The internationally currently recognized ecological economics with strong sustainability significance has transformed the economic growth research paradigm into the well-being promotion research paradigm,fundamentally reflecting on the theories and methods of neoclassical economics.Starting from assumptions,analytical tools,and goals orientation and action principles,the research reconstructs a new systematic and overall development theory.Based on the“object-process-subject”model,this article combs and reviews the essence of ecological economics.From the perspective of the object,ecological economics pursues sustainable prosperity within the ecological threshold;from the perspective of the process,it focuses on the prevention and control of the symptoms and root causes;from the perspective of the subject,it advocates a cooperative governance model that contains flexibility and diversity.The orientation of ecological economics theory lies in the creation of ecological civilization.

From the perspective of wellbeing performance of ecological input,this paper constructs a low-carbon competitiveness evaluation model with wellbeing performance of carbon emissions as the measurement standard,and uses the LMDI factor decomposition method to decompose the total effect of low-carbon competitiveness changes into technology effect and service effect.And then it conducts positive analysis and comparison of the low-carbon competitiveness and its effect contribution of G20 countries from1990 to 2018.The results are as follows:Firstly,in 2018,the UK,France,Argentina,Brazil,and Germany had higher low-carbon competitiveness.From 1990 to 2018,the low-carbon competitiveness of the UK,Turkey,Germany,Italy,and Brazil increase rapidly.Secondly,from 1990 to 2018,the total effect of low-carbon competitiveness of G20 member states was all positive,that is to say,the overall wellbeing performance of carbon emissions increased,technology effect and service effect are positive in 17 countries and negative in 2 countries respectively.Thirdly,China's low-carbon competitiveness is low,lacking static and dynamic advantages,although the technology effect is the highest,but the service effect is the lowest,resulting in a low total effect,which indicates that the wellbeing performance of economic growth is the main bottleneck of China's low-carbon development.Finally,the policy recommendations for China's future low-carbon transition and sustainable development are put forward.

Does internet use improve the public evaluation of government environmental governance (GEG) in China? An analysis using the Chinese Social Survey, 2013−2017

Based on three datasets of the Chinese Social Survey(CSS)2013,2015,and 2017 and the National Statistical Yearbook,this study examined whether and in what ways using the Internet may or may not affect the public evaluation of government environmental governance(GEG).There are three main findings.First,Internet use has a negative influence on the public evaluation of GEG.Second,there has been an urban-rural difference in terms of Internet use;especially for the rural resident,increasing their use of the Internet significantly lowered their evaluation of GEG.Third,Internet use affects GEG mainly through political trust,whilst it tends to enhance people’s perception of environmental problems;however,it has little influence on their evaluation of GEG.This finding implies that public evaluation of GEG should be viewed as an important inter-subjective dimension of GEG;especially in the Internet era,it has become increasingly necessary for the government to not only continuously improve the quality of governance by dealing with actual/practical environmental issues,but also enhance its ability to react to the public opinions online effectively and appropriately.

Can the low-carbon city pilot policy promote the upgrading of high-carbon emitting enterprises? Evidence from China

As a crucial environmental reform system to realize“carbon peaking”and“carbon neutrality”,the pilot policy of low-carbon cities(LCCs)puts pressure and challenges on high-carbon emitting enterprises(HCEEs)while providing opportunities for these firms to take the path of independent transformation.Employing the data of Chinese listed enterprises from 2006 to 2016 and adopting a difference-in-differences(DID)model,we evaluated the impact of LCC construction on the upgrading of HCEEs and its mechanisms.The results indicate that LCC construction enhances the upgrading of HCEEs in the pilot cities.The conclusions remain stable after a series of robustness tests.The mechanism analysis reveals that LCC construction triggers the upgrading of HCEEs by promoting resource allocation efficiency,R&D investment,and green technology innovation.The heterogeneity results indicate that this positive effect is more pronounced for HCEEs in regions with more stringent environmental law enforcement.This study also observes that the upgrading impact is more promi‐nent for state-owned enterprises,enterprises with higher bargaining power,and enterprises whose managers have a long-term vision.The above results provide directions for upgrading HCEEs and replicable evidence for cities in developing economies to fulfill the win-win target of environmental protection and economic transfor‐mation.

