Medical transportation and the contribution of air medical evacuation in isolated mountainous areas of Greece-Case study,Municipality of Agrafa

In every emergency medical situation,access to emergency medical services is an inalienable right of any citizen.The average acceptable time to provide first aid assistance is 60 minutes.In this paper,the possibility of using helicopters for air travel in mountainous areas was examined for the first time for all of Greece and especially for a mountainous and isolated area such as the Municipality of Agrafa.Initially,the time distance-virtual distance,from the hospitals was calculated at the national level of Greece,with an acceptable first contact time of 60 minutes(golden hour),i.e.,less than two hours from the nearest hospital to the incident and back to the hospital and the relevant conclusions are drawn.Then,the case study of Municipality of Agrafa,one of the most mountainous areas in Greece,was examined.The time distance of the settlements from the nearest primary health point,namely the Primary Health Centre(PHC)of West Fragkista,was calculated and the transportation by ground means was compared with the corresponding time by flying means,to investigate the contribution of air transportation or not,of the timely arrival of the patients in the appropriate health structure.Finally,possible helicopter landing locations were identified,using a geographic information system to facilitate the process of air medical transportation in the Municipality of Agrafa.

Supporting decision-making processes for selecting fire safety measures for road tunnels

Selecting fires safety measures for road tunnels relies mainly on strict regulatory requirements. However, the choice should also be based on many different criteria and ranking of alternatives should take place. Existing methods exhibit lack in dealing rigorously with measures’ selection amongst different alternatives. This paper contributes to the body of knowledge by proposing a novel method, named EVADE, which aims to incorporate diverse stakeholders’ views and provide a meaningful ranking of alternatives.To do so, it estimates the tunnel level of safety taking into account only any standard measures existing. Subsequently, the performance of additional measures is examined.Then, a list of the most significant criteria that are valuable to judge the appropriateness of selected measures is introduced. The relative importance amongst the decision criteria is calculated through the Analytic Hierarchy Process, based on the expert opinion. Sensitivity analysis through Monte Carlo simulation is embedded to allow for a meaningful prioritization of the decision criteria. Thus, the alternatives’ ranking comes as a distribution instead of a single number, providing the decision-maker richer information for selecting the most suitable measure(s) according to the specific tunnel situation. At last, a typical tunnel is examined to showcase the utilization of the method.

Vertical seismic absorber utilizing inertance and negative stiffness implemented with gas springs

A novel implementation of negative stiffness elements(NSEs)is proposed,utilizing industrial grade nitrogen gas springs as pre-stressed stiffness elements in a configuration with lever arms.This NSE is combined with an inerter to form a stiff dynamic absorber(SDA)for vertical seismic protection of structures with base isolation.The SDA is optimized to minimize vertical accelerations while ensuring static structural integrity,excellent damping performance and containment of relative displacements.The introduction of gas springs in place of conventional linear springs addresses important practical limitations through features of non-linearity and industrial grade manufacturing.The proposed implementation is dimensioned for a 50-ton structure and evaluated numerically for 25 actual earthquake records,in comparison with a linear SDA model and an equivalent conventional damper(CD).Individual and averaged results of acceleration and displacement time histories demonstrate vastly superior response compared to CD regarding induced accelerations for similar displacements.Performance equivalency with the linear SDA model indicates the stability of the gas spring implementation while guaranteeing predictability,tested endurance,proper tolerances,and off-axis motion resistance without requiring additional guiding components,as opposed to conventional springs.These features render the proposed implementation a promising solution for the realization of NSEs in seismic protection.

Assessing the impacts of traffic calming at network level:A multimodal agent-based simulation

The reduction of speed limits in urban roads through traffic calming schemes intends to ensure safer traffic conditions among road users by reducing the probability related to the occurrence of severe accident.Looking it from a different perspective,traffic calming measures can potentially resolve congestion problems at the same time by lowering the overall accessibility and attractiveness of private cars in urban areas.This study proposes a new methodological approach to explore and assess the direct impacts of traffic calming in the transport system efficiency of a metropolitan area.The multi-agent transport simulation(MATSim)and Open-Berlin scenario are utilized to perform this simulation experiment.By developing a new external tool,the free flow speed and road capacity of each network link is updated based on new speed limits and different compliance rates,which are defined per road hierarchy level.The test scenarios that are formulated present radical conditions,where the speed limit in most urban roads of Berlin drops to 30 km/h or even 15 km/h.The findings of this study show a considerably high increase in trips,passenger hours,and passenger kilometers using public transport modes,when traffic calming links are introduced,the reserve change is observed in private cars trips.Although the speed limits are decreased in inner urban roads in most of the scenarios,the decrease of average travel speed of private cars is not so high as it was expected.Surprisingly,private cars are used for longer distances in all test scenarios.Car drivers seem to use already existed motorways and private road to commute.In simulations,driver compliance to the new speed limits seems to be a determinant factor that is strongly influenced by the design interventions applied in a traffic calming area.

