We search a variety of things over the Internet in our daily lives, and numerous search engines are available to get us more relevant results. With the rapid technological advancement, the internet has become a major source of obtaining information. Further, the advent of the Web2.0 era has led to an increased interaction between the user and the website. It has become challenging to provide information to users as per their interests. Because of copyright restrictions, most of existing research studies are confronting the lack of availability of the content of candidates recommending articles. The content of such articles is not always available freely and hence leads to inadequate recommendation results. Moreover, various research studies base recommendation on user profiles. Therefore, their recommendation needs a significant number of registered users in the system. In recent years, research work proves that Knowledge graphs have yielded better in generating quality recommendation results and alleviating sparsity and cold start issues. Network embedding techniques try to learn high quality feature vectors automatically from network structures, enabling vector-based measurers of node relatedness. Keeping the strength of Network embedding techniques, the proposed citation-based recommendation approach makes use of heterogeneous network embedding in generating recommendation results. The novelty of this paper is in exploiting the performance of a network embedding approach i.e., matapath2vec to generate paper recommendations. Unlike existing approaches, the proposed method has the capability of learning low-dimensional latent representation of nodes (i.e., research papers) in a network. We apply metapath2vec on a knowledge network built by the ACL Anthology Network (all about NLP) and use the node relatedness to generate item (research article) recommendations.

The Integrated Model Using Agile Practices to CBR

Agile development methodology works as a bridge, creating a composite control that changes the way of software development tasks. In this study, we have introduced a framework, integrated with artificial intelligence (AI) techniques, agile software development and its practice. The skilled developer is useful for implementing the method according to the reaction of the evaluation framework. The idea of agile and CBR procedure used to improve the current model. This model provides a comprehensive guide to the use of Agile development practices to be integrated with CBR for software development. Agile development methods used by CBR and RBR provide a more efficient and accurate working scenario. Case based reasoning is just the domain limited number of cases, while rules based reasoning is the technique of the generic and specific rules of the issue. Experts give feedback about the framework and they are satisfied with the functioning of the framework. The framework and its results were evaluated by the domain experts and case studies.

Fairness Aware Group Proportional Frequency Domain Resource Allocation in L-SC-FDMA Based Uplink

This paper presents virtual clusters based proportional fairness and resource allocation scheme for Localized Single Carrier Frequency Division Multiple Access (L-SC-FDMA). L-SC-FDMA has been selected as the uplink transmission scheme in 3GPP Long Term Evolution (LTE) due to its low Peak to Average Power Ratio (PAPR) over OFDMA in general and high rate-sum capacity over Interleaved SC-FDMA in particular. Virtual cluster-based proportional fairness (VCPF) scheduler exploits the link adaptation information available at MAC layer to form virtual clusters. The distributed proportional fairness scheduler ensures a minimum throughput for all users in the coverage area by assigning contiguous RBs, proportional to the throughput and the number of users in a particular cluster or group. Simulations have been performed using practical scenario of uniformly distributed users in Rayleigh faded coverage area and design formulas have been devised for network planning to get the best possible fairness with promising level of quality of service (QoS).

日常生活中,我们经常在互联网上搜索各种各样的东西,而且有很多搜索引擎能够为我们搜索到相关的结果。随着技术的飞速发展,互联网已变成了人们获取信息的主要来源。此外,Web2.0时代的到来使得用户和网站之间的交互增加了。依据用户兴趣为用户提供信息,变得具有挑战性。然而由于版权的限制,现有的大多数研究都面临着缺乏候选推荐文章内容的问题。这些文章的内容并不都是可以免费获得的,这导致了推荐结果不充分。此外,很多研究是基于推荐用户的个人资料的。因此,他们的推荐需要系统中有大量的注册用户。近年来,研究工作证明知识图在产生高质量推荐结果、减轻稀疏性和冷启动问题方面取得了更好的效果。网络嵌入技术尝试从网络结构中自动地学习高质量特征向量,使得基于向量的节点相关性度量成为可能。保持网络嵌入技术的优势,本文提出了知识驱动的论文推荐方法,利用异构网络嵌入模型来生成推荐结果。本文的创新性在于利用网络嵌入方法的性能,即matapath2vec,此方法在学习知识网络并找到满足用户需求的论文以及识别并整合论文中的潜在关系方面,可以发挥重要作用,这可以帮助改善推荐的结果。与现有方法不同,本文所提出的方法具有学习网络中节点(即论文)的低维潜在表示的能力。我们将metapath2vec应用于由ACL Anthology Network(都是与NLP相关的)构建的知识网络,并利用节点间的相关性来生成文章推荐。

Bureaucracy： Max Weber’s Concept and Its Application to Pakistan

To investigate Max Weber’s concept of bureaucracy and its relevance to Pakistan’s civil service, this study explains the system of governance followed in different nations, its function, and bureaucratic formulations in the well-managed and administered state. The paper analyzes reasons for the poor performance of Pakistani public service provision. International development doctrines pertaining to governance are based on accountable to the governments and effective bureaucracy. This study explores the formation of the Pakistani state and civil service and its role in the implementation of government policies. Irrespective of the system of governance followed across different nations, the presence, and functioning of a bureaucratic set-up is crucial to manage and administer the state. However, in Pakistan there has been an egregious failure of the bureaucratic set-up to achieve this vision. This study explores the reasons why based on Weberian sociological theory affirming that the main characteristic of bureaucracy is espirit de corps, doing things for the good of the institution （i.e., civil service） even if goes against the public interest. This study analyzes such orientation in the context of a major developing state, Pakistan. The essential principal function of bureaucracy is to honestly and sincerely implement the government policies on behalf of the people. The government provides representation of the national interest, mainly when democratically elected, while the bureaucracy provides skills and know-how; the latter is liable to the former, but often not directly to the public. Thus, bureaucrats are usually known as “civil servants”, who provide continuity in governance and daily life, despite the vagaries of changes in government. This is a qualitative research entirely based on literature survey from library data collected from books and articles.

