Reflections and Explorations on the Decremented Regulation of Construction land in the New beijing City Master planning

Construction land use has always been a key point for the planning department to practice national transformation strategy. In the new round of compilation of beijing City Master Plan, the management of construction land use is under the rigid restriction of the bearing capacity of resources and the environment. Setting the upper-limit of the population size, a general strategy of decremented development of urban-rural construction land has been put forward, in order to realize a transition from quantitative expansion planning to qualitative upgrading planning. By "decremented development," "decremented" means a more rigid bottom-line restriction, and "development" means a more scientific allocation of resources. From the master planning level, the new beijing City Master Plan establishes a comprehensive control framework and restrictive index system from perspectives including land use scale, construction scale, space boundary, urban and rural structure, land use structure, and cross-boundary collaboration; and in practice, it promotes strict management methods by setting up a dismantle-construction land ratio, dismantle-construction building area ratio, employment and residence land ratio, and "two lines and three districts," which is an exploration on the planning management method of construction land use that is stock-based and decremented master planning. Considering that decremented development is a major reform and a special challenge to planning implementation, the beijing City Master Plan carries out explorations in terms of the planning management method, land policy, jurisdiction division, assessment and supervision, etc.

Form Follows Water: A Study on Stormwater Resilient Urban Design

Rapid urbanization and global warming cause a sharp increase of frequency and intensity of stormwater disaster. Urban design, depending on the methodology of urban form and the creation of the spatial environment to promote stormwater resilience, has broken through the traditional design mode and become an efficient path leading to addressing urban stormwater disaster. Firstly, this paper discusses the concept and connotation of stormwater resilient urban design based on the resilient city theory in order to set up the theoretical framework of the design method. Then combining with the specific cases and focusing on four key problems of urban design, the practical urban design methods in favor of stormwater resilience are analyzed, including the optimization of land use, the organization of urban structure, the creation of multi-functional space, and the integration of urban systems. In the end, the paper further analyzes the challenges in practical application. Stormwater resilient urban design expands the boundary of traditional urban design and provides a new choice for performance-based e co-city design.

Introduction Both China and France have a long history of urban and rural planning and governance, and lately the topics, such as urban and rural living quality, natural resources management, and natural and cultural heritage, have become the focuses of public policy that emphasizes improving people’s living conditions and promoting regional harmonious development. Moreover, the above topics have been regarded as the most important points in the bilateral cooperation agreements between China and France concerning sustainable urban development. On Oct. 13, 2019, the SinoFrench Seminar on "Meeting the New Challenges of Territorial and City planning" was jointly held by the Department of Urban planning, School of Architecture, Tsinghua University and the Cultural and Educational Cooperation Section, French Embassy–French Cultural Center in beijing at the School of Architecture, Tsinghua University. About 20 experts from the political, academic, and professional fields of urban planning in China and France were invited to carry out discussion on four primary themes, which are "New Urban planning Strategy,""New Territorial and City planning Policy,""New Exploration in Urban planning," and "New Talents Cultivation Pattern." As a medium support to the seminar, we collected some of the speeches and share them with readers in this issue.

Sea level rise （SLR） is a major projected threat of climate change that is expected to affect developing coastal cities located in estuarine delta regions, Shanghai is one such city, being located in the Yangtze River Delta （YRD）, It is difficult, however, for decision-makers to implement adaptation due to the uncer- tain causes, magnitudes, and timings of SLR behaviors, This paper attempts to map the causes and mag- nitudes of SLR behaviors on a decadal scale, We analyze the tidal level records from 11 tidal gauge stations and the corresponding bathymetry measurements around these stations since 1921, We identify three new SLR behaviors along the Shanghai coast due to anthropogenic geomorphologic changes （AGCs）, besides the well-known eustatic sea level rise （ESLR）, tectonic subsidence （TS）, and urban land subsidence （ULS）, The first new behavior is regional sea level rise （RSLR）, which occurs as a result of land reclamation and deep waterway regulation, The second is regional sea level fall （RSLF）, which occurs because the channel bed is eroded due to sediment supply decline in the river catchment, The last SLR behavior is local tidal datum rise （LTDR）. Thus, we project that the magnitude of SLR for the Shanghai coast ranges from 10 cm to 16 cm from 2011 to 2030, Clarifying SLR behaviors is important to aid local decision- makers in planning structural and non-structural measures to combat escalating flood damage costs in an estuarine delta system; this field is full of future challenges,

Analyzing the spatiotemporal evolution and driving forces of gross ecosystem product in the upper reaches of the Chaobai River Basin

