＜正＞ This paper presents the approximate estimation of PMD in optical fibre, that arises in consequence of electromagnetic field of lightning stroke to earth in vicinity of fibre cable. Estimation is based by analogy with account of PMD in fibre with eccentricity. Small rotation of the polarization plane of lights in fibre under influence of lightning fields causes the same distribution of orthogonal modes to main axis as a small eccentricity. Estimation can be made by this method if rotation is less than 20 grad.

The paper covers high school reform in Russia. It considers the problem of university ranking. The world rating systems' influence and their application in the assessment of higher education in Russia are analyzed. The discussion goes into complicated questions of indexing and synthesis between our country's tradition and modern practices used worldwide. The authors make a point on the importance of the correlation between the international scientometrics and the features of Russian higher education in order to successfully integrate the latter into the highly competitive environment of the world-leading centers for science and education.

Investigation of the Effect of Ambient Temperature and Geomagnetic Activity on the Vascular Parameters of Healthy Volunteers

The article from the methodological point of view analyzes the evolution of the views of historians and philosophers on the relationship of history as a science to fiction from antiquity to the present. Particular attention is paid to the influence of postmodernism on modern historiography. In the interpretation of postmodernists, the line that separates the historical narrative from the artistic one is essentially erased. Nevertheless, at the same time, according to the authors, the postmodern challenge in a new way highlighted the complex nature of the interaction between the source and the researcher;it increased the requirements for the content and language of the scientific historical text.

Aim of this paper is to reveal whether the geomagnetic activity (GMA) and meteorological factors (MFs) affect vascular parameters of healthy volunteers. As a trial study we used new device “Tonocard,” and new vascular parameters for study—a pulse wave velocity (PWV) and an endothelial function (EnF) in addition to blood pressure measurements. These parameters never investigated before in such aspects. As far as novelty of device itself and investigated parameters we limited ourselves by monitoring only four healthy volunteers (without cardiovascular pathology). To analyze the sensitivity of their aforementioned medical indices to GMA and MFs two independent mathematical approaches were used, one of whom is based on traditional methods of mathematical statistics and the other on the theory of pattern recognition Dependence of physiological characteristics on the atmospheric temperature, revealed by both applied mathematical approaches, showed complex non-linear character of biological replies: the reaction has a different form in different temperature ranges and is manifested in the form of synchronization of slow variations of physiological and atmospheric parameters (trends) with a period of several days, while the daily variations were virtually independent. The systolic blood pressure (SBP), PWV and a difference between two specially selected values of PWV (DPWV) are approximately equally depending on atmospheric temperature, which accounts for an average of 26% to 28% of their variations. Sensitivity to the GMA for this test was found only for PWV.

The frozen bodies of a young woolly mammoth(Mammuthus primigenius),a wild horse(Equus sp.)and a steppe bison(Bison priscus)were recently found in the northern Yakutia(northeastern Siberia).All specimens have preserved bones,skin and soft *** the woolly mammoth and the Pleistocene horse were represented by partial frozen bodies,the steppe bison body was recovered in an absolutely complete *** specimens were found frozen in the permafrost,with some of the tissues *** wild horse and steppe bison are of Holocene age,and the mammoth is of Late Pleistocene age.

Armenia is a small mountainous country with remarkable biodiversity. The forest cover of Armenia makes up 11.17% of the total territory of Armenia. The forests of Armenia make important habitat for numerous biological objects. They also provide important ecosystem services, including key services to forest adjacent population. Deforestation and forest degradation are serious threats in Armenia. In the result of special studies the principles and criteria for identification of HCVFs （high conservation value forests） in the conditions of Armenia were developed. They are based on the guidelines for identification and management of HCVFs, but adapted to the conditions of mountainous forests of Armenia as a small country. Out of six generic types of HCVFs, it is suggested to define five types of HCVFs with respective sub-types. Proper protection of such forests shall ensure conservation of biological diversity and maintenance of ecosystem services provided by forests.

The measurement of circulating blood volume （CBV） is crucial in various medical conditions including surgery, iatrogenic problems, rapid fluid administration, transfusion of red blood ceils, or trauma with extensive blood loss including battlefield injuries and other emergencies. Currently, available commercial techniques are invasive and time-consuming for trauma situations. Recently, we have proposed high-speed multi-wavelength photoacoustic/photothermal （PA/PT） flow cytometry for in vivo CBV assessment with multiple dyes as PA contrast agents （labels）. As the first step, we have characterized the capability of this technique to monitor the clearance of three dyes （indocyanine green, methylene blue, and trypan blue） in an animal model. However, there are strong demands on improvements in PA/PT flow cytometry. As additional verification of our proof-of-concept of this technique, we performed optical photometric CBV measurements in vitro. Three label dyes--methylene blue, crystal violet simultaneous photometric determination of the and, partially, brilliant green--were selected for components of their two-dye mixtures in the circulating blood in vitro without any extra data （like hemoglobin absorption） known a priori. The tests of single dyes and their mixtures in a flow system simulating a blood transfusion system showed a negligible difference between the sensitivities of the determination of these dyes under batch and flow conditions. For individual dyes, the limits of detection of 3×10-6M-3×10-5M in blood were achieved, which provided their continuous determination at a level of 10-SM for the CBV assessment without a priori data on the matrix. The CBV assessment with errors no higher than 4% were obtained, and the possibility to apply the developed procedure for optical photometric （flow cytometry） with laser sources was shown.

A large body of literature supports the idea that inflammation exacerbates neurodegenerative pathology. This idea is also supported by the fact that intracerebral or intraperitoneal injection of lipopolysaccharide (LPS) induces symptoms of Parkinson’s disease in rats. The aim of this study is to evaluate the anti-inflammatory effects of the novel antiparkinsonian drug hemantane (N-2(adamantyl)hexamethylenimine hydrochloride), which is currently undergoing clinical trials, in models of peripheral inflammation and neuroinflammation and to investigate its ulcerogenic action, which is a common side effect of nonselective nonsteroidal anti-inflammatory drugs. Acetic acid-induced peritonitis in mice was used as a model of peripheral inflammation. Effect on the stomach was investigated in rats were deprived of food for 16 hours and then were treated with 0.2 LD50 of hemantane or the comparator drug diclofenac sodium per os. Injection of LPS in the left substantia nigra pars compacta in rats was chosen as a model of neuroinflammation. LPS-induced body weight loss, forelimb akinesia and behavioral changes caused by irritating odor were registered in rats. Hemantane in the dosage range of 10 - 40 mg/kg demonstrates anti-inflammatory activity and significantly decreases the intensity of exudative reaction in a model of acetic acid-induced peritonitis in mice. Additionally, at the dose of 0.2 LD50 orally it did not damage the gastric mucosa of rats. In a model of neuroinflammation induced by a unilateral injection of LPS, hemantane (10 mg/kg) prevents weight loss, development of forepaw akinesia contralateral to the operation, and smell disturbance in rats. Effectiveness of hemantane in the animal models of peripheral inflammation and neuroinflammation make it possible to suggest a new application of hemantane as a safe anti-inflammatory drug.
