Let G= be a network with the vertex set V, the edge set E and the length vector L, and let T* be a prior determined spanning tree of G. The inverse minimum spanning tree problem with minimum number of perturbed edges is to perturb the length vector L to L+ , such that T* is one of minimum spanning trees under the length vector L+ and the number of perturbed edges is minimum. This paper establishes a mathematical model for this problem and transforms it into a minimum vertex covering problem in a bipartite graph G0, a path-graph. Thus a strongly polynomial algorithm with time complexity O(mn2) can be designed by using Hungarian method.

With the strategy going into effect, it will be a great opportunity for the economy and finance development in Northeast. Based on systematical research on the conception evolution of ecological enterprise, theoretical and practical development of constructing ecological enterprise, the paper makes conclusion that ecological enter- prises are developing into a new stage in which governments are launching some pilot projects about construct- ing ecological enterprises. And after that, governments should make policies to spread construction of ecological enterprises, to construct ecological enterprises in legal system and conforming to the standard as soon as possibly. So that, the basic units of ecological economy that fit to the conditions of China will be set up.

In the model of geometric programming, values of parameters cannot be gotten owing to data fluctuation and incompletion. But reasonable bounds of these parameters can be attained. This is to say, parameters of this model can be regarded as interval grey numbers. When the model contains grey numbers, it is hard for common programming method to solve them. By combining the common programming model with the grey system theory, and using some analysis strategies, a model of grey polynomial geometric programming, a model of θ positioned geometric programming and their quasi-optimum solution or optimum solution are put forward. At the same time, we also developed an algorithm for the problem. This approach brings a new way for the application research of geometric programming. An example at the end of this paper shows the rationality and feasibility of the algorithm.

From the point of cost-benefit flow and with the Six Green Projects in China as the case and background, it is criticized that the current natural resource and environmental management and the policies in China have some problems unsolved since the model of cost-benefit flow is still centralized and mainly in an administrative way in spite of many efforts made theoretically and practically. It is suggested that a new model based on market-oriented economy from the point of cost-benefit flow with Six Green Projects Management and Policies System consist of complete natural reserve (NR). Management system included environmental nature reserves in addition to biodiversity nature reserve, paid using nature resources, an environmental conservation and construction industry and renewable resource production incentive system that turn the direct administration and operation to management and services. The detail figure of the new model of cost-benefit flow is provided and the main points related are discussed in this paper.
