The Role of Public Health Within the United Nations Post-2015 Framework for Disaster Risk Reduction

This article explores the role of public health systems before, during, and after disasters, particularly within the scope of the United Nations Post-2015 Framework for Disaster Risk Reduction. It also examines the role of scientific and technological developments in assisting with improving the resilience of public health professionals and the communities they work in. In addition, it explores how the wide-ranging activities in public health have already contributed to the improved management of disasters and a decrease in associated risks. The article identifies areas of synergy in five key areas of recent policy and practice in public health(the health systems approach, risk assessments, the WHO/UNISDR/HPA Disaster Risk Management fact sheets, chronic disease and disasters, and mental health impacts following disasters) and makes suggestions based on lessons identified from the previous(2005) global disaster risk reduction framework. In particular, we advocate the use of scientific evidence that addresses health and disaster risk simultaneously to increase the effectiveness of policy and practice in disaster risk reduction, health, and public health.

The Sendai Framework for Disaster Risk Reduction 2015–2030 recognizes the strong connection between health and disasters and promotes the concept of health resilience *** of the seven global targets stated in the Sendai Framework are directly related to health in terms of reducing disaster mortality,the number of affected people,disaster damage to critical infrastructure,and disruption of basic services such as health *** Sendai Framework also maintains close coordination with other United Nations landmark agreements relevant to health such as the Sustainable Development ***,the measurement of healthrelated indicators is *** arise,for example,in linking deaths to disasters because of the complex interplay between exposure,risk,vulnerability,and *** lack of a universal classification of disasters also means that recording of health data in disasters is not *** the guidelines to enable data onthe indicators to be collected and reported to support the Sendai targets requires detailed thinking,time,and consultation with a diverse range of *** collaboration and partnership will be vital to achieving success.

Disasters exact a heavy toll ***,the degree to which we can accurately quantify their impact,in particular mortality,remains *** is critical to ensure that disaster data reliably reflects the scale,type,and distribution of disaster impacts given the role of data in:(1)risk assessments;(2)developing disaster risk management programs;(3)determining the resources for response to emergencies;(4)the types of action undertaken in planning for prevention and preparedness;and(5)identifying research *** Sendai Framework for Disaster Risk Reduction 2015–2030 s seven global disaster-impact reduction targets represent the first international attempt to systematically measure the effectiveness of disaster-impact reduction as a means of better informing policy with *** A of the Sendai Framework aims to‘‘substantially reduce global disaster mortality by 2030,aiming to lower the average per 100,000 global mortality rate in the decade 2020–2030 compared to the period 2005–2015.’’This article provides an overview of the complexities associated with defining,reporting,and interpreting disaster mortality data used for gauging success in meeting Target A,acknowledging different challenges for different types of hazard events and subsequent *** concludes with suggestions of how to address these challenges to inform the public health utility of monitoring through the Sendai Framework.

A critical challenge to the commercialization of clean and high-efficiency solid oxide fuel cell(SOFC)technology is the insuf-ficient stack lifespan caused by a variety of degradation mechanisms,which are associated with cell components and chemical *** components related degradation refers to thermal/chemical/electrochemical deterioration of cell materials under operating conditions,whereas the latter regards impurities in feedstocks of oxidant(air)and reductant(fuel).This article provides a thermodynamic perspective on the understanding of the impurities-induced degradation mechanisms in *** discussion focuses on using thermodynamic ana-lysis to elucidate poisoning mechanisms in cathodes by impurity species such as Cr,CO_(2),H_(2)O,and SO_(2) and in the anode by species such as S(or H_(2)S),SiO_(2),and P_(2)(or PH_(3)).The author hopes the presented fundamental insights can provide a theoretical foundation for search-ing for better technical solutions to address the critical degradation challenges.

An integrated photonic circuit architecture to perform a modified-convolution operation based on the discrete fractional Fourier transform(DFrFT) is introduced. This is accomplished by utilizing two nonuniformly coupled waveguide lattices with equally spaced eigenmode spectra, the lengths of which are chosen so that the DFrFT and its inverse operations are achieved. A programmable modulator array is interlaced so that the required fractional convolution operation is performed. Numerical simulations demonstrate that the proposed architecture can effectively perform smoothing and edge detection tasks even for noisy input signals, which is further verified by electromagnetic wave simulations. Notably, mild lattice defects do not jeopardize the architecture performance, showing its resilience to manufacturing errors.

Maintenance of protein homeostasis or“proteostasis”is essential for the functioning and viability of *** is in particular the case for cells like neurons that cannot self-renew and acquire unique functional properties during their *** proteostatic stress responses are in place to protect cells from damage in case of proteostatic *** integrated stress response(ISR)is one of the key proteostatic stress responses in the cell(Costa-Mattioli and Walter,2020).The ISR is the downstream convergence point for the four stress-induced eIF2αkinases(EIF2AK1-4)that control stress-regulated protein translation via phosphorylation of the translation factor eIF2α.ISR activation results in a transient reduction of global translation while it concomitantly enhances the translation of specific mRNAs,including that encoding the activating transcription factor 4(ATF4).Together,the translational control mediated by the ISR results in a temporary reduction of the overall protein load and the selectively increased expression of proteins that contribute to restoration of the proteostatic balance.

The deformation mechanisms and dynamic recrystallization(DRX)behavior of specifically grown bicrystals with a symmetric 90°and 90°tilt grain boundary,respectively,were investigated under deformation in plane strain compression at 200℃and 400℃.The microstructures were analyzed by panoramic optical microscopy and large-area electron backscatter diffraction(EBSD)orientation *** analysis employed a meticulous approach utilizing hundreds of individual,small EBSD maps with a small step size that were stitched together to provide comprehensive access to orientation and misorientation data on a macroscopic *** slip primarily governed the early stages of deformation at the two temperatures,and the resulting shear induced lattice rotation around the transverse direction(TD)of the *** existence of the grain boundary gave rise to dislocation pile-up in its vicinity,leading to much larger TD-lattice rotations within the boundary region compared to the *** increasing temperature,the deformation was generally more uniform towards the bulk due to enhanced dislocation mobility and more uniform stress *** recrystallization at 200℃was initiated in{1011}-compression twins at strains of 40%and *** 400℃,DRX consumed the entire grain boundary region and gradually replaced the deformed microstructure with progressing *** recrystallized grains displayed characteristic orientations,such that their c-axes were perpendicular to the TD and additionally scattered between 0°and 60°from the loading *** recrystallized grains displayed mutual rotations of up to 30°around the c-axes of the initial grains,forming a discernible basal fiber texture component,prominently visible in the{1120}pole *** is noteworthy that the deformation and DRX behaviors of the two analyzed bicrystals exhibited marginal variations in response to strain and deformation temperature.
