Phishing attacks present a persistent and evolving threat in the cybersecurity land-scape, necessitating the development of more sophisticated detection methods. Traditional machine learning approaches to phishing detection have relied heavily on feature engineering and have often fallen short in adapting to the dynamically changing patterns of phishing Uniform Resource Locator (URLs). Addressing these challenge, we introduce a framework that integrates the sequential data processing strengths of a Recurrent Neural Network (RNN) with the hyperparameter optimization prowess of the Whale Optimization Algorithm (WOA). Our model capitalizes on an extensive Kaggle dataset, featuring over 11,000 URLs, each delineated by 30 attributes. The WOA’s hyperparameter optimization enhances the RNN’s performance, evidenced by a meticulous validation process. The results, encapsulated in precision, recall, and F1-score metrics, surpass baseline models, achieving an overall accuracy of 92%. This study not only demonstrates the RNN’s proficiency in learning complex patterns but also underscores the WOA’s effectiveness in refining machine learning models for the critical task of phishing detection. Uganda has been implementing the Global Health Security Agenda(GHSA)since 2015 to build its capacity according to World Health Organization(WHO)Benchmarks on international Health Regulations *** country remains prone to outbreaks,with more than 20 disease outbreaks reported in the past five years,including Ebola virus disease,Crimean-Congo haemorrhagic fever,Marburg haemorrhagic fever,measles,yellow fever,coronavirus disease 2019(COVID-19),and *** resistance(AMR)is an ongoing *** scored capacity level 3 on infection prevention and control(IPC)and antimicrobial stewardship(AMS)in the 2017 Joint External Evaluation(JEE)*** gaps were being addressed after a self-assessment in *** paper describes the technical assistance approaches provided to Uganda by the Medicines,Technologies,and Pharmaceutical Services Program,funded by the United States(U.S.)Agency for international Development,and implemented by management Sciences for *** program,through a One Health approach,supported systematic capacity strengthening based on the JEE's capacity advancement framework for global health security,specifically relating to *** program's interventions impacted 32 WHO benchmark actions(7 for AMR multisectoral coordination,16 for IPC,and 9 for AMS),contributing to Uganda's strengthened GHSA *** success built on the AMR platform,the program trained 745 health workers in IPC for the Ebola virus and provided support for simulation exercises by eight district IPC *** program also worked with the Ministry of Health to coordinate IPC for the COVID-19 response in five health regions,covering 45 districts and reaching 5,452 health workers at 858 health facilities.

Biochar amendment offers a chance for sustainable agriculture. However, the effectiveness of biochar relies on its physical and chemical properties, which are heavily affected by biochar production conditions and management practices. Therefore, substantial uncertainties regarding the use of biochar exist in agricultural systems *** study provides the first quantitative evaluation of the impacts of biochar characteristics and management practices on key ecosystem services by performing a second-order meta-analysis based on 34,628 paired observations in biochar-amended and unamended systems. Overall, biochar enhances phytotoxicity alleviation,physiology regulation, soil remediation and carbon sequestration, and microbial functional gene ***, some prominent trade-offs exist between crop productivity and ecosystem service deliveries including for nutrient cycling, microbial function, climate change mitigation, and the soil microbial community. The adoption of low C:N biochar produced at high pyrolysis temperatures from sewage sludge-derived feedstock, in combination with a moderate application rate and inorganic fertilizer input, shows potential for achieving synergistic promotion of crop productivity and ecosystem services. These outcomes highlight the need for judicious implementation of biochar-based solutions to site-specific soil constraints. The quantified synergy and tradeoff relationships will aid the establishment of a sustainable biochar development framework that strengthens necessary ecosystem services commensurate with food security assurance.

Urban roads can be designated as surface flood passages to transport excess runoff during extreme storms, thereby preventing local flooding, which is known as the major drainage system. However, this practice poses significant risks, including human loss and property damage, due to the high flow rate and velocity carried by roads. Moreover, urban roads with low flood-resilience may significantly hamper the transportation function during severe storms, leading to dysfunction of the city. Therefore, there is an urgent need to transform risk-oriented flood passages into resilient urban road-based flood passages. This paper presents a systematic review of existing methodologies in designing a road network-based flood passage system, along with the discussion of new technologies to enhance system resilience. The study also addresses current knowledge gaps and future directions. The results indicate that flood management measures based on the urban road network should integrate accessibility assessment, lifeline and emergency planning to ensure human well-being outcomes. Furthermore, the special needs and features of vulnerable groups must be taken into serious consideration during the planning stage. In addition, a data-driven approach is recommended to facilitate real-time management and evaluate future works.

With the rapid development of information technology in contemporary times,the blended teaching mode that blends online and offline courses has become an international trend in higher *** blended tourism management courses at Chongqing Three Gorges University as an example,we explored the impact of such teaching reform on student satisfaction based on the SERVPERF *** analysis of 179 valid questionnaires revealed that five elements of the reform,namely,reliability,assurance,valuableness,responsiveness,and empathy,have a significant positive impact on students’learning ***,in the context of blended courses,factors such as a stable and reliable teaching environment,comprehensively guaranteed educational conditions,teaching content that highly aligns with students’demands and value expectations,prompt responses to students’needs and feedback,and empathetic consideration of students’perspectives are critical for enhancing student *** on these conclusions,we propose several strategies and methods for improving the effectiveness of blended teaching in the hope of propelling its continuous improvement and optimization,thus further elevating the quality of higher education.

With the continuous advancements in electronics towards downsizing and integration,efficient thermal dissipation from chips has emerged as a critical factor affecting their lifespan and operational *** fan-less chip cooling system has two critical interfaces for thermal transport,which are the contact interface between the base and the chip dominated by thermal conduction,and the surface of the fins dominated by thermal *** different thermal transfer modes of these two critical interfaces pose different requirements for thermal management *** the study,a novel approach was proposed by developing graphene thermal transport functional material whose morphology could be intentionally designed via reformed plasmaenhanced chemical vapor deposition(PECVD)methods to meet the diverse requirements of heat transfer ***,graphene with multilevel branching structure of vertical graphene(BVG)was fabricated through the hydrogenassisted PECVD(H_(2)-PECVD)strategy,which contributed a high emissivity of~*** was deposited on the fins’surface and functioned as the radiation enhanced layer to facilitate the rapid radiation of heat from the heat sinks into the surrounding ***,the well-oriented vertical graphene(OVG)was successfully prepared through the vertical electric field-assisted PECVD process(EF-PECVD),which showed a high directional thermal conductivity of~53.5 W·m^(-1)·K^(-1).OVG was deposited on the contact interface and functioned as the thermal conduction enhanced layer,allowing for the quick transmission of heat from the chip to the heat *** this design concept,the two critical interfaces in the chip cooling system can be jointly enhanced,resulting in a remarkable cooling efficiency enhancement of~30.7%,demonstrating that this novel material possessed enormous potential for enhancing the performance of cooling ***,this research not only provided new design concepts for the cooling system
