Progress of research on urban-rural transformation and rural development in China in the past decade and future prospects

Urban-rural transformation and rural development are issues at the forefront of research on the topic of the urban-rural relationship in the field of geography, as well as important practical problems facing China＇s new urbanization and overall planning of urban and rural development. The Center for Regional Agricultural and Rural Development, part of the Institute of Geographic Sciences and Natural Resources Research under the Chinese Academy of Sciences, was established in 2005. The Center has laid solid foundations for integrating research in the areas of agricultural geography and rural development in China over the past decade. The paper aims to review the major achievements in rural geographical research in China during the past decade, analyze innovative developments in relevant theories and methods, and suggest prospects and countermeasures for promoting comprehensive studies of urban-rural transformation and rural geography. The research shows that innovative achievements have been made in rural geography studies of China in the past decade as major national policy development, outputs of result and decision making support; new breakthroughs have been achieved in such major research projects as geographical integrated theory, land remediation projects and technology demonstration projects, new urbanization and urban-rural integration; significant progress has been made in actively expanding the frontiers of rural geography and pushing forward theoretical innovations in land and resource projects; and, with China＇s development goals of building a moderately prosperous society in all respects and achieving modernization in mind, future innovative developments in agricultural and rural geography should aim to make research more strategic, systematic, scientific and security-oriented, with attention given to promoting systematic scientific research on international cooperation and global rural geography.

The urban-rural equalized development （URED） as a definite measure and operating model is beneficial to gradually eliminating the dual-track structure of urban-rural development, bridging the gap of urban-rural development, and creating harmonious urban-rural interactions. This paper aims to explore the status quo of URED in China at prefecture level, and to reveal the spatio-temporal patterns of URED and its differentiation regularity. The results show that：（1） China＇s URED level can be categorized into two parts, i.e., the eastern and the western, according to the ＂HU Huanyong Line＂, presenting a pattern of ＂east high and west low＂ and the URED level improves on the whole with the increase of distance from the line; （2） China＇s URED level can also be categorized into the northern and the southern parts according to ＂Kunlun-Qinling-Huaihe Line＂, presenting a pattern of ＂north high and south low＂, and the URED level reduces on the whole with the increase of distance from the line; （3） At the national level, China＇s URED has a significant trend of spatial agglomeration, the high and low URED regions tend to be adjacent, namely, the URED level presents obvious regional unbalance; （4） The five sub-dimension indicators of the URED level in the geographical space also reveal similar regional differentiation pattern, and in the aspect of space a decreasing trend is found in the URED level from the eastern （northern coast, eastern coast and southern coast）, the northeastern, the central （the middle reaches of the Yangtze River and the Yellow River） to the western （northwest and southwest）; and （5） China＇s URED at prefecture-level city can be divided into five types of differentiation areas. This study contributes to promoting the integrative cognition of the status quo of China＇s URED and can serve as a scientific ref- erence concerning the decision-making of coordinating urban-rural development and of pushing forward new-type urbanization strategy in China.

Land engineering and its role for sustainable agriculture in the agro-pastoral ecotone:A case study of Yulin, Shaanxi Province, China

With global climate change, the agricultural light-temperature potential productivity in the agro-pastoral ecotone has increased. This offers a good opportunity to develop agriculture in the agro-pastoral ecotone. However, the agro-pastoral ecotone is also an ecologically fragile area in which land degradation challenges agricultural development. As population grows and the need for food increases, the land carrying capacity of the agro-pastoral ecotone becomes insufficient, and the human–land relationship is not harmonious. Such conditions have limited the agricultural and rural development in the ecotone. The paper demonstrates how land engineering may improve land quality and support agricultural development in the ecotone based on studies at a research station established in 2015 in Yulin,Shaanxi Province, China. The studies target three factors: soil improvement, crop selection,and field management. The results show that:(1) The highest yield of crops planted on improved land is close to or even higher than that achieved under previous crop growth conditions. For instance, the corn yields can exceed 25%.(2) The potatoes grown on the improved land yield the highest gross income, reaching 67,200 yuan/ha. By way of land engineering,input costs can be balanced in 3–5 years.(3) As a result of land engineering, some villages in Yulin City have realized sustainable agricultural and even rural development, and promotion of this model will support the sustainable development of agriculture in the agro-pastoral ecotone.

Urbanization,economic growth,and carbon dioxide emissions in China:A panel cointegration and causality analysis

Elucidating the complex mechanism between urbanization, economic growth, car- bon dioxide emissions is fundamental necessary to inform effective strategies on energy saving and emission reduction in China. Based on a balanced panel data of 31 provinces in China over the period 1997-2010, this study empirically examines the relationships among urbanization, economic growth and carbon dioxide （CO2） emissions at the national and re- gional levels using panel cointegration and vector error correction model and Granger cau- sality tests. Results showed that urbanization, economic growth and CO2 emissions are inte- grated of order one. Urbanization contributes to economic growth, both of which increase CO2 emissions in China and its eastern, central and western regions. The impact of urbanization on CO2 emissions in the western region was larger than that in the eastern and central re- gions. But economic growth had a larger impact on CO2 emissions in the eastern region than that in the central and western regions. Panel causality analysis revealed a bidirectional long-run causal relationship among urbanization, economic growth and CO2 emissions, in- dicating that in the long run, urbanization does have a causal effect on economic growth in China, both of which have causal effect on CO2 emissions. At the regional level, we also found a bidirectional long-run causality between land urbanization and economic growth in eastern and central China. These results demonstrated that it might be difficult for China to pursue carbon emissions reduction policy and to control urban expansion without impeding economic growth in the long run. In the short-run, we observed a unidirectional causation running from land urbanization to CO2 emissions and from economic growth to CO2 emissions in the eastern and central regions. Poverty has been a focus of Chinese government for a long time. It is therefore of great significance to investigate both the mechanisms and spatial patterns of regional impoverishment in order to adequately target Chinese anti-poverty goals. Based on the human-environment relationship and multidimensional poverty theory, this study initially develops a three-dimensional model encompassing human, society, and environmental factors to investigate the mechanisms of rural impoverishment as well as to construct an indicator system to evaluate the comprehensive poverty level(CPL) in rural areas. A back propagation neural network model was then applied to measure CPL, and standard deviation classification was used to identify counties that still require national policy-support(CRNPSs) subsequent to 2020. The results of this study suggest that CPL values conform to a decreasing trend from the southeast coast towards the inland northwest of China. Data also show that 716 CRNPSs will be present after 2020, mainly distributed in high-arid areas of the Tibetan Plateau, the transitional zones of the three-gradient terrain, as well as karst areas of southwest China. Furthermore, CRNPSs can be divided into four types, that is, key aiding counties restricted by multidimensional factors, aiding counties restricted by human development ability, aiding counties restricted by both natural resource endowment and socioeconomic development level, and aiding counties restricted by both human development ability and socioeconomic development level. We therefore propose that China should develop and adopt scientific and targeted strategies to relieve the relative poverty that still exist subsequent to 2020.
