Knowledge-based economy is a mode of economic growth and development of human *** takes knowledge operation as the approach to economic growth and knowledge-based industry as the leading industry with knowledge becoming a new economic *** the era of Knowledge-based economy,knowledge is rooted in one’s subjective creation,and conducting creative study and constructing the chain system of knowledge innovation have been a topic of *** the start of 20th century,during the process of establishing modern knowledge system modern scholar Wang Kuo-wei’s unique insight into educational management and thoughts and approaches of pursuing study is worth exploring and *** paper divides the essence of educational management and acquiring knowledge into three aspects and conducts the theoretical thinking and meaning exploration on his educational management and acquiring knowledge respectively combining characteristics of knowledge-based *** addition,it also focuses on the exploration on the enlightenment of the approach of"seeking for the truth and fact"towards educational management and the cultivation of creative spirit in the era of knowledge-based economy.

知识建构是教育的基础性目标。尽管教育管理要运用管理的技术与方法，但其根基却是教育，教育管理只有奠基于知识，才能确保其教育品性。教育管理理应是依靠知识的管理、围绕知识的管理和创生知识的管理。但是，教育管理由于其中管理与教育分离、管理形式对内容的脱离以及管理技术对价值的剥离等原因，却常常总是背弃知识，在很大程度上成为知识建构的钳制力量。重新认识和建构教育管理的知识维度，有利于回归教育管理本位、增进教育管理合理性和形成教育管理良好作风。

Is This Development and Freedom？ Managing Sex Risk Behaviour in the Era of HIV and AIDS at a University in South Africa

This study explored HIV risk perception of university students. A descriptive study design amongst a convenience sample of registered students at the Nelson Mandela Metropolitan University （NMMU）, who gave voluntary informed consent to participate, and with access to the student portal was employed. Frequencies and percentages were used to describe categorical data. The Pearson correlation co-efficient （r） and Spearman＇s rank co-efficient were used to measure the strength or degree of the relationship between variables and identify the significance of the correlation between two variables respectively. Results indicate that males in the sample （n = 619） are more likely to acknowledge self-perceived risk than females. This paper concludes that management strategies should be put in place in all universities in order to help the students stay HIV negative. Unless HIV and AIDS are institutionalised, the management of risk behaviour will prove difficult.

The Impact of Education on Innovative Economy Polish Experiences

Methods and concepts of innovation performance are widely analyzed, discussed, and evaluated. The influence of educational management on the creation of innovative economy is not widely described in literature, however, procedures of innovation performance include the measures of educational elements. The paper discusses the methodology of European Innovation Scoreboard （EIS） and Innovation Union Scoreboard （IUS） in the aspect of education for innovative economy. educational indicators in EIS/IUS methodology are quantitative and do not include information about the quality of education. Researchers agreed that innovation processes and economical growth require well-educated and skilled workforce and they assume that skilled workers are on output of the educational system. The measurement system of innovations in Europe includes various economical aspects, allows to observe trends and gives opportunity to improvement for countries and is directed on future educational effects. Quantitative indicators allow to observe trends, educational needs, desires of pupils, and their parents. The efficiency of these indicators is presented on the example of Poland. educational indicators to improve innovation performance should be very synthetic, but cannot lose important information. The article presents author＇s research on graduate career paths and suggests to include elements of this methodology in the measurement system of innovation economy.

As education is receiving more and more attention as well as extensive participation in today's society,parents have increas-ingly become an indispensable part of *** is legally necessary for parents to be involved in daily management of senior highschools,which is of positive ***,they can help to improve the decision-making of schools,coordinate the relation-ship between the school and parents,and increase their own recognition and understanding of the school,thus contributing to the con-struction of a harmonious educational *** are many challenges and problems for parents to be involved in the daily man-agement of senior high schools,including,the excessive participation in school management by parents,the irrational structure of schoolmanagement staff with the participation of parents,contradictions caused by different subjects concerned by the parent committee,andthe superficial and passive characteristics of parents' involvement in school *** this basis,the following improvement mea-sures are specially put forward:establishing a sound system to guarantee the implementation of measures,ensuring the participation ofall levels of parents,and giving parents the right to speak,setting up and improving the training system targeted at parents,and enhanc-ing the media platform that allows public opinions to be expressed freely.

The fifth generation mobile networks（5G） has become a leader of the new generation of mobile communication technology. It has the characteristics of ultra-large broadband, super-large connection low energy consumption, ultra-low delay high reliability and so on. In the 5G era, the entire industry is experiencing a digital transformation, from "being connected with each other" to being connected with all things, which brings loads of opportunities to all fields. 5G technology and the other new technologies together create multiple application scenarios for intelligent education. This paper makes an in-depth study on how 5G service contributes to the educational informatization. 5G has a great influence on the core links of education covering teaching mode, teaching methods and education management. Therefore, it is more than just changing the traditional teaching mode. It’s promoting the reform of intelligent education, to a certain extent.
