This paper presents a novel software model for public crisis management system in the modern city. Urban emergency such as various hazards will result in serious casualties and property loss. With the development of information technology, scientific crisis management system aided by computers should be constructed to mitigate the disasters. On the one hand, the application of Computer Graphics （CG） and Geographic Information system （GIS） for urban crisis management system is discussed. On the other hand, the integration of CG and GIS in the field of emergency management is proposed for the reference of government agencies.

The crisis management of agricultural products quality safety is a complicated system. crisis management system of agricultural products quality safety has complex characteristics in aspects of elements, subject, links and influence, and includes prevention subsystem, early warning subsystem, control subsystem, processing subsystem, evaluation subsystem and recovery subsystem. crisis management system is divided into three levels such as prior management, progress management and post-management, and is in the legal environment, institutional environment, social environment and technological environment. On this basis, this paper put forward practical tactic for advancing system construction of crisis management system of agricultural products quality safety from the dimensions of overall optimal, Three taken into account and Multi-subject involvement.

Countries have to pre-evaluate threats and risks that may incur their national security and national interests, take the necessary preventive measures timely, and pursue decisive policies within the limits of the possibilities of their national power, by keeping a close watch on ongoing and conceivable crises and new developments. Like statesmen, also the international security organizations have to foresee the coming or anticipated threats and opportunities, take the necessary precautions and when necessary even to react by using force. Starting from time of peace, all these require an effective crisis management system that would warn and manage the threats that would create such crises. There are, however, crisis management centers and situation rooms in the focal points of the physical substructure of the crisis management system. In this article, by looking at the attributions of an effective crisis management system, structure of the crisis management centers and situation rooms will be questioned at international and national levels.

＜正＞The multinational operation of Chinese enterprises face kinds of crises heavily,it’s an issue unavoidable that how to find solve way from researching crisis for the transnational operations of Chinese *** article summarize and review some related theory on crisis management,analyze various crises that Chinese enterprises must face occurred in the overseas market on the basis of these theory,inquiry some problems such as the type of crisis,the causes of the crisis,the crisis management mode,crisis influence aspects,and also learn the successful experience from western multinational companies managing crisis overseas,with full consideration to the differences in transnational business operation of the market,build a more practical and reasonable Chinese enterprises operating overseas crisis management system model,including the crisis early warning model are built,crisis response system and restoration system are perfected,talent training and tactics of public relations of crisis are introduced,analyses the progress of crisis management in the view of strategic management,the whole management mode more systematization and standardized,and stressed that transnational business should make full use of internal and external environment,pay attention to inner management of coordination and efficiency in the process of dealing with the crisis,at the same time,the article put forward constructive ideas to some details problems in the current crisis management of international corporations.
