In this study, the relationship between the QBO (quasi-biennial oscillation), which is seen at the equatorial stratosphere, and critical frequency of layer (Es) sporadically observed at the ionospheric E region was analyzed by using multiple regression model. For this analysis, Es layer critical frequency (foEs) obtained from four different stations at equatorial region and QBO measured at 10 hPa altitude values were used. The positive relationship between foEs and QBO was observed at all stations. An increase of 1 m/s at QBO leads to an increase of 0.01 Mhz, 0.02 Mhz, 0.02 Mhz and 0.01 Mhz (Jicamarca, Ascension, Manila and Kwajalein) on foEs, respectively. Expect for Manila station, westerly phase of QBO has greater effect on foEs compared to easterly phase of QBO at all other stations. It is seen that the changes occurred on foEs can be explained by the QBO at rates 47%, 46%, 32% and 44% for Jicamarca, Ascension, Manila and Kwajalein stations, respectively.

As in the other countries around the world, banking systems in Eurasian economies, comprised of Armenia, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan, were adversely affected by the 2008 global crisis. A common challenge across most economies is to revive private-sector credit growth. Compared with the high increases of 80 percent in the period immediately prior to the crisis, credit growth has slowed sharply and even turned negative in real terms in a number of economies. Governments in many countries have taken measures to address banking sector stress. The measures for restoring credit growth and thus a high economic growth will be discussed in a part of our work. In the short run, such measures include aiding banks to repair balance sheets and also providing liquidity. In the medium term, measures should promote de-dollarization and the development of local debt markets.

Research on Robotics Application in Fruit Harvesting

The study was aimed to identify the problems and also to suggest some solutions for robotic systems applications in harvesting of kiwi and apples. The results obtained show that physicomechanical properties of the harvested fruits had an effect on the use of robotic systems. Parameters such as weight, height, width, thickness and surface area were identified as the main effect in robotic fruit harvesting. Image processing techniques also had direct effect on robotic systems operation which therefore requires careful selection procedure to achieve results accuracy. It was observed that the C# programming language used in robotic systems fruit harvesting should be parallel with the image processing to ensure accurate conversion of kinematic calculation, system input parameters and constant values. The use of hobby-type parts of a robot in the prototype study showed reliable results. However, to ensure functionality of the robotic systems application, industrial robots and servo engines should be used. It was also observed that the use of a gripper for picking the fruits from the branch must be made considering the physicomechanical properties of the fruit. The engines that make the system work should be strong and the cutting system should also be appropriate.

AIM: To evaluate ophthalmic disorders with special attention to retinopathy in cirrhotic patients. Vitamin A deficiency-related ophthalmopathy, xerophthalmia, and color blindness may be documented in cirrhosis due to various etiologies. Retinopathy is an obscure feature of cirrhosis. METHODS: Thirty-two cirrhotic patients, who were followed up by Clinics of Gastroenterology, Izmir Ataturk Teaching and Research Hospital, were enrolled to the study. Associated systemic diseases such as diabetes mellitus and hypertension were excluded. Thirty-two healthy volunteers took part as the control subjects. All participants had ophthalmologic examination in the same hospital. RESULTS: Five (15.6%) of the cirrhotic subjects had soft exudate in the retina. None of the control subjects had retinopathy (P＜0.05). Intraocular pressure (IOP) measured for both eyes were also significantly lower in the cirrhotics (P＜0.05 vs P = 0.01). There were no statistically significant differences between the two groups in terms of other ophthalmic pathologies. The ophthalmic findings did not show up any differences according to the etiology of cirrhosis. CONCLUSION: Soft exudates may develop in cirrhotic patients probably due to loss of synthetic function of liver and hemodynamic effects of portal hypertension. Retinopathy must be sought in cirrhosis because of its severe morbidity.

An Automated Ultrasonic NDT System for In-Situ Inspection of Wind Turbine Blades

It is crucial to maintain wind turbine blades regularly, due to the high stress leading to defects or damage. Conventional methods require shipping the blades to a workshop for off-site inspection, which is extremely time-consuming and very costly. This work investigates the use of pulse-echo ultrasound to detect internal damages in wind turbine blades without the necessity to ship the blades off-site. A prototype 2D ultrasonic NDT (non-destructive testing) system has been developed and optimised for in-situ wind turbine blade inspection. The system is designed to be light weight so it can be easily carried by an inspector onto the wind turbine blade for in-situ inspection. It can be operated in 1D A-scan, 2D C-scan or 3D volume scan. A software system has been developed to control the automated scanning and show the damage areas in a 2D/3D map with different colours so that the inspector can easily identify the defective areas. Experiments on GFRP (glass fibre reinforced plastics) and wind turbine blades (made of GFRP) samples showed that internal defects can be detected. The main advantages of this system are fully automated 2D spatial scanning and the ability to alert the user to the damage of the inspected sample. It is intended to be used for in-situ inspection to save maintenance time and hence considered to be economically beneficial for the wind energy industry.