The Chaobai River Basin,which is a crucial ecological barrier and primary water source area within the beijing-Tianjin-Hebei region,possesses substantial ecological *** gross ecosystem product(GEP)in the Chaobai River Basin is a reflection of ecosystem conditions and quantifies nature’s contributions to humanity,which provides a basis for basin ecosystem service management and *** study investigated the spatiotemporal evolution of GEP in the upper Chaobai River Basin and explored the driving factors influencing GEP spatial *** patterns from 2005 to 2020 were analyzed,and GEP was calculated for 2005,2010,2015,and *** driving factors influencing GEP spatial differentiation were identified using the optimal parameter-based geographical detector(OPGD)*** key findings are as follows:(1)From 2005 to 2020,the main ecosystem types were forest,grassland,and *** areas experienced significant changes,and conversions mainly occurred among urban,water,grassland and agricultural ecosystems.(2)Temporally,the GEP in the basin increased from 2005 to 2020,with regulation services *** the county(district)scale,GEP exhibited a north-west-high and south-east-low pattern,showing spatial differences between per-unit-area GEP and county(district)GEP,while the spatial variations in per capita GEP and county(district)GEP were similar.(3)Differences in the spatial distribution of GEP were influenced by regional natural geographical and socioeconomic *** these factors,gross domestic product,population density,and land-use degree density contributed *** among different driving forces noticeably impacted GEP spatial *** findings underscore the necessity of incorporating factors such as population density and the intensity of land-use development into ecosystem management decision-making processes in the upper reaches of the Chaobai River *** policies

The Evolution Pattern and Simulation of land Use in the beijing municipal Administrative Center(Tongzhou District)

beijing municipal Administrative Center(beijing MC)in Tongzhou District has inherited the non-capital core functions of beijing’s central urban area,and its rapid construction and development urgently require a scientific understanding of the pattern of land use evolution in the *** paper analyzes the pattern of land use evolution in Tongzhou District over the past 40 years,from 1980 to *** to the historical evolutionary characteristics of land use and urban development planning goals,combined with the driving factors of cultural tourism development,the Future land-use Simulation(FLUS)model is used to simulate the spatial distribution of land use in beijing MC(Tongzhou District)in 2035 under three scenarios of urbanization acceleration,deceleration and sustainable *** results show three major trends.(1)beijing MC(Tongzhou District)is dominated by urban development and *** the high-speed urbanization stage from 1980 to 2010,the urban expansion pattern of“along the Sixth Ring Road and along the Grand Canal”was *** the low-speed urbanization stage from 2010 to 2020,the land distribution was stable,and Tongzhou District formed a pattern of urban-rural differentiation and land intensification from northwest to *** a typical area of Tongzhou District’s urbanization,beijing MC has the same characteristics of the temporal and spatial evolution as Tongzhou as a whole.(2)By 2035,there are significant differences in land use among the three scenarios with respect to the magnitude of change and spatial *** area and distribution of ecological land under the urban sustainable development scenario are optimal,which is conducive to the realization of sustainable urban *** analyzing the degree of conformity with the three beijing MC zoning plans,the prediction simulation under the sustainable development scenario is highly consistent with the land use of the“beijing municipal Administrative Cen

land use transition occurs through changes in land use *** decision-making and land use behavior of farmers is the main factor that causes changes in the land use system and subsequent transitions of land *** study focused on the recessive morphologies of farmland based on the investment in agricultural production inputs by farmers,and established an analytical framework based on induced technological innovation theory and farmers’ behavior theory,which followed the pathway of “objective-willingnessbehavior.” Using survey data for farming households in two counties(Shouguang and Yiyuan) in Shandong province,the main factors influencing farmers’ willingness to invest in agricultural production and their differences under the background of labor force changes were comprehensively analyzed with a binary logistic model and ordinary least squares(OLS) regression *** aim was to provide decision-making guidance for promoting farmland use *** were three key results.(1) The scale management objectives of a farmer were limited,with 75% of farmers intending to maintain the current farmland management scale,and planning to retire at an advanced age,although there were regional differences in these phenomena.(2) Farmers’ willingness to invest in agricultural production inputs was closely related to agricultural production objectives,farmland use,and agricultural production,whereas the labor structure had no significant ***’ behavior toward investment in agricultural production inputs was negatively related to their expected retirement *** in the household labor structure were an important factor boosting farmers’ investment in agricultural production inputs.(3) It is essential to better understand the cognitive level and structure of farmers,and the characteristics of the labor structure and type of agricultural development could be combined to improve the farmers’ cognitive level and willingness to adopt scale management o

A technique on automatic land-use database reconstruction based on scanning land-use map

Although a land-cover database is very important to national land use including urban planning and land-use management, it is very laborious and time-consuming to build through digitization of paper land-use maps (1:10000) and data input by hand. Here we propose a new, high-level, automatic technique to build a land-use database, which has proved useful and practical in building a land-use database of Baotou City.
