On Language, political power and the Regulation of Russian Orthography

This interdisciplinary article excavates the history of the most important Russian language reform, which was approved by the Bolshevik Government Decrees more than a century ago, after the October Revolution of 1917. The orthographic reform was a linguistic and educational original effort （1） to promote a new simpler way of spelling of written informational materials, （2） to eliminate ＂double＂ letters and to present more constructive rules for spelling of certain grammar structures, and （3） to increase the population literacy in the Russian-speaking community. Indeed, the effective policy of language regulation was grounded in recommendations developed by special committees and commissions which represented the spelling reform movement in the imperial period of the 19th century and in the early 1900s. According to Russian linguists, language educationists, activists, and politicians, the proposed new rules could be implemented in a realistic way for the benefit of all learners, the language system, and the printing industry as well. The reform of Russian orthography was not an exercise in revolutionary violence or the Bolshevik＇ evil intentions, as some frustrated scholars condemned this reform. This article provides relevant legislative documents issued in 1917-1918, that reflected revolutionary transformations including orthography that became an issue of politics. The use of new orthographic rules had special implications for language learning practices in schools and changed costs of typing and printing.

Thermomechanical controlled processing (TMcp) including accelerated cooling after the final hot rolling pass is a well-established technology,widely applied in HsLA steel plate ***,there are still certain limitations,especially for thicker *** rolling schedule includes a long holding period (Hp) after the roughing stage to allow the temperature to fall sufficiently for optimised TMcp during *** Forced cooling (IFc) applied during the Hp can increase productivity by decreasing the required hold time,can restrict austenite grain growth,and can also improve the subsequent strain penetration in thick plate with further metallurgical ***-pass plane strain compression (psc) tests have been performed on the thermomechanical compression (TMc) machine at sheffield University including different severities of *** it is impossible to simulate all aspects of the temperature and strain gradients present in thick plates in laboratory specimens,and most of the tests were conducted at temperatures and strains calculated by Finite Element modelling as relevant to specific positions through the plate ***,some aspects of the gradients were addressed with tests using cold *** results have indeed shown that IFc can shorten the Hp and reduce austenite grain growth and its variation across thick plate.

The drought recorded in 1970s and 1980s, particularly in the sahara and sahel region has greatly affected the population as well as the economies and the eco-systems of this area. In 2007, the African Union launched a pan-African program, the Great Green Wall for the sahara, the sahel Initiative (GGWssI) to reverse land degradation and desertification by planting a wall of trees stretching from Dakar to Djibouti. The objective is to improve food security, and support local people to adapt to climate change. This paper aims to evaluate the impacts of the reforestation program in senegal, fifteen years after it was launched. This study uses a time series of satellite-derived vegetation cover and climatic parameters data to analyze the sustainability of these interventions. change detection approaches were applied to identify and characterize the drives of the eventual changes. A comparative analysis of reforestation on climatic parameters was explored through the temporal analysis of the vegetation index over the periods 2000-2008 and 2009-2020. An increase in vegetation activity was noted through the NDVI at the interannual (+2% to +8%) and seasonal (+1.5% to 7% for the wet season and 1% to 4% for the dry season) scale and a positive and significant evolution is noted on the trace of the GGW. Also, the period 2009-2020 recorded an increase in rainfall of 2% to 8% of the average value 2000-2020 and 4% to 8% of the rainy season. soil moisture is the climatic parameter that has increased the most, with an increase of 25% to 54% of the 2000-2020 average, i.e. between 20 mm and 70 mm more. This study shows a significant improvement in the relationship between NDVI and climate parameters after the different reforestation actions of the GGW.

An unusual resonance feature of the photodetachment cross-section for the 3σu channel of F2- observed in the early static-exchange study is confirmed by using correlated target (F2) wavefunctions determined by configuration interaction (cI). The magnitude of the cross-sections is lowered from that in earlier calculation by the potential of the correlated target.

Background:Vaccine-derived poliovirus(VDpV)is a potential threat to polio eradication because they can reintroduce into the general population and cause paralytic polio outbreaks,a phenomenon that has recently emerged as a prominent public health concern at the end of global polio *** study aimed to describe the epidemiology and genetic characteristics of the frst VDpV identifed from a patient with acute faccid paralysis(AFp),with four doses of inactivated polio vaccine immunization in Henan province,china in ***:The patient was diagnosed with type 3 ***,a series of epidemiological approaches was implemented,including a retrospective search of AFp cases,rate of vaccination assessment,study of contacts,and supplementary immunization *** samples were collected,viral isolation was performed,and the viral isolates were characterized using full-length genomic sequencing and bioinformatic ***:phylogenetic analysis showed that the viral isolates from the patient were diferent from other reported genetic clusters of type 3 VDpV *** were identifed as a sabin 3/sabin 1 recombinant VDpV with a crossover site in the p2 *** substitutions,including U→c(472)and c→U(2493),have been identifed,both of which are frequently observed as reversion mutations in neurovirulent type 3 poliovirus.A unique aspect of this case is that the patient had been vaccinated with four doses of inactive polio vaccine,and the serum neutralizing antibody for sabin types 1 and 3 were 1∶16 and 1∶512,***,the patient was speculated to have been infected with type 3 VDpV,and the virus continued to replicate and be excreted for at least 41 ***:The existence of this kind of virus in human population is a serious risk and poses a severe challenge in maintaining a polio-free status in *** the best of our knowledge,this is the frst report of VDpV identifed in the Henan province of *** results hig

Dear Editor,Human parechoviruses(HpeVs)are members of the picornaviridae family and consist of a non-enveloped positive-sense single-stranded RNA(+ssRNA)(Kadambariet al.2019;sridhar et al.2019).The parechovirus genus is comprised of six species,parechovirus A,B(formerly named Ljungan virus),c(sebokele virus),D(ferret parechovirus),E(falcon parechovirus)and F(gecko parechovirus).Their 7.3 kb genome contains 3 regions(p1–p3),which encode a *** p1 region encodes the structural proteins of the virus in the following order Vp0,Vp3 and Vp1,which form the icosahedral capsid(Benschop et al.2010).

carbon ion is the mostly common used particle in heavy ion radiotherapy. In this paper, the carbon ion dose in tumor treatment for human eye was calculated with FLUKA code. An 80 MeV/u carbon beam was irradiated into the human eye from two directions. The first was from the lateral-forward direction, which was a typical therapeutic condition. In this case, a maximum dose was deposited in the tumor volume. In the second a beam was irradiated into eyes from the forward direction to simulate a patient gazing directly into treatment beam during therapy, which may cause a certain medical accident. This method can be used for a treatment plan in heavy ion radiotherapy.

In this paper, we propose a protocol to deterministically teleport an unknown mixed state of qubit by utilizing a maximally bipartite entangled state of qubits as quantum channel. Ira non-maximally entangled bipartite pure state is employed as quantum channel, the unknown mixed quantum state of qubit can be teleported with 1 -√ 1- c^2 probability, where c is the concurrence of the quantum channel. The protocol can also be generalized to teleport a mixed state of qudit or a multipartite mixed state. More important purpose is that, on the basis of the protocol, the teleportation of an arbitrary multipartite （pure or mixed） quantum state can be decomposed into the teleportation of each subsystem by employing separate entangled states as quantum channels. In the case of deterministic teleportation, Bob only needs to perform unitary transformations on his single particles in order to recover the initial teleported multipartite quantum state.
