The People＇s Republic of china （hereafter PRC） has been a strategic partner for the Latin American and Caribbean region, as revealed by the unceasing efforts made by both parties and as displayed in china＇s Policy Papers on Latin America and the Caribbean （LAG）, published in 2008 and 2016. Both LAC are significant axes for carrying out china＇s comprehensive opening up policy In particular, since the beginning of the 21st century, with the steady deepening of economic globalization, the trade and financial relations between china and Latin America have achieved unparalleled leap-forward growth.

The parties involved in the Iranian nuclear talks announced a second extension of nesotiations as they failed to reach a comprehensive agreement by the scheduled deadline of November 24. The agreement states that the interim Geneva deal--offlcially titled the Joint Plan of Action, which was sealed between Iran and the P5＋1 countries on November 24, 2013-will also be extended to June 30, 2015. The P5＋1 group involved with the Iranian nuclear negotiations comprises the five permanent members of the UN Security council--the United States, Russia, china, Britain and France, plus Germany.

Coordination and consensus in collective behavior have attracted a lot of research *** previous studies have investigated the role of compromisers in group consensus,they provide little insight into why compromisers would allow such social arrangements to *** this study,the potential relationship between group movements and conflict management in Tibetan macaques in Anhui province,china,was investigated using hierarchical cluster *** members with higher social centrality or social rank often formed a front-runner cluster during group *** had higher leadership success than individuals outside the frontrunner *** members with lower social centrality or social rank often followed the group movements initiated by the front-runner cluster,and thus formed the compromiser ***'proximity relations with front-runners increased with their following scores to *** had fewer events of being attacked when they followed group movements initiated by the *** compromising process made compromisers lose the choice of direction preference,but it could increase their individual *** trade-off suggests that compromisers play a role of decision-maker in coordination and consensus scenarios among social animals.

Influence of the Agreement on Enhancing international Arctic Scientific Cooperation on the approach of non-Arctic states to Arctic scientific activities

As the third legally-binding instrument of the Arctic council, the Agreement on Enhancing international Arctic Scientific Cooperation was signed in May 2017 and entered into force on 23 May 2018. The Agreement not only reduces obstacles to the international scientific cooperation and promotes the movement of people and equipment across borders for the effective and efficient development of Arctic scientific knowledge, but also provides an improved international Arctic legal environment for conducting Arctic scientific cooperation based on UNCLOS and institutional arrangements. However, the observer states, the NGOs and IGOs, as well as Permanent Participants are rarely mentioned in this Agreement. This article chooses one group, non-Arctic states, as a case in point in order to critically discuss the influence of this new Arctic scientific cooperation agreement. It argues that the non-Arctic states are left behind at the original legal situation and trapped in an inferior status in Arctic science. Under these circumstances, this article suggests that non-Arctic states, especially those with competitive research abilities, should appeal for amendment of the Agreement to allow wider access to research areas and data sharing, especially when cooperating with the eight-member states of the Arctic council. Also, non-Arctic states should take the Agreement as the reference when signing bilateral agreements with Arctic states so as to safeguard their interests when conducting Arctic scientific activities. Moreover, the active participation in other fora as well as various bilateral scientific projects can assist non-Arctic states to strengthen the relations with the Arctic states and build trust in the Arctic council.