Exploiting Geometric Advantages of Cooperative Communications for Energy Efficient Wireless Sensor Networks

Energy efficiency and enhanced backbone capacity is obtained by exploiting the geometric orientation of cooperative nodes in wireless sensor network. The cooperative communication in wireless sensor networks (WSN) gives us leverage to get the inherent advantages of its random node’s locations and the direction of the data flow. Depending on the channel conditions and the transmission distance, the number of cooperative nodes is selected, that participate in an energy efficient transmission/reception. Simulation results show that increasing the cooperative receive diversity, decreases the energy consumption per bit in cooperative communications. It has also been shown that the network backbone capacity can be increased by controlled displacement of antennas at base station at the expense of energy per bit.

Transition Metal Oxides have drawn significant attention due to their reversible chemical redox reaction and long-life *** agglomeration and shrinkage/expansion of transition metal oxides in the nanosize regime have a noticeable effect on their electrochemical *** in this work,mesoporous nanowires(NWs)with a typical composition of iron-nickel-cobalt ternary oxide(FNCO)are synthesized using a simple,facile and cost-effective hydrothermal process followed by furnace *** NWs are then extensively investigated as an electrode material for supercapacitor *** compare the electrochemical properties,nanowires of nickel-cobalt oxide(NCO),iron-cobalt oxide(FCO)and cobalt oxide(CO)were also produced by following the same *** FNCO NWs are found to overcome the shortcomings in the electrochemical energy storage devices by exhibiting higher values of specific capacitance(2197 Fg^(-1))and energy density(109 Whkg^(-1))at 1 Ag^(-1) current ***,the FNCO NWs also showed a cyclic charge/discharge stability of 96%even up to 20,000 ***,a FNCO//graphene asymmetric device,fabricated with FNCO NWs and graphene as positive and negative electrodes,respectively,which exhibit high energy density(47 Whkg^(-1)),power density(375 Wkg^(-1))and excellent capacitance retention(86%)after 15,000 cycles.

温室气体(GHGs)对评估生物化学环境是一个有力的信息。在全球变暖这一背景下,大气中温室气体的聚散成为观测气候变化的关键,尤其是温室气体对全球温度的上升影响重大。大气中的二氧化碳(CO)和甲烷(CH)是主要的温室气体组成部分,而这两种气体的增加与人类活动息息相关。使用皮尔逊相关性模型,对GOSAT数据与东北部的龙凤山(LFS)和西北部的瓦利关(WLG)站点数据做相关性分析,以求得到卫星数据和地面站点之间的关系。结果发现,在研究区东北部,不论是CO还是CH的监测结果,GOSAT和LFS站点数据都具有很强的相关性(r=0.92671,r=0.93905)。而在研究区的西北部也是如此,即GOSAT和WLG站点对于CO和CH的监测数据都有很强的相关性(r=0.93794,r=0.92413)。用温室气体观测卫星(GOSAT)的数据,研究了2010-2018年两种主要温室气体(CO和CH)浓度的时空变化特征。将中国温室气体(CO和CH)的月浓度数据分为东北和西北两个区域,以显示这些研究区域的时空分布。结果表明,CO浓度在4月和5月较高,而在7月和8月浓度较低。CH浓度在8月份较高,在3月和4月较低。两个地区的CO和CH含量在四季都呈上升趋势。在东北地区,CO和CH在夏季变化最大,分别为2.315 ppmv和7.958 ppbv。在西北地区,夏季CO和CH的变化也最大,分别为2.386 ppmv和7.657 ppbv。2010-2018年东北地区CO和CH的浓度分别为394～398 ppmv和1790～1830 ppbv,而西北地区分别为394-398 ppmv和1789-1827 ppbv。根据GOSAT的分析结果,东北地区CO和CH的年浓度分别以2.267 ppmv和7.257 ppbv的速率递增,而西北地区CO和CH的年浓度分别以2.352 ppmv和7.462 ppbv的速率递增。根据研究区东北部的LFS站点获得的数据,CO和CH浓度呈逐年上升趋势,速率分别为1.825 ppmv和4.482 ppbv。而研究区西北部的WLG站点数据也显示CO和CH浓度呈逐年上升趋势,速率分别为2.430 ppmv和7.727 ppbv。1996年以来,东北地区和西北地区工业用煤的年增长率分别为95.45×10吨和45.22×10吨。煤炭排放是两个研究区CO增加的最重要因素之一。而稻田是CH排放的主要来源之一。研究区中稻田面积和稻谷产量的增加对CH排放的增加起着重要作用。