A numerical case study on the long-term seismic assessment of reinforced concrete tunnels in corrosive environments

The paper investigates the long-term seismic behaviour of an underground reinforced concrete(RC)metro tunnel in Santiago,Chile,considering the combined effects of chloride-induced corrosion and cumulative,low-amplitude seismic shaking on the structure’s performance.The soil-tunnel response is evaluated with the aid of transient,nonlinear finite element analysis using a two-dimensional(2D)plane strain numerical model that adopts advanced nonlinear models for the simulation of soil and concrete plasticity and the dynamic stiffness behaviour.The effects of corrosion deterioration are demonstrated in terms of time-dependent loss of rebar area and cover concrete stiffness and strength.The study illustrates the influence of ageing and repeated seismic shaking on lining deformation,crack development,and the modal characteristics of the intact and degrading systems.The results indicate that multiple lowamplitude events drive the non-degrading RC tunnel beyond its elastic regime without significant structural response consequences.A noticeable impact of corrosion deterioration on the structure’s seismic performance is revealed,increasing with the number and intensity of earthquake events.Two different tunnel embedment depths are comparatively assessed.The analyses demonstrate larger coseismic section convergence in the case of the deeper tunnel,yet a less pronounced effect of ageing and successive seismic loading compared to the shallow section,which is evident in the RC lining cracks at the end of shaking.

Training on LSA lifeboat operation using Mixed Reality

Background This work aims to provide an overview of the Mixed Reality(MR)technology’s use in maritime industry for training purposes.Current training procedures cover a broad range of procedural operations for Life-Saving Appliances(LSA)lifeboats;however,several gaps and limitations have been identified related to the practical training that can be addressed through the use of MR.Augmented,Virtual and Mixed Reality applications are already used in various fields in maritime industry,but their full potential have not been yet exploited.SafePASS project aims to exploit MR advantages in the maritime training by introducing a relevant application focusing on use and maintenance of LSA lifeboats.Methods An MR Training application is proposed supporting the training of crew members in equipment usage and operation,as well as in maintenance activities and procedures.The application consists of the training tool that trains crew members on handling lifeboats,the training evaluation tool that allows trainers to assess the performance of trainees,and the maintenance tool that supports crew members to perform maintenance activities and procedures on lifeboats.For each tool,an indicative session and scenario workflow are implemented,along with the main supported interactions of the trainee with the equipment.Results The application has been tested and validated both in lab environment and using a real LSA lifeboat,resulting to improved experience for the users that provided feedback and recommendations for further development.The application has also been demonstrated onboard a cruise ship,showcasing the supported functionalities to relevant stakeholders that recognized the added value of the application and suggested potential future exploitation areas.Conclusions The MR Training application has been evaluated as very promising in providing a user-friendly training environment that can support crew members in LSA lifeboat operation and maintenance,while it is still subject to improvement and further expansion.

Τhe efficiency of a Mewis propeller duct by the analysis of ship operational data is examined.The analysis employs data collected with high frequency for a three-year period for two siter vessels,one of them fitted with a Mewis type duct.Our approach to the problem of identifying improvements in the operational performance of the ship equipped with the duct is two-fold.Firstly,we proceed with the calculation of appropriate Key Performance Indicators to monitor vessels performance in time for different operational periods and loading conditions.An extensive pre-processing stage is necessary to prepare a dataset free from datapoints that could impair the analysis,such as outliers,as well as the appropriate preparations for a meaningful KPI calculation.The second approach concerns the development of multiple linear regression problem for the prediction of main engine fuel oil consumption based on operational and weather parameters,such as ship’s speed,mean draft,trim,rudder angle and the wind speed.The aim is to quantify reductions due to the Mewis duct for several scenarios.Key results of the studies reveal a contribution of the Mewis duct mainly in laden condition,for lower speed range and in the long-term period after dry-docking.

Quantification of skid resistance seasonal variation in asphalt pavements

The present study deals with the quantification of skid resistance seasonal variation in asphalt pavements.Consequently,skid resistance data were collected twice per year(after"wet"and"dry"seasons)along four trial sections of an urban highway with a GripTester system(during a six-year field experiment).For the estimation of a percentage reference change(%)between wet and dry skid resistance data,a methodology is developed based on distribution fitting of the percentage change of skid resistance index due to seasonal variation impact.The outcome of the analysis is applied and successfully validated through a set of skid resistance data collected from an interurban highway pavement section with different traffic and environmental conditions.As such the developed methodology can be considered as a promising tool for accommodating the seasonal variation of skid resistance.Further,the resulting percentage reference change(%)enables the estimation of skid resistance level for the dry period based on the wet period measurements.Overall,it seems that the proposed quantification process may constitute a practical yet efficient tool for road authorities and highway operators on how to estimate the effect of seasonal variation on skid resistance levels and schedule well-ahead necessary actions for enhancing driving safety.
