From November 5 to 13,2022,the 14th Meeting of the Conference of the Contracting Parties to the Ramsar convention on Wetlands(COP14)was held simultaneously at the main venue in Wuhan,Hubei Province,China,and the sub-venue in Geneva,Switzerland.It is the first time that such a meeting was held in China.On the morning of November 6,an achievement exhibition for the 30th anniversary of China’s implementation of the Ramsar convention on Wetlands was unveiled in Wuhan.

The Paris Agreement proposed to keep the increase in global average temperature to well below 2 ℃ abovepre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 ℃ above pre-industriallevels. It was thus the first international treaty to endow the 2 ℃ global temperature target with legal effect.The qualitative expression of the ultimate objective in Article 2 of the United Nations Framework conventionon Climate Change （UNFCCC） has now evolved into the numerical temperature rise target in Article 2 of theParis Agreement. Starting with the Second Assessment Report （SAR） of the Intergovernmental Panel on Cli-mate Change （IPCC）, an important task for subsequent assessments has been to provide scientific informa-tion to help determine the quantified long-term goal for UNFCCC negotiation. However, due to involvementin the value judgment within the scope of non-scientific assessment, the IPCC has never scientifically af-firmed the unacceptable extent of global temperature rise. The setting of the long-term goal for addressingclimate change has been a long process, and the 2 ℃ global temperature target is the political consensuson the basis of scientific assessment. This article analyzes the evolution of the long-term global goal foraddressing climate change and its impact on scientific assessment, negotiation processes, and global low-carbon development, from aspects of the origin of the target, the series of assessments carried out by the 1PCCfocusing on Article 2 of the UNFCCC, and the promotion of the global temperature goal at the political level.

Long-term monitoring of PCDD/PCDF and other unintentionally produced POPs-Concepts and case studies from Europe

During the start-up and unstable combustion periods,even the state-of-the-art incinerators emit polychlorinated dibenzo-p-dioxins and dibenzofurans(PCDD/PCDF) in stack gases at concentrations that are up to 1000 times higher than normal operation. Therefore,incinerators and other sources with variation of PCDD/PCDF release into air cannot be reliably monitored by the conventional short-term sampling that covers only 0.1%to 0.2%of the yearly operating time.A more comprehensive monitoring regime is required.This paper describes different applications of continuous PCDD/PCDF sampling in some European countries.The cases demonstrate that flexible regimes for continuous sampling can be crafted and applied by governments or regional/local authorities.Such regimes range from a countrywide,continuous requirement for selected facility types(e.g.,waste incinerators) to a facility-specific regime that applies,for example,to new facilities for a defined time period until the facility has demonstrated continuous compliance with regulatory limits. Countries implementing the Stockholm convention are suggested to evaluate in their Best available technology/Best environmental practice(BAT/BEP) activities the usefulness of long-term sampling by,for example,designating institutes related to the environmental ministry or regional authorities to supervise long-term sampling regimes at relevant facilities in their country/areas,beginning with priority sources(e.g.,facilities used for destruction of persistent organic pollutants(POPs) or hazardous waste processing) . This paper presents and discusses the results of the AMESA long-term monitoring system having demonstrated that in addition to PCDD/PCDF all other unintentionally produced POPs listed in the Stockholm convention could be supervised.

In nD differential geometry, basic geometric structures and properties are described locally by differentiable functions and equations with indices that obey Einstein summation convention. Although symbolic manipulation of such indexed functions is one of the oldest research topics in computer algebra, so far there exists no normal form reduction algorithm to judge whether two indexed polynomials involving indices of different coordinate systems are equal or not. It is a challenging task in computer algebra. In this paper, for a typical framework—the partial derivatives in coordinate transformation matrix involved are of order no more than two (such as local computations of ordinary curvatures and tor-sion), we put forward two algorithms, one on elimination of all redundant dummy indices of indexed polynomials, the other on normalization of such indexed polynomials, by which we can judge whether two indexed polynomials are equal or not. We implement the algorithms with Maple V.10 and use them to solve tensor verification problems in differential geometry, and to derive automatically the transformation rules of locally defined indexed functions under the change of local coordinates.

Commission for the Conservation of Antarctic Marine Living R esources acts as the executive body for Antarctic fisheries management with convention on the Conservation of Antarctic Marine Living R esources( CAMLR convention) as the legal framework. As the only multilateral agreement for the comprehensive management of Antarctic marine living resources,CAMLR convention has received a wide international recognition. This paper analyzes the highlights of CAMLR convention in Antarctic fisheries management,namely,open access to membership,sophisticated institutional structure,capability of keeping pace with the times,diplomatic wisdom,measures against IU U,advanced fisheries management philosophies,etc. Meanwhile,Antarctic fisheries management also encounters challenges,which should be addressed in the process of exploration. China is an important fishing state at Antarctic O cean.Investigation for Antarctic fisheries resources and research into its exploitation are of significant importance for China,which calls for the establishment of China's Antarctic fisheries policy.

对英语同义词进行辨析是英语学习的一大难点,而语料库是近义词学习和辨析的有效工具。利用语料库对近义词进行多方面的比较,给英语学习者一个真实、直观、简便的方法,使其能在学习上突破近义词混淆的障碍。该文使用语料库方法,对tradition和convention两个词从搭配和语义韵两个方面进行了定性和定量的分析。从此研究结论得出,tradition与文化相关的词语搭配,而convention与政治相关的词语搭配,但是它们都是中性语义韵。基于语料库的研究对英语教学和学习都有帮助。

The article examines the world experience of e-learning as well as distance education technologies within the education process organization on higher and post-higher education programs.There have been listed the results of the most popular e-learning platforms analysis.Furthermore,there have been looked through the core legislative background of the development of the mentioned technologies in Russia and worldwide among the universities,specialized in seafarers training.There have been also drawn up the points of the Admiral Makarov State University of Maritime and Inland Shipping(Admiral Makarov SUMIS)design of the distance education system LMS"FARWATER"in compliance with the International convention on Standards of Training,Certification and Watchkeeping for Seafarers(STCW convention).The practical application of distance education system to the advanced professional training has been discussed in the article.
