understanding the effectiveness of national air pollution controls is important for control policy design to improve the future air quality in China. This study evaluated the effectiveness of major national control policies implemented recently in China through a modeling analysis. The sulfur dioxide （sO2） control policy during the llth Five Year Plan period （2006-2010） had succeeded in reducing the national sO2 emission in 2010 by 14% from its 2005 level, which correspondingly reduced ambient sO2 and sulfate （sO42-） concentrations by 13%-15% and 8%-10% respectively over east China. The nitrogen oxides （NOx） control policy during the 12th Five Year Plan period （2011-2015） targets the reduction of the national NOx emission in 2015 by 10% on the basis of 2010. The simulation results suggest that such a reduction in NOx emission will reduce the ambient nitrogen dioxide （NO2）, nitrate （NO3-）, 1-hr maxima ozone （03） concentrations and total nitrogen deposition by 8%, 3%-14%, 2% and 2%--4%, respectively over east China. The application of new emission standards for power plants will further reduce the NO2, NO3-, 1-hr maxima 03 concentrations and total nitrogen deposition by 2%-4%, 1%-%, 0-2% and 1%-2%, respectively. sensitivity analysis was conducted to evaluate the inter-provincial impacts of emission reduction in Beijing-Tianjin-Hebei and the Yangtze River Delta, which indicated the need to implement joint regional air pollution control.

Many drinking water treatment plants in the u.s. have switched from chlorination to chloramination to lower levels of regulated trihalomethane(THM) and haloacetic acid(HAA) disinfection byproducts(DBPs) in drinking water and meet the current regulations. However, chloramination can also produce other highly toxic/carcinogenic, unregulated DBPs: iodoacids, iodo-THMs, and N-nitrosodimethylamine(NDMA). In practice, chloramines are generated by the addition of chlorine with ammonia, and plants use varying amounts of free chlorine contact time prior to ammonia addition to effectively kill pathogens and meet DBP regulations. However, iodo-DBPs and nitrosamines are generally not considered in this balancing of free chlorine contact time. The goal of our work was to determine whether an optimal free chlorine contact time could be established in which iodo-DBPs and NDMA could be minimized, while keeping regulated THMs and HAAs below their regulatory limits. The effect of free chlorine contact time was evaluated for the formation of six iodo-trihalomethanes(iodo-THMs), six iodo-acids, and NDMA during the chloramination of drinking water. Ten different free chlorine contact times were examined for two source waters with different dissolved organic carbon(DOC) and bromide/iodide. For the low DOC water at pH 7 and 8, an optimized free chlorine contact time of up to 1 h could control regulated THMs and HAAs, as well as iodo-DBPs and NDMA. For the high DOC water, a free chlorine contact time of 5 min could control iodo-DBPs and NDMA at both p Hs, but the regulated DBPs could exceed the regulations at pH 7.

In order to improve air quality, the European union introduced the New Air Quality Directive in 2008 and set its Member states strict targets on air pollution concentrations for the most harmful and challenging su.s.ances, such as fine particles. The law enforcement relies on a monitoring and reporting system to inform the European Commission and the public, for it is the citizens' right to be informed about harmful air quality. With sectoral measures, air quality could be improved in the past 20 years, but some emissions concentrations have stagnated in recent years and emissions temporarily exceed thresholds in nearly half of the Member states. The European Emission Inventory allows the commission to identify the su.s.ances, areas, and times of exceedances, and to implement sectoral measures leading to air quality improvements, all of which have to be made available publicly. This manuscript introduces the air quality legislation and reviews the quality of European air for recent years.

Blomaee accumulation, leaf longevity and growth rate of two spring forest geophytes, scllla blfolla L. and Arum maculatum L. were estimated separately for three size grou.s.within each population of these species. Despite the differences in leaf longevity, both species showed a similar pattern of blomass accumulation In relation to their phenologles and reproductive demands. Eco-physlological acclimation to changing light environment was assumed through photosynthetic parameters and dynamics of leaf area Index In the predominant size group of each species. A light response curve was measured under natural light for each species through the continuum of Its phenology to quantify the photosynthetic photon flux density at light saturation, light-saturated photosynthetic rate, light compensation point, and dark respiration. Light-saturated assimilation per leaf area basis, dark respiration rate and light compensation points were significantly higher in s. blfolla relative to A. maculatum. However, the acclimation of photosynthesis that would respond to light changes in environment was not found in s. bifolla. In contrast, In A. maculatum a marked shift In the light dependence of photosynthesis through the season was noticed, which resulted In a strong photosynthetic acclimation to the low-light conditions. Accompanied by significant leaf area Index, this efficient low-light photosynthesis enabled greater leaf longevity, and consequently longer accumulative period to A. maculatum. From the different parameters that we determined （both photosynthetic acclimation and growth strategy） it would appear that these species belong to two distinct subgrou.s. s. blfolla to the early and A. maculatum to the late vernals.

Ammoniated bagasse is a plant-derived organic sorbent that can be used for capturing oil and for supplying slow-release nutrients to oil-degrading microorganisms. We investigated the oil-wicking behavior of this sorbent under various conditions for its effectiveness in remediating oil-contaminated wetlands. Abiotic microcosms simulating a wetland environment were used to assess the influence of sand particle sizes （20x30 and 60x80 u.s. mesh）, degrees of oil saturation （25% and 75%）, water table levels （on top of the clean sand layer, oiled-sand layer, and sorbent layer）, and the presence of sorbent. Results indicated that oil wicking favors higher oil contamination, larger sand particle size, and low water coverage. Water coverage was the predominant factor limiting the effectiveness of sorbent. The most plausible explanation for this limitation was that sorbent captured more water than oil at higher water coverage.

A new complex, [Ni（H2O）6][Mo2O2s2（edta）]·2H2O （1, edta = ethylenediamine- tetraacetate）, which was partially-sulfided, was synthesized and characterized by single-crystal X-ray diffraction. Compound 1 belongs to the monoclinic system, C2/c space group with a = 7.1844（2）, b = 12.5626（4）, c = 27,0201（8） A, β= 93,066（3）°, V = 2435.21（14） A3, C10H28s2Mo2N2NiO18, Mr= 779.02, Dc= 2.1247 g/cm3, A,（MoKa） = 2.035 mml, F（000） = 1550, Z = 4, the final R = 0.0366 and wR = 0.0656 for 5359 observed reflections （I 〉 2σ（I））. There are one isolated [Ni（H2O）6]^2＋ cation and one [Mo2O2s2（edta）]^2- anion in its asymmetric unit, and they are connected through multiple hydrogen bonds to generate a 3D network. In addition, the thermal behavior of compound 1 and the hydrodesulfurization activity of the catalyst derived from compound 1 were studied.

Batch adsorption experiment with four sulfide minerals - Chalcocite galena, pyrite and sphalerite - were used to study for the adsorption and desorp-tion behavior of La (III) in the presence of EDTA, a model humic matter. Linear adsorption was found in all *** presence of soluble organic complexing ligand should reduce the mobility of La (III) in porous media and its transport to groundwater in the percolating soil solution. Binding mechanism is proposed to account for this preferential binding behavior.