Relationship between multifunctionality and rural sustainable development: Insights from 129 counties of the Sichuan Province, China

Rural areas are multifunctional and often have production,living,and ecological functions.The high-quality and balanced development of these three functions is key to sustainable rural development(SRD).Thus,the evaluation of SRD based on rural multifunctionality is of immense significance.This study clarifies the rela‐tionship between multifunctionality and sustainable rural development.An evaluation index system with six sub-components was established for calculating the SRD.In addition,we included 129 counties from the Sich‐uan Province in our case study,and used this index system to analyze the characteristics of rural multifunc‐tionality for evaluating the SRD.The results showed indisputable evidence of multifunctional development.At the county level,rural multifunctionality faces the challenge of insufficient and uneven development,particu‐larly in production functions.Significant spatial differences existed in rural multifunctional development,and the suburban counties generally performed better.Moreover,a mutually reinforcing relationship between pro‐duction,living,and ecological functions was established;however,there was still a significant gap in realizing SRD.Our results emphasize the necessity of a differentiated SRD strategy that should be formulated and imple‐mented based on rural multifunctionality differentiation rules.Our study offers useful guidance for realizing rural multifunctional and sustainable development.

A new variant of SARS-CoV-2,B.1.1.529 was first reported by the South African Department of Health on Nov 24,2021.This new variant was named as B.1.1.529 Omicron and was classified as a variant of concern(VOC)by the World Health Organization(WHO)on Nov 26,2021[1-13],Phylogenetic studies showed that Omicron arose independently of the currently dominant delta variant.It has an unusually high number of approximately 30 changes of amino acids in the spike protein compared with the original SARS-CoV-2,including those with known phenotypic impact(increase in transmission,immune evasion,and transmissibility),but significances of many mutations are still unclear[4-7].

Composite fabrics based on Polytetrafluoroethylene(PTFE)polymer displays several notable properties.They are waterproof,windproof,permeable to moisture and thermally insulating at the same time.In the present study,PTFE fibers are used as raw material to make fiber membranes.The film is formed by crisscrossing interconnected fiber filaments and the related air permeability:tensile creep characteristics and other properties are tested.The results show that the pore size,thickness,and porosity of the film itself can affect the moisture permeability of the film.The water pressure resistance of the selected fabric is 8.5 kPa,and the moisture permeability is 7038 g/(m^(2)·24 h).

Local corruption and corporate cash holdings:Sheltering assets or agency conflict?

This study investigates the impact of corruption on corporate cash holdings in China. The political extraction argument predicts that firms might shelter liquid assets to avoid extraction by corrupt officials. Using data on A-shared listed firms between 2007 and 2012, we find that firms located in more corrupt regions hold less cash, supporting this hypothesis. Political resources help to diminish the risk of exploitation, reducing the extent to which liquid assets are sheltered. We find that the negative association between corruption and cash holding is more significant for non-state-owned enterprises(Non-SOEs)than for state-owned enterprises(SOEs). Moreover, the cash holdings of Non-SOEs without political connections are more sensitive to corruption than those of Non-SOEs with political connections. These findings demonstrate that expropriation by corrupt officials is an important factor driving firms to manage liquidity.

The first aim of this article is to study the sharp singular(two-weight)Trudinger-Moser inequalities with Finsler norms on R^(2).The second goal is to propose a different approach to study a vanishing-concentration-compactness principle for the Trudinger-Moser inequalities and use this to investigate the existence and the nonexistence of the maximizers for the Trudinger-Moser inequalities in the subcritical regions.Finally,by applying our Finsler Trudinger-Moser inequalities to suitable Finsler norms,we derive the sharp affine Trudinger-Moser inequalities which are essentially stronger than the Trudinger-Moser inequalities with standard energy of the gradient.
