Reflections and Explorations on the Decremented Regulation of Construction Land in the New Beijing city Master planning

Construction land use has always been a key point for the planning department to practice national transformation strategy. In the new round of compilation of Beijing city Master Plan, the management of construction land use is under the rigid restriction of the bearing capacity of resources and the environment. Setting the upper-limit of the population size, a general strategy of decremented development of urban-rural construction land has been put forward, in order to realize a transition from quantitative expansion planning to qualitative upgrading planning. By "decremented development," "decremented" means a more rigid bottom-line restriction, and "development" means a more scientific allocation of resources. From the master planning level, the new Beijing city Master Plan establishes a comprehensive control framework and restrictive index system from perspectives including land use scale, construction scale, space boundary, urban and rural structure, land use structure, and cross-boundary collaboration; and in practice, it promotes strict management methods by setting up a dismantle-construction land ratio, dismantle-construction building area ratio, employment and residence land ratio, and "two lines and three districts," which is an exploration on the planning management method of construction land use that is stock-based and decremented master planning. Considering that decremented development is a major reform and a special challenge to planning implementation, the Beijing city Master Plan carries out explorations in terms of the planning management method, land policy, jurisdiction division, assessment and supervision, etc.

Exploration of Approaches and Factors for Healthy city planning

planning and design for healthy cities has drawn increasingly extensive attention. On the one hand, urban environmental issues have become prominent, especially air pollution caused by industrialization in developing countries; on the other hand, urban residents' demand for physical and mental health calls for physical space to promote the quality of life. Based on theoretical and empirical researches, this paper explores significant environmental factors in healthy city planning and their correlation with public health in different approaches. The research discusses the correlations between planning factors and public health from four aspects including land use, spatial form, transportation modes, and green open space so as to reduce pollution and its impact on humans as well as how they encourage physical activity. It aims to provide basis for healthy city planning and its related studies.

Holding a dominant position in the spatial planning system at the city level, a city master plan should be able to guide both long-term strategies and short-term planning implementation, while taking into account both resource conservation and urban-rural development and coordinating multi-government power and interests of various stakeholders. In the future, city master planning should keep its advanced nature and must follow the principles of being people-oriented, paying equal attention to both development quality and quantity, promoting diversified development, and containing multiple driving forces for development.

Introduction Both China and France have a long history of urban and rural planning and governance, and lately the topics, such as urban and rural living quality, natural resources management, and natural and cultural heritage, have become the focuses of public policy that emphasizes improving people’s living conditions and promoting regional harmonious development. Moreover, the above topics have been regarded as the most important points in the bilateral cooperation agreements between China and France concerning sustainable urban development. On Oct. 13, 2019, the SinoFrench Seminar on "Meeting the New Challenges of Territorial and city planning" was jointly held by the Department of Urban planning, School of Architecture, Tsinghua University and the Cultural and Educational Cooperation Section, French Embassy–French Cultural Center in Beijing at the School of Architecture, Tsinghua University. About 20 experts from the political, academic, and professional fields of urban planning in China and France were invited to carry out discussion on four primary themes, which are "New Urban planning Strategy,""New Territorial and city planning Policy,""New Exploration in Urban planning," and "New Talents Cultivation Pattern." As a medium support to the seminar, we collected some of the speeches and share them with readers in this issue.

Study on Low-carbon city planning Strategies Based on Urban Greenhouse Gas Inventory

From the perspective of urban greenhouse gas inventory, this paper analyzed the composition and tendency of urban greenhouse gas inventory of Guangzhou, and compared greenhouse gas inventory of representative international cities. Taking Guangzhou Haizhu Eco-city for example, this paper from the perspective of urban-rural planning put forward the low-carbon development paths and strategies such as increasing carbon sink, industrial transformation, spatial restructuring, traffic organization, green civil engineering and resource utilization, and green building for the main carbon-emitting fields such as industry, energy supply, transport, building and waste disposal.

Eco-city planning and Practices from the Perspective of Environmental Performance Evaluation

By reviewing researches on environmental performance evaluation of current eco-city construction, this paper analyzed characteristics and deficiencies of the evaluation methods and index systems, and took Haizhu Eco-city for example to assess the environmental performance of eco-city construction from the perspectives of land, water environment, regional weather, and biodiversity. On this basis, a scientific, objective and feasible evaluation method and index system was basically formed so as to demonstrate the efficiency of eco-city construction, and to provide scientific support for the dynamic adjustment and optimization of eco-city construction.

Changing Concepts of city and Urban planning Practices in Guangzhou(1949–2010): An Approach to Sustainable Urban Development

By focusing on Guangzhou, this paper examines how different concepts of city in terms of urban-rural relationships are shaped in transforming China since 1949, and explores how they influence the way in which urban planning are practiced. In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980 s and 1990 s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then considered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water resources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and environmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.

On Reforming city Comprehensive planning: From Viewpoint of Multi-Plan Integration

At the moment when many Chinese cities are undertaking the tasks of compiling new city comprehensive planning and carrying out the pilot work of multi-plan integration, this paper analyzes the relationship between the two tasks, and then reviews the role and contents, as well as the procedure of formulation, examination and approval of city comprehensive planning. The real meaning of multi-plan integration is to put multiple plans in one framework for coordinated operation, within which city comprehensive planning should be more strategy-oriented and be considered together with other plans, such as spatial development at the city-region level and structural management at the city and township levels.

The Application of Old city planning Based on the Concept of Smart Cities: A Case Study of Wanli District, Nanchang

The impact of a smart city as one of the new urban forms on the city is still in the exploratory stage. Therefore, it is necessary to fully analyze the impact of a smart city in the urban planning field, and actively explore the planning ideas and methods that are compatible with the planning and renovation of the old city. On the basis of applying the concept of smart cities, Wanli District of Nanchang city has paid attention to the optimization of urban spatial structure, focused on the development of tourism industry, built an intelligent transportation system with priority to public transport, and improved infrastructure construction, in order to provide guidance for the wisdom update of the old city.

The Role of planning in National Innovative city Development: On the Evolution and Implementation Effect of Shenzhen Industry Layout planning

From the two perspectives of urban development and industrial development, this paper presents and explains the stage characteristics of the evolution process of Shenzhen to build a national innovative city, on which both the urban and the industrial policies produce remarkable influences. By analyzing three cases of industry layout planning of Shenzhen, in particular the evolution of planning thoughts and the implementation effect of the plans, this paper argues that an effective industry layout planning should focus on studying the spatial requirements of industries and creating the suitable physical environment for industrial development instead of directly arranging the layout of various industries. Moreover, the implementation of the latest planning policy in Shenzhen proves that the industry space policies issued by the local government should be problem-oriented and be aimed to solve the practical difficulties in the innovative development.
