In 2001,Ethiopia established a centralised anti-corruption agency(ACA),the Federal Ethics and Anti-corruption Commission(FEACC),purportedly to be used for curbing the rampant *** the government’s repeated admissions,corruption continues to engulf the country,indicating the failure of the FEACC to curb *** researchers attribute the FEACC’s failures to curb corruption to a host of *** article follows a different route to show why the FEACC was doomed to fail from the *** show that the war against corruption in Ethiopia collapsed mainly because of mischaracterisation of the nature of corruption in the country and how the FEACC was established–a conventional anti-corruption agency for a nonconventional problem of *** deploy some testable hypotheses to explore the scenarios under which an anticorruption agency would be *** from the corruption literature of post-communist countries,the article shows that corrupt Ethiopian practices can easily be subsumed under an extreme version of the highest form of corruption known as state *** article then moves onto unpacking the systemic and predatory nature of the Ethiopian corruption conundrum and how the FEACC approached in tackling *** so allows us to illustrate the endogenous nature of the country’s corruption patterns and why a traditional ACA is incapable of tackling a state-driven *** also lays out the flawed structures and practices of the FEACC showing why,under a state-crafted corruption conundrum,the FEACC was doomed to fail from the *** article concludes by illustrating the detrimental effects of using the agency as a political weapon to neutralise the ruling party’s political opponents as well as the failure of the war against *** calls for a different approach in combating the Ethiopian systemic corruption,a governance regime change being one of them.

On the Construction of Deepening Anti - corruption Mechanism

It needs the foundation of system and the guarantee of organizational system for anti-corruption,but it is more necessary to build and form an effective anti-corruption mechanism,so that the anti-corruption can be really put into practice. Anti-corruption mechanism refers to a organic operation system of the interaction,interconnection and constraint between the constituent elements( parts) and elements of national anti-corruption,and as a system,anti-corruption mechanism should have the characteristics of system aticness,comprehensiveness,transparency,legalization,public participation,scientific dynam ic,and internationalism. The construction of deepening anti-corruption mechanism is the need for reconstructing the ruling legitimacy of the party and the governm ent. Adhering to the principle of treating both root causes and symptoms is necessary in the construction of anti-corruption m echanism,com bating and punishing corruption is an important part of anti-corruption,and the prevention and control of corruption is the basic project of anti-corruption. Therefore,the construction of prevention and control mechanism in the anti-corruption mechanism has a more far-reaching significance.

Combating corruption in China: The Role of the State and Other Agencies in Comparative Perspective

This paper is the first to compare China’s current anticorruption approach with those of both post-communist and other Sinic states/*** principal purpose is to compare anti-corruption in China with the situation in countries that constitute appropriate comparators—either systemically(post-communist transition states)or culturally(predominantly Sinic states/regions)—and suggest ways in which China could usefully learn from these comparators.A comparative public policy evaluative approach forms the core of the *** study uses publicly available survey data,both perceptual and experiential,for drawing inferences about the corruption levels in China and the other states analyzed.A neo-Weberian approach to system legitimacy and delegitimation is employed in analyzing the potential dangers of a radical anti-corruption approach,while Giddensian structuration theory is used to emphasize the interplay between structure and agency in *** findings and value of this research are primarily practical,in that it highlights potential lessons China could learn from Singapore and the Hong Kong SAR while also identifying the principal obstacles to the adoption of such *** particular,the establishment of a single and independent anti-corruption agency would almost certainly have a positive impact on the reduction of corruption *** this is politically difficult,since such a body could be perceived as constituting a threat to the Communist ***,all comparisons betweenstates are limited,since some features are unique to a given country.

The rising corruption levels in Indonesia are becoming a cause for concern and raise doubts about their impact on the stability of foreign aid in the ***,this study aims to predict the long-term viability of foreign aid in Indonesia based on international perceptions of corruption and corruption cases in the *** were obtained from World Governance Indicators,the Indonesian Ministry of Finance,and the World Bank,and the study used a backpropagation artificial neural network(ANN)for *** results from ANN are compared to linear models and vector autoregression(VAR).The finding shows that ANN outperforms the other models based on the coefficient of determination and MSE ***,it highlights the strong relationship between corruption perception and foreign aid sustainability with an R-value of *** to the ANN estimation,gratification has a significant impact on foreign *** response to this finding,the study recommends the Indonesian government take action to combat corruption in maintaining the international trust and ensuring the stability of foreign aid.

Are foreign monks better at chanting? The effect of ‘airborne’ SDICs on anti-corruption

The independence of supervision agency is of great importance for *** the leadership transition of the provincial Congress of the Chinese Communist Party in 2006,Secretaries of Discipline Inspection Commission(SDICs)were suddenly dispatched from the centre or transferred from another province in China(‘airborne’SDICs)to enhance their independence in inspecting corruption *** investigate the effect of this policy reform,we collect data of SDICs and anti-corruption in 31 provinces from 2003 to 2014,and evaluate this policy using the difference-in-differences econometrics *** find that there is no significant effect of these‘airborne’SDICs whether from the centre or another province on *** result is robust to different measurements of anti-corruption and *** argue that the dispatch of external SDICs is not enough to ensure the independence of supervision agency,because local discipline inspection commissions(DICs)are still subject to local Chinese Communist Party committees in terms of personnel,funds and *** paper has important policy implications for the current anti-corruption campaign in China.

Whistleblowing behaviours and anti-corruption approaches in public administration in Kenya

Local corruption and corporate cash holdings:Sheltering assets or agency conflict?

This study investigates the impact of corruption on corporate cash holdings in China. The political extraction argument predicts that firms might shelter liquid assets to avoid extraction by corrupt officials. Using data on A-shared listed firms between 2007 and 2012, we find that firms located in more corrupt regions hold less cash, supporting this hypothesis. Political resources help to diminish the risk of exploitation, reducing the extent to which liquid assets are sheltered. We find that the negative association between corruption and cash holding is more significant for non-state-owned enterprises(Non-SOEs)than for state-owned enterprises(SOEs). Moreover, the cash holdings of Non-SOEs without political connections are more sensitive to corruption than those of Non-SOEs with political connections. These findings demonstrate that expropriation by corrupt officials is an important factor driving firms to manage liquidity.

There are so many papers about the governance of corruption. The paper is based on a new vision on the governance of corruption behavior. Generally speaking, the costs of corruption are including in direct cost, opportunity cost and punished cost. By enhancing the three costs respectively, it would make the threshold of the subject of corruption behavior more high and decrease the behavior of corruption in our society. It also would benefit the development of our country.
