This paper proposes a variation of Miller＇s algorithm for Tate pairing computation on Weierstrass curves. Unlike the original Miller＇s algorithm which consists of two major operations： the doubling operation and the addition operation, this new algorithm replaces the addition with a doubling-addition （DA） operation to take the advantage of the fast point doubling-addition formula. Explicit formulae are given for the new algorithm. We suggest to use the new formulae for Weierstrass curves with general parameters for Tate pairing to gain a better performance.

Australian households are increasingly vulnerable to natural hazard-related disasters. To manage disaster risk, government commissioned inquiries have called for greater investment in mitigation. This article critically examines the call for a shift in funding priority towards pre-disaster mitigation measures, in the context of growing concerns around the ability of households to access and afford insurance. It examines mitigation measures in the context of three prominent Australian disasters: the Black Saturday bushfires(Victoria, 2009), the Queensland floods(2010–2011), and Cyclone Yasi(Queensland, 2011). We argue that as a mode of disaster security, mitigation operates as a complex assemblage of logics and practices of protection, preparedness, and resilience, which problematizes simplistic protection/resilience binaries. On the one hand, mitigation serves as a mode of protection, which underscores the dominant maladaptive rationality of insurance. It promises a collective solution to uninsurability that is limited by government fiscal constraints and growing employment of risk-reflective insurance *** the other hand, there is evidence of an emergent rationality of household insurance as a path to resilience and preparedness—for example, in the development of insurance systems that price household retrofitting technologies and in the development of policyholder education campaigns. This resilience rationality holds the promise of securing individuals previously excluded from ***, for householders lacking the necessary physical,cognitive, and financial capacities to make themselves and their properties resilient, the transition to a pre-disaster mitigation mode of security will likely do little to alleviate disadvantage and marginalization.

In this article, the local anomalistic blocks such as crypts, furrows, and so on in the iris are initially used directly as iris features. A novel image segmentation method based on intersecting cortical model （ICM） neural network was introduced to segment these anomalistic blocks. First, the normalized iris image was put into ICM neural network after enhancement. Second, the iris features were segmented out perfectly and were output in binary image type by the ICM neural network. Finally, the fourth output pulse image produced by ICM neural network was chosen as the iris code for the convenience of real time processing. To estimate the performance of the presented method, an iris recognition platform was produced and the Hamming Distance between two iris codes was computed to measure the dissimilarity between them. The experimental results in CASIA v1.0 and Bath iris image databases show that the proposed iris feature extraction algorithm has promising potential in iris recognition.

We present the results of a study on the north-south asymmetry of solar filaments at low（〈50°） and high（〉60°） latitudes using daily filament numbers from January 1998 to November 2008（solar cycle 23）. It is found that the northern hemisphere is dominant at low latitudes for cycle 23. However, a similar asymmetry does not occur for solar filaments at high latitudes. The present study indicates that the hemispheric asymmetry of solar filaments at high latitudes in a cycle appears to have little connection with that at low latitudes. Our results support that the observed magnetic fields at high latitudes include two components： one comes from the emergence of the magnetic fields from the solar interior and the other comes from the drift of the magnetic activity at low latitudes.

It is demonstrated here for the first time how Palaeoproterozoic stromatolites survived seismic disturbance of their substrate. The stromatolites under study could have been cyanobacteria or any other photo-autotrophic microbes, which formed mats that covered a substrate of very fine-grained sandstones and mudstones of the Chaibasa Fm. in eastern India. The sediments represent a shelf environment. The local abundance of the stromatotites suggests that the tow-energy environment formed a suitable habitat. The common phases of tectonic quiescence were, however, occasionally interrupted by seismic shocks. These were sufficiently strong to deform the mat layers, the tower parts of which might already have been （semi-） consolidated. The mats became partly folded, partly faulted, and already consolidated parts of the stromatotite layers broke off. This can be deduced from the angular shapes of part of the broken-off fragments. It appears, however, that part of these fragments were stilt sufficiently soft to become rounded and deformed by rotting over the seafloor, probably under the influence of tidal currents. When come to rest, these fragments served as a new substrate for new generations of the microorganisms. These micro-organisms thus survived by continued growth on the reworked fragments and built up new stromatolites that may show an ‘angular disconformity＇ with the stromatotites of their substrate. It thus is shown that stromatotites have an adequate response to a sudden disturbance of their habitat, and that they survive earthquakes by colonization of broken-off fragments. We call the ‘healed＇ fragments ‘tombotiths＇（tumbled stones）.

Precipitates in Steels With Ti Additive Produced by CSP Process

Hot strips of low carbon steels with Ti additive [-contain C 0.04 % -0. 07 % , Si≤0.6%, Mn≤0.6%, Ti 0. 060/00- 0.14% （mass percent）] prodvced by EAF-CSP （Electric Arc Furnaces-Compact Strip Production） process were examined by TEM, HREM and XRD. Carbonitrides with different N/C ratio were found in the sam- ples. The varying composition of the Ti-carbonitrides resulted from the supersaturation of Ti and temperature at which the compound was formed. In the tested steel, total mass fraction of the precipitates including cementite, carbonitride and a small quantity of Fe3O4, AO2O3 , Ti2 CS and A1N was about 0. 305 %. XRD results showed that about a quarter of the powder extracted by electrolysis was titanium nitrides, carbonitrides and carbides. Particle arrays formed by interphase precipitation could be observed either in slabs or in hot strips. The dominant reaction mecha- nisms were discussed. Compared with the conventional cold charge process, small amount of Ti addition would be more effective for orecipitation of fine orecioitates in the steels oroduced by CSP process.
