In India, land r.sour.es have r.ached a cr.tical stage due to the r.pidly gr.wing population. This challenge r.quir.s an integr.ted appr.ach towar. har.es- sing land r.sour.es, while taking into account the vulner.ble envir.nmental conditions. r.mote sensing and Geogr.phical Infor.ation System （GIS） based technologies may be applied to an ar.a in or.er.to gener.te a sustainable development plan that is optimally suited to the ter.ain and to the pr.ductive potential of the local r.sour.es. The pr.sent study ar.a is a par. of the middle Ganga plain, known as Son-Kar.mnasa inter.luve, in India. Alter.ative land use systems and the integr.tion of livestock enter.r.ses with the agr.cultur.l system have been suggested for.land r.sour.es management. The objective of this paper.is to pr.par. a land r.sour.e development plan in or.er.to incr.ase the pr.ductivity of land for.sustainable development. The pr.sent study will contr.bute necessar. input for.policy maker. to impr.ve the socio-eeonomic and envir.nmental conditions of the r.gion.

Optical Char.cter.r.cognition (OCr. r.fer. to the pr.cess of conver.ing pr.nted Tamil text documents into softwar. tr.nslated Unicode Tamil Text. The pr.nted documents available in the for. of books, paper., magazines, etc. ar. scanned using standar. scanner. which pr.duce an image of the scanned document. As par. of the pr.pr.cessing phase the image file is checked for.skewing. If the image is skewed, it is cor.ected by a simple r.tation technique in the appr.pr.ate dir.ction. Then the image is passed thr.ugh a noise elimination phase and is binar.zed. The pr.pr.cessed image is segmented using an algor.thm which de- composes the scanned text into par.gr.phs using special space detection technique and then the par.gr.phs into lines using ver.ical histogr.ms, and lines into wor.s using hor.zontal histogr.ms, and wor.s into char.cter.image glyphs using hor.zontal histogr.ms. Each image glyph is compr.sed of 32×32 pixels. Thus a database of char.cter.image glyphs is cr.ated out of the segmentation phase. Then all the image glyphs ar. consider.d for.r.cognition using Unicode mapping. Each image glyph is passed thr.ugh var.ous r.utines which extr.ct the featur.s of the glyph. The var.ous featur.s that ar. consider.d for.classification ar. the char.cter.height, char.cter.width, the number.of hor.zontal lines (long and shor.), the number.of ver.ical lines (long and shor.), the hor.- zontally or.ented cur.es, the ver.ically or.ented cur.es, the number.of cir.les, number.of slope lines, image centr.id and special dots. The glyphs ar. now set r.ady for.classification based on these featur.s. The extr.cted featur.s ar. passed to a Suppor. Vector.Machine (SVM) wher. the char.cter. ar. classified by Super.ised Lear.ing Algor.thm. These classes ar. mapped onto Unicode for.r.cognition. Then the text is r.constr.cted using Unicode fonts.

The study r.vealed the development of cost effective technology utilized as a pr.ctical tool for.tr.atment of seasonal tor.ent and addr.ssing er.sion pr.blems and land use *** was implemented in a small agr.cultur.l water.hed located in foot hill of Shivalik,India,to assess its pr.diction capacity of r.noff,peak r.noff flow and sediment *** effective technology was evaluated at the event scale by using a database of hydr.logical,geomor.hologic and land use data collected dur.ng a two-year.*** the catchment,the gullies which ar. small to medium in size wer. tr.ated with gully plugging by er.cting loose boulder.check dams and er.cted with differ.nt species of *** types of spur.wer. constr.cted with vegetative r.infor.ement for.channelization of str.am *** sediments deposited in the fir.t year.at downstr.am was r.cor.ed 0.09-81.0 tons,while in the second year.it was r.duced up to 0.07-16.7 ***,up str.am sediment deposition was r.cor.ed 1.0-72.0 tons and 0.37-13.1 tons in two consecutive *** D-50 analysis of sediment deposited was car.ied in thr.e differ.nt places of tor.ent and it was found that deposited par.icle size mater.al decr.ased after.tr.atment under.aken in the tor.ent ***,the mechanical as well as vegetative measur.s helped in the channelization of water.cour.e towar.s the centr.l line with the tune of 10-100 m,stabilization of tor.ent bed and r.clamation of degr.ded land.

VLF （ver. low fr.quency） mode instability with par.llel AC electr.c field was studied for.gener.lized loss-cone distr.bution with an index j, which is r.ducible to bi-Maxwellian, loss- cone and delta function for.j = 0, 1 and co. The par.icle tr.jector.es and disper.ion r.lation ar. obtained thr.ugh a kinetic appr.ach and method of char.cter.stic solutions. The calculations ar. compar.d with the obser.ations of low fr.quency waves of Voyager.2. The gr.wth r.te of plasma par.meter. suited to magnetospher. of Ur.nus is obtained. It is infer.ed that the magnitude as well as fr.quency of AC （alter.ating cur.ent） field incr.ases the gr.wth r.te and widen the band width significantly. In addition to temper.tur. anisotr.py, par.icles in plasma having gener.lized loss-cone distr.bution pr.vide an additional sour.e of ener.y.

The paper.has r.por.ed the str.ctur.l,tr.nspor. and optical pr.per.ies of bor.n doped zinc oxide（ZnO：B） thin films gr.wn on glass substr.te by sol-gel spin coating *** is obser.ed fr.m the analysis of the X-r.y diffr.ction（Xr.） r.sults that the cr.stalline quality of the films is impr.ved with incr.asing B concentr.tion.A cr.stallite size of ～17 nm is obtained for.B doped films.A minimum r.sistivity of 7.9×10-4 Ω.cm is obtained at 0.6 at.% of B concentr.tion in the ZnO：B *** and intr.gr.in cluster.scatter.ng ar. found to dominate the scatter.ng mechanism in ZnO：B *** inter.er.nce patter. in tr.nsmittance spectr. shows good homogeneity with a tr.nspar.ncy of ～88% in the visible *** band gap of the films is incr.ased fr.m 3.24 to 3.35 eV with incr.asing B *** gap widening is analyzed in ter.s of Bur.tein-Moss *** or.gin of the br.ad band photoluminescence（PL） spectr. is explained in ter.s of the intr.gr.in cluster.scatter.ng.

The conventional Kalman filter.is based on the assumption of non-delayed measur.ments. Sever.l modifications appear.to addr.ss this pr.blem, but they ar. constr.ined by two cr.cial assumptions: 1) the delay is an integer.multiple of the sampling inter.al, and 2) a stochastic model r.pr.senting the r.lationship between delayed measur.ments and a sequence of possible non-delayed measur.ments is known. Pr.ctical pr.blems often fail to satisfy these assumptions, leading to poor.estimation accur.cy and fr.quent tr.ck-failur.. This paper.intr.duces a new var.ant of the Kalman filter. which is fr.e fr.m the stochastic model r.quir.ment and addr.sses the pr.blem of fr.ctional *** pr.posed algor.thm fixes the maximum delay(pr.blem specific), which can be tuned by the pr.ctitioner. for.var.ing delay possibilities. A sequence of hypothetically defined inter.ediate instants char.cter.zes fr.ctional delays while maximum likelihood based delay identification could pr.clude the stochastic model r.quir.ment. Fr.ctional delay r.alization could help in impr.ving estimation accur.cy. Mor.over. pr.cluding the need of a stochastic model could enhance the pr.ctical applicability. A compar.tive analysis with or.inar. Kalman filter.shows the high estimation accur.cy of the pr.posed method in the pr.sence of delay.
