Does pollution drive up public spending on health care?This paper aims to answer such a crucial question empirically using a panel data set of 31 Chinese provinces during the period 1997–2014.In particular,this paper explores the non-stationarity and cointegration properties between health care expenditure and environmental indicators in a panel cointegration framework;in doing so,it examines both the long-run and the short-run impacts of the per capita provincial GDP,waste gas emissions,dust and smog emissions,and waste water emissions on the per capita public health expenditure.We apply panel unit root tests,heterogeneous panel cointegration tests,FMOLS techniques,and a panel-based error-correction model.The conclusion is that,both in the long run and in the short run,public health care expenditure is positively affected not only by the provincial economy but also by the environmental quality.

In the published literature, the differences in environmental performance across countries are typically explained using the Environmental Kuznets Curve. The Environmental Kuznets Curve states that pollution initially increases with economic growth. Once GDP per capita reaches a certain level, the relationship reverses. In the present paper, we provide an alternative hypothesis, where budget structure plays an important role in explaining the variations in pollution across the world.＂ the lower the business-related taxes as a share of total tax revenue, the higher the property tax in total tax revenue and the higher the ratio of public health expenditure in total expenditure, then the stronger the incentive of pollution control and the lower the pollution level. Our empirical findings reveal that the budget structure does have an important impact on pollution control. The policy implication of this research is that effective control of environmental pollution requires changes in tax structure and expenditure assignment. This research has important policy implications for China ＂s tax system reform and pollution control efforts.

In China, the responsibilitY of protecting the environment lies largely with local governments. Within the framework of spatial econometrics, we investigate empirically the consequence of such an institutional setting. Using city-level data for China, the present study finds that city governments behave strategically in making spending decisions regarding environmental protection. This paper finds that a city government appears to cut its own spending as a response to the rise in environmental protection spending by its neighbors. Hence, environmental protection tends to be underprovided. As a result, we suggest that centralizing the environmental protection responsibility to a higher level of government would be beneficial in terms of controlling pollution in China.

本文利用中国家庭能源消费调查(CRECS)数据考察了中国农村家庭的能源阶梯问题。研究发现家庭用能品种会随着收入提升呈现倒U形趋势,并且收入增长会助力于家庭的能源转型。其中,炊事用途随着收入增长能自发地进行能源升级,而"煤改电"政策则限制了收入效应在优化用能结构上的作用。考虑到中国的能源价格黏性,决策者应杜绝"一刀切"式的能源替代政策,将提高能源可支付性的重点放在收入增长上,加强效率瞄准,聚焦于贫困地区和低收入人群上。

Thermomorphogenesis and the heat shock(HS)response are distinct thermal responses in plants that are regulated by PHYTOCHROME-INTERACTING FACTOR 4(PIF4)and HEAT SHOCK FACTOR A1s(HSFA1s),respectively.Little is known about whether these responses are interconnected and whether they are activated by similar mechanisms.An analysis of transcriptome dynamics in response to warm temperature(28℃)treatment revealed that 30 min of exposure activated the expression of a subset of HSFA1 target genes in Arabidopsis thaliana.Meanwhile,a loss-of-function HSFA1 quadruple mutant(hsfa1-cq)was insensitive to warm temperature-induced hypocotyl growth.In hsfa1-cq plants grown at 28℃,the protein and transcript levels of PIF4 were greatly reduced,and the circadian rhythm of many thermomorphogenesis-related genes(including PIF4)was disturbed.Additionally,the nuclear localization of HSFA1s and the binding of HSFA1d to the PIF4 promoter increased following warm temperature exposure,whereas PIF4 overexpression in hsfa1-cq partially rescued the altered warm temperature-induced hypocotyl growth of the mutant.Taken together,these results suggest that HSFA1s are required for PIF4 accumulation at a warm temperature,and they establish a central role for HSFA1s in regulating both thermomorphogenesis and HS responses in Arabidopsis.

引入宏观经济学的理性预期分析框架来评估未来碳减排承诺如何影响当期的能源投资行为具有重要意义.能源项目投资规模大、持续时间长、不可逆性强,使得投资者在决策时会尽可能地纳入影响未来收益和成本的信息.本文将中国碳排放权交易市场试点政策与发电行业投资行为相结合,理论分析和实证检验了政府规划和实施的碳排放权交易市场试点政策如何影响企业的理性预期作用于当期发电技术项目投资,结果表明,碳排放权交易市场试点政策在规划期会促使企业相对提高试点地区低排放发电技术项目投资,特别是相对提高了这些地区低排放火力发电技术项目投资.碳排放权交易试点政策正式实施之后,企业降低了政策试点地区的高排放发电技术项目投资的实际利用水平.这一发现说明环境管制政策在正式实施之前的规划期,会对企业的投资行为产生预期管理效应,通过释放减排政策信号,促使企业先验地调整能源投资决策,以适应未来减排承诺目标.
