A Risk-Based Multi-Criteria Decision Analysis Approach to Evaluating Transboundary Water Development—The Case of Lower Mekong River Basin

The Lower Mekong River basin (LMB) covers the lower part of the Mekong river basin, including Laos, Thailand, Cambodia and Vietnam. Due to numerous pressures from high population growth and intensive hydropower development, the LMB has been facing significant challenges concerning its biodiversity and ecosystem. In 2017, Mekong River Commission (MRC), an intergovernmental organisation founded in 1995 among LMB countries, established the Council Study, which analysed the impacts of water development scenarios concerning the environmental, socioeconomic aspects of the LMB. This paper explores the nature of risks to the LMB water development and subsequently evaluates LMB’s water development scenarios described in the Council Study by using a multi-criteria decision analysis (MCDA) method. MCDA method has been widely applied in the field of water resource management in order to assist the decision-making process by systematically evaluating a certain number of alternatives against well-selected criteria through a preference rating scheme. By implementing a risk-based comprehensive assessment of the LMB transboundary water, this study provides insights into the impacts of the increasing risks to the ecosystem and human beings on the water development of the basin over time, which assists to change the awareness and the perspective toward humans’ risks and transboundary river ecosystem of decision-makers. This paper provides valuable recommendations for MRC to improve their policy concerning benefit-sharing scheme, water planning and risk mitigation strategies.

Evaluation of Transboundary Water Resource Development in Mekong River Basin: The Application of Analytic Hierarchy Process in the Context of Water Cooperation

Mekong River is one of the major international freshwater sources in the world. The Lower Mekong Basin (LMB) comprised of four downstream countries, including Thailand, Lao PDR, Cambodia, and Vietnam. The utilization of the basin’s water brings not only substantial benefits to the region ranging from hydropower to navigation, but also negative impacts caused by the unbalanced water using. The essential role of Mekong River requires all member nations to cooperate effectively for the sustainable development of the region. One of the most popular methods in the field of water resource management is a trustable tool called the Analytical Hierarchy Process (AHP). AHP is much appropriate for water resource policymaking. The literature, however, points out that there is no study to both structure the water using hierarchy and employ quantitative (objective) criteria to the AHP model in LMB case. With regard to water resource management, there are no previous studies applying AHP models to evaluating sustainable development of transboundary water resource in LMB case. This paper explores the evolution of water cooperation among Mekong countries and subsequently evaluates the water development scenarios in the LMB based on the water cooperation preferences of four LMB countries This study proposes a novel approach to analyzing, assessing water resource development scenarios characterized by sustainability indicators and to assisting in developing a suitable water policy in LMB according to the best cooperation scenario.

The metal-organic framework(MOF)derived Ni–Co–C–N composite alloys(NiCCZ)were“embedded”inside the carbon cloth(CC)strands as opposed to the popular idea of growing them upward to realize ultrastable energy storage and conversion *** NiCCZ was then oxygen functionalized,facilitating the next step of stoichiometric sulfur anion diffusion during hydrothermal sulfurization,generating a flower-like metal hydroxysulfide structure(NiCCZOS)with strong partial implantation inside *** obtained NiCCZOS shows an excellent capacity when tested as a supercapacitor electrode in a three-electrode ***,when paired with the biomass-derived nitrogen-rich activated carbon,the asymmetric supercapacitor device shows almost 100%capacity retention even after 45,000 charge–discharge cycles with remarkable energy density(59.4 Wh kg^(-1)/263.8μWh cm^(–2))owing to a uniquely designed ***,the same electrode performed as an excellent bifunctional water-splitting electrocatalyst with an overpotential of 271 mV for oxygen evolution reaction(OER)and 168.4 mV for hydrogen evolution reaction(HER)at 10 mA cm−2 current density along with 30 h of unhinged chronopotentiometric stability performance for both HER and ***,a unique metal chalcogenide composite electrode/substrate configuration has been proposed as a highly stable electrode material for flexible energy storage and conversion applications.

Influence of different land-use types on selected soil properties related to soil fertility in A Luoi District,Thua Thien Hue,Vietnam

land use type affects the physicochemical properties of *** value of OM and TN is high in acacia *** acidity of soil is considered a serious constraint for *** cash crops are acacia,cassava,banana,rice and *** fertility is affected by land-use types and land management,which exacerbates soil erosion and various other forms of soil degradation in the mountainous regions of *** study was conducted in A Luoi District,Thua Thien Hue,Vietnam to identify the effects of land-use types on specific soil physicochemical characteristics related to soil *** physicochemical properties,such as organic matter(OM),total nitrogen(TN),total phosphorous(TP),and K+were significantly affected by land-use *** results showed that the soils were sandy in rice but clay loam for acacia and *** mean bulk density value of acacia soil was significantly greater than that of other *** were higher in the acacia soils than those in the rice,maize,and banana *** OM content was significantly higher in the acacia,cassava,and banana soils than those in the rice and maize *** mean of exchangeable K+in the rice soil was higher compared to those in other soils and was affected by land-use *** high exchangeable acidity content in the soils was probably due to intensive ***,both land use type and management did not affect the CEC ***,the inappropriate land use caused the disturbance of soil physicochemical properties,indicating that the conditions of rice and maize soils are becoming worse than acacia ***,lowering the intensity of cultivation,adopting incorporated soil fertility management,and applying organic fertilizer should preserve the existing conditions and enhance soil properties.

