Open data are currently a hot topic and are associated with realising ambitions such as a more transparent and efficient government,solving societal problems,and increasing economic *** describe and monitor the state of open data in countries and organisations,several open data assessment frameworks were *** high scores in these assessment frameworks,the actual(re)use of open government data(OGD)fails to live up to its *** review of existing open data assessment frameworks reveals that these only cover parts of the open data *** have developed a framework,which assesses open data supply,open data governance,and open data user characteristics *** holistic open data framework assesses the maturity of the open data ecosystem and proves to be a useful tool to indicate which aspects of the open data ecosystem are successful and which aspects require *** initial assessment in the Netherlands indicates that the traditional geographical data perform significantly better than non-geographical data,such as healthcare ***,open geographical data policies in the Netherlands may provide useful cues for other OGD strategies.

A novel approach for assessing the robustness of an equilibrium in conflict resolution is presented. Roughly, an equilibrium is robust if it is resilient, or resistant to deviation. Robustness assessment is based on a new concept called Level of Freedom, which evaluates the relative freedom of a decision maker to escape an equilibrium. Resolutions of a conflict can be affected by changes in decision makers＇ preferences, which may destabilize an equilibrium, causing the conflict to evolve. Hence, a conflict may become long-term and thereby continue to evolve, even after reaching an equilibrium. The new robustness measure is used to rank equilibria based on robustness, to facilitate distinguishing equiiibria that are relatively sustainable. An absolutely robust equilibrium is a special case in which the level of freedom is at an absolute minimum for each individual stability definition.

The use of spatial data has become a key factor in numerous public sector ***,recent evidence suggests that the seemingly obvious benefits of spatial data use and sharing often stay beyond *** paper examines whether the performance of spatial data in inter-organisational processes depends on the structural characteristics of the process *** structure here refers to the way in which tasks are divided and coordinated between the organisations in a process chain,and to the allocation of the spatial data handling tasks in that *** data performance describes the level of access,use and sharing of spatial data in the *** paper presents the results of a comparative case study of interorganisational public sector processes in the fields of urban planning,flood management,population registration,environmental permit delivery and road safety *** findings suggest that spatial data performance in inter-organisational processes depends on the interplay between the structural characteristics of the *** processes with embedded activities that are related to spatial data are apparently linked to a high level of spatial data performance,while fragmented processes without centralised coordination,or processes in which the spatial datarelated activities are separated from the actual process,seem to relate to lower levels of spatial data performance.

An Adaptive Lasso Grey Model for Regional FDI Statistics Prediction

To overcome the deficiency of traditional mathematical statistics methods,an adaptive Lasso grey model algorithm for regional FDI(foreign direct investment)prediction is proposed in this paper,and its validity is ***,the characteristics of the FDI data in six provinces of Central China are generalized,and the mixture model’s constituent variables of the Lasso grey problem as well as the grey model are ***,based on the influencing factors of regional FDI statistics(mean values of regional FDI and median values of regional FDI),an adaptive Lasso grey model algorithm for regional FDI was ***,an application test in Central China is taken as a case study to illustrate the feasibility of the adaptive Lasso grey model algorithm in regional FDI *** also select RMSE(root mean square error)and MAE(mean absolute error)to demonstrate the convergence and the validity of the ***,we train this proposedal gorithm according to the regional FDI statistical data in six provinces in Central China from 2006 to *** then use it to predict the regional FDI statistical data from 2019 to 2023 and show its changing *** extended work for the adaptive Lasso grey model algorithm and its procedure to other regional economic fields is also discussed.

An option prioritization technique is developed to efficiently elicit the preferences, both unknown and crisp, of decision makers （DMs） in strategic conflicts. In the Graph Model for Conflict Resolution, each DM has one or more options, each of which may be selected or not. A state, or possible scenario, is formed when all DMs make an option selection. The software GMCR II contains an option prioritization procedure that makes it easy for a modeUer to enter a DM＇s crisp preference ordering over the states using prioritized statements describing the DM＇s preferred option combinations. This procedure is extended by adding two new logical connectives that describe uncertainty of preference. For each DM, a range of possible scores for each feasible state can then be calculated, facilitating the determination of a preference ordering containing uncertainty by comparing and ranking scores. To demonstrate how this new methodology can be used to represent tmknown preferences in a real-world decision problem, it is applied to a Canadian dispute over proposed water exports.

Recently, international movement measures that may be causing tension between the of cargo had been the subject of increasing border control needs for security and the needs for trade facilitations. On the one hand customs authorities are charged with the responsibility for policing a country＇s borders, and consequently they need to have in place measures to ensure that only legitimate trade takes place and that this trade does not present security concerns. On the other hand we have the requirements of traders, who benefit from an environment of trade facilitation with speedy and efficient movement of cargo across international borders, with minimal bureaucratic intervention. This paper focuses on and provides early discussion and comments on the possible ramifications of the introduction of the 24-hour rule in China, effective for all exports and imports of sea freight container traffic since January 1, 2009. The new rules will have significant impact on the logistics flows of exporters and importers alike. Specifically, the reporting requirements timelines are likely to result in increased costs in cargo processing at wharves that traders will have to bear; place added pressure on storage facilities at wharves, or at container depots; and may additionally increase the amount of inventory buffer because of the timing of the data reporting requirements. The paper concludes that security needs have prevailed over trade facilitation considerations and that traders should urgently implement a review of existing practices to ensure they comply with the China Customs requirements, whilst simultaneously minimizing cost increases.

Based on the revised OECD Principles of Corporate governance of 2004 and China＇s regulatory framework, we develop a corporate governance index （ CGI） to measure overall corporate governance and disclosure practices of the 100 largest listed companies in China. The results show that Chinese companies have been making progress in corporate governance reform and there is significant difference in CGI between the top and the bottom companies＇ performance. Among the six parts of CGl, Chinese listed companies perform better in disclosure and transparency, but show weakness in board of supervisor and stakeholders roles. Further tests show that the improvements in corporate governance of state-owned enterprises have resulted in some initial signs of success.
