The concept of“governance”has become omnipresent in the lexicon of politics and political *** has very quickly acquired many different meanings,but its most important property seems to be its capacity to serve as a substitute for“government”.The former is(allegedly)good,and the latter is(allegedly)*** this essay,I explore the definition,the presumptions and the utility of governance.I conclude that it can make an important contribution of our understanding of the increasingly complex process of making and implementing public policies,but not as a substitute for government.

Despite increasing advocacy and adaptation of public-private model of water governance worldwide since the 1990s, today only 5% of the world＇s population is served by water utilities with private involvement. The present article examines the experience of the water sector in Armenia with private sector participation. The study describes the process of the introduction of public-private partnerships in the water sector and focuses on analyzing the impact of privatization on water utility performance. The analysis employs the partial indicator method for evaluating the impacts in relation to operational, finance, and environmental performance, done by drawing on the database for the five water companies in Armenia. The empirical evidence shows that private participation in general led to improved overall performance. In particular, private involvement resulted in increased operational efficiency in terms of labor productivity, water metering, continuity of service, and revenue collection efficiency. There were mixed improvements in the operating cost coverage ratio. As for environmental performance, there were gains in the reduction of residential water consump- tion, accompanied, however, by an increase in non- revenue water.

The status of the european X-ray Free-Electron Laser(european XFEL), under construction near Hamburg, Germany, is described. The start of operations of the LCLS at SLAC and of SACLA in Japan has already produced impressive scientific results. The european XFEL facility is powered by a 17.5 Ge V superconducting linear accelerator that,compared to these two operating facilities, will generate two orders of magnitude more pulses per second, up to 27 *** can therefore support modes of operation switching the beam up to 30 times per second among three different experiments, providing each of them with thousands of pulses per second. The scientific possibilities opened up by these capabilities are briefly described, together with the current instrumental developments(in optics, detectors, lasers,etc.) that are necessary to implement this program.

The present study investigates the main determinants of the employment share of the service sector using a panel of 66 countries over the period 1983-2007. Based on alternative measures of currency misalignment, the study extends the literature by investigating the impact of an undervalued currency on services. The empirical findings show that together with productivity and income per capita, currency undervaluation significantly determines the total employment share of services. Another key finding is that conventional cross- country determinants and the exchange rate undervaluation can only partially explain the underdevelopment of services activity in China and in other South-East Asian countries. In these countries, policies that aim at rebalancing the economy towards services should include elements to reform the domestic finaneial market, and the social security and health- care systems.

Pancreatic cancer is usually associated with a poor *** is the main curative treatment but pancreatic operations are aggressive and new tools that help clinicians to predict surgical and prognostic outcomes are *** et al recently published a retrospective,single centre cohort study evaluating the impact of seven nutritional and inflammatory markers in pancreatic cancer surgical patients:The albumin-to-globulin ratio,prognostic nutritional index(PNI),systemic immune-inflammation index(SII),neutrophil-to-lymphocyte ratio(NLR),platelet-to-lymphocyte ratio(PLR),nutritional risk index,and the geriatric nutritional risk index.A significant correlation was found between the PNI,SII,NLR,and PLR and a hospital discharge of less than 15 *** a univariable analysis,PNI,SII,NLR and PLR were significantly related to recurrence-free survival and,in a multivariable analysis PNI was associated with overall *** meta-analyses corroborate the results in terms of prognosis but individual studies are discordant on their ***,the cut-off values for these markers vary significantly between studies and there are no clinical trials comparing them to identify the most relevant *** are limitations when implementing nutritional and inflammatory biomarkers into clinical practice and further studies are needed in order to answer these questions.

The characteristics, performance and application of membrane sensors based on ion-pair Brilliant Green mefenamate are described. The sensor＇s response to the mefenamate ion has the sensitivity of （86.0 ± 2.0） mV/pC over the range of 9 × 10 s-I × 10 2 mol/L and the detection limit of 4.5 ×10 s mol/L at pH 8.5-12. The sensor is easily assembled at a relatively low cost and has fast response time （5-10 s）. The proposed sensor displayed good selectivity for mefenamate ion in the presence of different substances. It was used to determine mefenamic acid in pharmaceuticals.

Data on land use and land cover(LULC)are a vital input for policy-relevant research,such as modelling of the human population,socioeconomic activities,transportation,environment,and their *** Europe,CORINE Land Cover has been the only data set covering the entire continent consistently,but with rather limited spatial *** data sets have provided much better detail,but either have covered only a fraction of Europe(*** Atlas)or have been thematically restricted(*** High Resolution Layers).In this study,we processed and combined diverse LULC data to create a harmonised,ready-to-use map covering 41 *** doing so,we increased the spatial detail(from 25 to one hectare)and the thematic detail(by seven additional LULC classes)compared to the CORINE Land ***,we decomposed the class‘Industrial and commercial units’into‘Production facilities’,‘Commercial/service facilities’and‘Public facilities’using machine learning to exploit a large database of points of *** overall accuracy of this thematic breakdown was 74%,despite the confusion between the production and commercial land uses,often attributable to noisy training data or mixed land *** learnt from this exercise are discussed,and further research direction is proposed.
