Ranking environmental projects model based on multicriteria decision-making and the weight sensitivity analysis

With the fast growth of Chinese economic, more and more capital will be invested in environmental projects. How to select the environmental investment projects （alternatives） for obtaining the best environmental quality and economic benefits is an important problem for the decision makers. The purpose of this paper is to develop a decision-making model to rank a finite number of alternatives with several and sometimes conflicting criteria. A model for ranking the projects of municipal sewage treatment plants is proposed by using exports＇ information and the data of the real projects. And, the ranking result is given based on the PROMETHEE method. Furthermore, by means of the concept of the weight stability intervals （WSI）, the sensitivity of the ranking results to the size of criteria values and the change of weights value of criteria are discussed. The result shows that some criteria, such as “proportion of benefit to project cost”, will influence the ranking result of alternatives very strong while others not. The influence are not only from the value of criterion but also from the changing the weight of criterion. So, some criteria such as “proportion of benefit to project cost” are key critera for ranking the projects. decision makers must be cautious to them.

Efficient decision-making remains an open challenge in the research community,and many researchers are working to improve accuracy through the use of various computational techniques.In this case,the fuzzification and defuzzification processes can be very useful.Defuzzification is an effective process to get a single number from the output of a fuzzy set.Considering defuzzification as a center point of this research paper,to analyze and understand the effect of different types of vehicles according to their performance.In this paper,the multi-criteria decision-making(MCDM)process under uncertainty and defuzzification is discussed by using the center of the area(COA)or centroidmethod.Further,to find the best solution,Hurwicz criteria are used on the defuzzified data.Anewdecision-making technique is proposed using Hurwicz criteria for triangular and trapezoidal fuzzy numbers.The proposed technique considers all types of decision makers’perspectives such as optimistic,neutral,and pessimistic which is crucial in solving decisionmaking problems.A simple case study is used to demonstrate and discuss the Centroid Method and Hurwicz Criteria for measuring risk attitudes among decision-makers.The significance of the proposed defuzzification method is demonstrated by comparing it to previous defuzzification procedures with its application.

decision Support for Integrated Management of Local-Level Adaptation to Climate Changes: The Case of Serbia

Projected climate changes will additionally increase the already significant risk of natural hazard-related disasters in Serbia and the west Balkan region as a whole.Serbia is about to introduce the strategy for climate change adaptation and mitigation.However,a national decision-support system for implementation of the climate change law and strategy is yet to be developed.This study contributes to the implementation of adaptation policies at subnational levels by development of a decision-support model for local-level management of the climate change adaptation process.The study explores the potential for synergetic application of multicriteria decision making analysis and probabilistic reasoning methods by focusing on Bayesian networks,analytical hierarchy processes,and geographic information systems for selection of priority adaptation measures.The study was based on the formation of causal chains,which enable linking management decisions and socioeconomic or biophysical consequences into articulated sequences of conditional relationships.A model was tested in the forestry sector,and it clearly pointed out development of an early warning system and planning of water intake basins as priority adaptation measures.Since the results are shown as a probability distribution for each alternative solutions,the model can assist decision makers with prompt evaluation of various scenarios.

Optimal site selection for a hospital using a fuzzy extended ELECTRE approach

About two thirds of the population in India lives in villages.There is an acute shortage of health centers in rural areas.Hospitals are not located uniformly across different regions of country.Rural areas are also not well connected with cities due to a lack of infrastructure.Therefore,the demand for super specialty hospitals is greater in rural areas.This paper has analyzed the health requirement in a prominent Indian state,Bihar,in terms of population density.The purpose of this study is to illustrate the hospital site-selection problem by using the fuzzy extended elimination and choice expressing reality(ELECTRE)approach.Different attributes considered for site selection in this paper are cost,proximity,population characteristics,availability of human resources,accessibility,environment,etc.The findings of the study will be of great value to the health ministry and policy makers in taking judicious decision s while selecting the site for a new hospital or health center.