Our study aimed to compare the essential oil(EO)concentration and composition of several Apiaceae species growing in the Northern region of *** yields of EOs from materials ranged from 0.03%(root EO of Angelica acutiloba and aerial parts EO of Heracleum bivittatum)-0.27%(leaf EO of Xyloselinum vietnamense).Gas chromatography-mass spectrometry(GC-MS)allowed the identiﬁcation of 74 components in the EOs of six Apiaceae species,making up 94.4%–100.0%of the *** EO from Angelica acutiloba,(Z)-ligustilide accounted for an extremely large proportion(94.9%).EO of Angelica pubescens was dominated by six character-istic components includingα-pinene(21.5%),β-phellandrene(18.1%),p-cymene(12.2%),3-methylnonane(8.7%),o-cymene(8.1%),and D-sylvestrene(6.2%).The EO from Cryptotaenia japonica was characterized by high amounts ofα-selinene(48.7%),β-selinene(23.7%),and trans-β-farnesene(5.4%).The EOs from leaves and stems of Xyloselinum vietnamense were characterized by high concentrations of sabinene(69.8%and 33.8%),4-terpineol(8.7%and 7.4%)andβ-pinene(4.0%and 6.5%)while EOs from aerial parts and root of Xylo-selinum leonidii comprise four characteristic monoterpenes includingα-pinene(28.2%and 52.8%),β-pinene(7.9%and 10.3%),β-phellandrene(7.6%and 15.3%),and sabinene(3.0%and 4.1%).Additionally,cryptone is also one of the major components in the EO of Xyloselinum leonidii(13.2%in the aerial parts oil and 2.8%in the root oil).In the EOs isolated from the aerial parts and root of Heracleum bivittatum,α-pinene(22.5%and 70.2%)andβ-pinene(43.2%and 20.0%)were the predominant *** appeared in the EO from aerial parts of Heracleum bivittatum with a relatively high concentration(13.5%)while bornyl acetate(5.1%)was also one of the main components in the EO from its aerial parts but was not detected in other Apiaceae species in the present *** databases help identify and control the quality of plant material studied from the family Apiaceae growing in Vietnam.

Time-stamped data is fast and constantly growing and it contains significant information thanks to the quick development ofmanagement platforms and systems based on the Internet and cutting-edge information communication *** the time series data including time series prediction has many practical *** new techniques were developed for use with various types of time series data in the prediction *** those,this work suggests a unique strategy to enhance predicting quality on time-series datasets that the timecycle matters by fusing deep learning methods with fuzzy *** order to increase forecasting accuracy on such type of time-series data,this study proposes integrating deep learning approaches with fuzzy ***,it combines the long short-termmemory network with the complex fuzzy set theory to create an innovative complex fuzzy long short-term memory model(CFLSTM).The proposed model adds a meaningful representation of the time cycle element thanks to a complex fuzzy set to advance the deep learning long short-term memory(LSTM)technique to have greater power for processing time series *** on standard common data sets and real-world data sets published in the UCI Machine Learning Repository demonstrated the proposedmodel’s utility compared to other well-known forecasting *** results of the comparisons supported the applicability of our proposed strategy for forecasting time series data.

Dry eye rate and its relationship with disease stage in patients with primary hypertension:a cross-sectional study in Vietnam

AIM:To determine the dry eye(DE)rate and its relationship with disease stage in patients with primary ***:A cross-sectional study included 432 patients with primary hypertension(with an equal number of patients in each group:144 in stage Ⅰ,Ⅱ,and Ⅲ hypertension)and 144 healthy subjects as a control *** Ocular Surface Disease Index(OSDI)and Schirmer Ⅰ test without anesthetics were conducted on all 576 *** with OSDI scores<13 and Schirmer Ⅰ values equal to or under 10 mm were diagnosed with ***:The ratio of DE in hypertension patients was higher than in the control group(41.7%versus 18.8%;P<0.001).The proportion of patients with DE increased gradually according to the hypertension stage:27.1% in stage Ⅰ,40.3% in stage Ⅱ,and 57.6% in stage Ⅲ,P<***,duration of hypertension,plasma urea,creatinine,and high-sensitivity C-reactive protein(CRP-hs)levels in hypertension patients with DE were higher than those without DE,P<*** age,a long duration of hypertension,diabetes mellitus,elevated plasma creatinine,and CRP-hs levels were independent factors associated with DE in primary hypertension patients,P<***:DE is a common disorder associated with advanced age,a long duration of hypertension,diabetes mellitus,elevated plasma CRP-hs,and creatinine levels in patients with primary hypertension.
