In this research we investigate the association between local state capacity(LSC)and effective tax burdens(ETBs)on industrial firms within counties between 1998 and 2013.The LSC measures a state's capacity for policy implementation and specifically its ability to acquire low-cost agricultural land for nonagricultural(industrial or commercial)purposes.Based on China's government-led development experience since the 1990s,we draw on two unique household survey datasets to capture LSC at county level.We find robust evidence that greater LSC was associated with much lower ETBs on large industrial firms.This taxation pattern implies local government's primary reliance on larger manufacturing firms,while the ETBs for small-and-medium enterprises are not as prominently addressed.This research highlights that LSC can affect both the amount of revenue a local government can generate and the methods it uses to collect these revenues.

Since the carbon neutrality target was proposed, many countries have been facing severe challenges to carbon emission reduction sustainably. This study is conducted using a tripartite evolutionary game model to explore the impact of the central environmental protection inspection(CEPI) on driving carbon emission reduction, and to study what factors influence the strategic choices of each party and how they interact with each other. The research results suggest that local governments and manufacturing enterprises would choose strategies that are beneficial to carbon reduction when CEPI increases. When the initial willingness of all parties increases 20%, 50%—80%, the time spent for the whole system to achieve stability decreases from 100%, 60%—30%. The evolutionary result of “thorough inspection, regulation implementation, low-carbon management” is the best strategy for the tripartite evolutionary game.Moreover, the smaller the cost and the larger the benefit, the greater the likelihood of the three-party game stability strategy appears. This study has important guiding significance for other developing countries to promote carbon emission reduction by environmental policy.

Taking Beijing’s Songzhuang Art District as an example, this paper conducts an integrated evolutionary and multi-scalar governance analytical framework through participant’s observations, in-depth qualitative interviews, and extensive evaluations of policy documents. It aims to explore the transformation modes of art districts under the intervention of multi-scalar spatial governance and the roles of local governments in the course of development. The research places the spatial development into a wider theoretical context of local developmental state, local state corporatism, and entrepreneurial state, as well as to combine the socio-political objectives together with economic goals of the local government. The study argues that Songzhuang has witnessed a unique form of artistic urbanism, a process of rapid urbanization of villages in the art-led development. local governments have competed for taking control of spatial governance through actions characterized by decentralization, alliance, and entrepreneurship, following the logic of performing an overall control over the socio-political, economic, and cultural aspects of art districts, and profiting from land market.

The reform of administrative system in China has been launched from the center to the local and from the upper level to the lower level. The local government has special roles, which act as not only the subject but also the object of the administrative reform. Different roles would represent different interests and functions, so the resistance has been produced when the administrative reform refers to the interest of the local government. In order to deepen the administrative reform, we must perfect the administrative system and strengthen the supervision to eliminate the resistance coming from the interior of the local government.

Since the reform and opening up, the local government has played a key role in promoting the economic and social development of our country, and the effective implementation of the local government has become an important research topic. Therefore, based on the literature, the observation method of in-depth interviews, practice investigation and participation is adopted in this paper, which focuses on the implementation of special groups of social assistance policy. The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. The study found that:(1) the local government is easy to choose a quantifiable policy to implement;(2) there is a coexistence between the local government departments;(3) the local government selectively meets the needs of special personnel;(4) the local government's seeking political promotion and power leads to its behavior alienation.

This paper focus on designing a evaluation model of the local government performance by way of general comprehensive evaluation, based on established multi-index system according to the characteristics of the local government performance evaluation, the basic concept of performance evaluation, and the principles of index system. Taking the government of Xinghualing District, Taiyuan as an example of comprehensive evaluation method, the index system and the comprehensive evaluation model are proved to be applicable for practical purposes.

The land law enforcement has become the focus of attention of the community increasingly,and it has many problems and troubles. We must face and solve them. As a scholar of the land resource and environmental management, we should try to find a way of resolving the major issue;it is of a theoretical and practical significance. Through theoretical and empirical analysis, we will select the samples of the several parts of the local government and do an objective analysis on the historical evolution of land law enforcement, the formation and development, the reality of the problems and the formation of the plight. Finally, the author hopes to bring some effective countermeasures in line with China’s current land policy and legal systems. The author also hopes to discover some universal law through the analysis of samples of some of the local government so as to provide reference for other local governments to resolve the plight of the formation of land administration law enforcement.

The integrity of government places an important role in the whole social credit system.The government is the good example of the whole social credit,but now,some of local governments are lacking in integrity and produce some negative influence on various aspects of the society,such as the increasing of the government operating cost,the worsening of the investing environment and the social stabilization.This paper first discusses the loss of local government integrity and its harmness;then based on these,further analyzes the behaviors of the loss of the government integrity.Finally,puts foreword the related countermeasures and suggestions to strengthen the government construction in order to make a good government do a better services for the development of the society.
