions or missed opportunities of prophylactic surgery for potentially malignant PCLs. In the last decade, endoscopic innovations based on endoscopic ultrasonography(EUS) imaging have emerged, aiming to overcome the present limitations. These new EUS-based technologies are contrast harmonic EUS, needle-based confocal endomicroscopy, through-the-needle cystoscopy and through-the needle intracystic biopsy. Here, we present a comprehensive and critical review of these emerging endoscopic tools for the diagnosis of PCLs, with a special emphasis on feasibility, safety and diagnostic performance.
