Managing the Limbe Floods:Considerations for disaster Risk Reduction in Cameroon

Cameroon has recorded disasters, both natural and man-made, in the past. The coastal city of Limbe and many other geographical locations are potential sites for future disasters. On the basis of interviews and related primary and secondary literature, this article looks at past occurrences of floods in Limbe, particularly those of 2001,and how the state and local authorities managed the challenge. Through this, it attempts an evaluation of state policies and the institutional structure for disaster risk reduction(DRR) and management in the country. The study reveals that Cameroon does not have a national disaster management structure and a national platform for DRR. disaster related activities are lumped together with other civil protection responsibilities of the Ministry of Territorial Administration and Decentralization(MINATD) despite the country’s commitment to the Hyogo Framework for Action 2005–2015. Government interventions are more reactive than proactive although its strategy to disaster management indicates both disaster preparedness and emergency intervention and rehabilitation. The study concludes that the present strategy is bureaucratic,financially burdensome, and does not really achieve the essential goals of DRR in saving lives and reducing vulnerability. For DRR to be effective in Cameroon, a permanent disaster management unit with regional and local structures should be put in place independent of other branches of the Department of disaster and Emergency Services of MINATD and with each level exercising a significant degree of operative autonomy. A national policy and framework with emphasis on DRR should be adopted in the country.

Information Management in disaster and Humanitarian Response: A Case in United Nations Office for the Coordination of Humanitarian Affairs

To guarantee a unified response to disasters, humanitarian organizations work together via the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Although the OCHA has made great strides to improve its information management and increase the availability of accurate, real-time data for disaster and humanitarian response teams, significant gaps persist. There are inefficiencies in the emergency management of data at every stage of its lifecycle: collection, processing, analysis, distribution, storage, and retrieval. disaster risk reduction and disaster risk management are the two main tenets of the United Nations’ worldwide plan for disaster management. Information systems are crucial because of the crucial roles they play in capturing, processing, and transmitting data. The management of information is seldom discussed in published works. The goal of this study is to employ qualitative research methods to provide insight by facilitating an expanded comprehension of relevant contexts, phenomena, and individual experiences. Humanitarian workers and OCHA staffers will take part in the research. The study subjects will be chosen using a random selection procedure. Online surveys with both closed- and open-ended questions will be used to compile the data. UN OCHA offers a structure for the handling of information via which all humanitarian actors may contribute to the overall response. This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis.

Research progress of the NSFC Major Research Plan “Dynamic disaster Evolution of Major Engineering Structures”

The NSFC Major Research Plan aims to conduct researches at the international research frontiers on modeling of strong earthquake ground motions and strong wind or typhoon fields, and investigating the damage and failure evolution process of the major engineering structures under dynamic actions, focusing on the following two key scientific problems: (1) characteristics and laws of strong earthquake ground motions and strong wind or typhoon fields, and (2) process and mechanism of dynamic disaster evolution of the major engineering structures. For these goals, the research work is targeted at (1) modeling and predicting of strong earthquake ground motion and strong wind or typhoon fields, (2) identifying critical parameters influencing the dynamic disaster evolution of the major engineering structures, (3) analyzing the whole dynamic disaster evolution process of the major engineering structures, and (4) integration and verification of simulation systems for dynamic disaster evolution of the major engineering structures.

For 30 to 40 years,scientists have been trying to demonstrate to decision makers in government and to everyday people that there are many actions they can take to reduce the impact of disasters.But in many parts of the world there is still a culture of fear around disasters.Nature is not responsible for disasters—people are.Part of the reason for why disasters occur lies in the way human beings build societies and expand settlements.A thousand years ago,people living in rural communities relied on river flooding to fertilize their land.But today when flooding happens it very quickly becomes a disaster because on those traditional agricultural lands we have built new cities and ports,which in some ways are necessary for progress but also pose risks.

Transactions and Friction as Concepts to Guide disaster Recovery Policy

Large-scale disaster events in Japan(2011),New Zealand(2011),Chile(2010),and China(2008) generate a need for understanding the dynamics of multilocation disaster recovery. This article uses analogs from contemporary economic theory to model recovery interactions over time and over large geographic areas. The model consists of the external and internal sectors and how they engage in transactions during the recovery period. The concept of transaction is developed and its use as a policy tool explored. The concepts of friction and uncertainty are introduced as barriers to efficient and effective completion of the transactions needed for recovery. Friction adds time and resource costs,while uncertainty slows the completion of transactions entered into by recovery stakeholders.

The Influences of Business and Decision Makers’ Characteristics on disaster Preparedness—A Study on the 1989 Loma Prieta Earthquake

disaster preparedness is very important for business continuity, but the determinants of disaster preparedness in business organizations have not been explored much in existing research. Therefore, in this article we undertake to analyze the influences of organizational and decision makers’ characteristics on business disaster preparedness. In 1997, eight years after the Loma Prieta earthquake, the disaster Research Center at University of Delaware conducted a large-scale mail questionnaire survey in Santa Cruz County, California, which was hard-hit by the 1989 earthquake. A total of 933 completed surveys from business organizations were obtained. Our analysis is based on this historical dataset. The results revealed that larger companies are more likely to engage in disaster preparedness activities, which is consistent with previous studies. Companies in finance, insurance, and real estate sectors tend to prepare more for disasters compared with wholesale and retail trade firms. disaster experience has a significant and positive impact on business disaster preparedness, and the degree of lifeline loss can be a reasonable indicator of the disaster experiences of business organizations. One interesting finding is that the better a company’s financial condition is, the less it will engage in preparing for disasters. Finally, the risk perception of business owners or decision makers has a statistically significant and consistent positive effect on business disaster preparedness activities.

The History of disaster Incidents and Impacts in Nepal 1900–2005

The people of Nepal today are exposed to perennial local disaster events and profound vulnerability to disaster. The combined efforts of government, donors, UN agencies, NGOs, and Nepalese communities are needed to avert the impacts of disaster events. Much more can be done immediately to reduce the impacts by reviewing the scope and distribution of past disaster events. This article provides an overview of Nepal’s disaster vulnerability through an analysis of the record of disaster events that occurred from 1900 to 2005. The data were generated from historical archives and divided into incidents at the district, subnational, and national levels. Statistical and Geographical Information System(GIS) analyses were carried out to generate district level disaster vulnerability maps. It is concluded that small-scale, local disasters have a greater cumulative impact in terms of casualties than large-scale, national disasters.
