In the early 1960s,the government of Fengqiao Town in Zhuji County(now Zhuji City),Zhejiang Province,developed an innovative approach to governance by"mobilizing and relying on residents to resolve conflicts locally"to achieve the goal that"trivial matters are solved in the villages,major problems are settled in the town,and no conflicts are passed on to the higher authorities."In 1963,Chairman Mao Zedong(1893-1976)personally endorsed this working method,and recommended its adoption in other regions of the country and promoting it through pilot ***"Fengqiao Experience"quickly became a hallmark of the national political and legal framework.

The aim of this study is to investigate the applicability of poly(lactic-co-glycolic acid)(PLGA)/collagen composite scaffold for skin tissue *** and collagen were dissolved in HFIP as a common solvent and fibrous scaffolds were prepared by electrospinning *** scaffolds were characterized by scanning electron microscopy(SEM),FTIR spectroscopy,mercury porosimetry,tensile strength,biocompatibility assays and *** and cell adhesion were tested for two cell line groups,human dermal fibroblast(HDF)and human keratinocyte(HaCat).SEM images showed appropriate cell adhesion to the scaffold for both cell *** assays indicated that the cell viability of HDF cells increased with time,but the number of HaCat cells decreased after 14 *** ultimate tensile strength was suitable for skin substitute application,but its elongation at break was rather *** successful clinical application of the PLGA/collagen scaffold,some properties especially mechanical strain needs to be improved.

The contemporary Chinese human rights theory can be deciphered based on the "people-centered" concept. "Putting people in the center " is an approach to deve lopment,a concept of governance and a ruling orientation,and it is the idea shaping of the governing party,the ideological guideline for administrative organs and the principle of action for relevant *** human rights system is thoughts,theories,systems and practice proposed by social groups and individuals to the social authority,especially the resource provider,around the basic demands for subsistence and *** speaking,the "people-centered" approach and the human rights system,though belonging to different political ethics and political philosophy fields,share many common points or similarities in their specific way of existence and operation ***,there is coherence between the "people-centered" approach and human rights,and there is systematic compatibility between the human rightsbased way of thinking and the people-centered governing *** two approaches share many commonalities in the implementation measures and actions,both requiring the integration of concepts,norms,systems and *** deciphering helps China to provide wisdom and marke contributions in enriching world human rights theories.

Since the founding of the People’s Republic of China70 years ago,the human rights discourse of the Communist Party of China has been constantly *** the early years of the founding of the People’s Republic of China,the CPC spontaneously formed a collective discourse on human rights with the right to subsistence and self-determination as its core;in the 1980 s,in the process of reflection and refutation,the CPC paid more attention to individual rights,and gradually increased the sense of a human rights discourse with Chinese characteristics;since the 1990s,the CPC has combined the specific national conditions and the international environment to form a human rights *** system of human rights discourse has been constructed in terms of the order of priority of human rights protection,path of human rights development,relationship between human rights and sovereignty,and development of the world human rights *** the 18th National Congress of the CPC,the CPC has put forward the idea that"living a happy life is the primary human right"at home and the idea of building a Community with a Shared Future for human Beings for the world,and the discourse system of human rights with Chinese characteristics has gradually been *** independent variable of the change of human rights discourse of the CPC is the specific national conditions at different stages and the recognition of national identity formed on this *** other variable is the international environment and external relations that China is facing.
