Participatory Disaster Recovery Simulation Modeling for Community Resilience Planning

A major challenge in enhancing the resilience of communities stems from current approaches used to identify needs and strategies that build the capacity of jurisdictions to mitigate loss and improve recovery. A new generation of resilience-based planning processes has emerged in the last several years that integrate goals of community well-being and identity into recovery-based performance measurement frameworks. Specific tools and refined guidance are needed to facilitate evidence-based development of recovery estimates. This article presents the participatory modeling process, a planning system designed to develop recovery-based resilience measurement frameworks for community resilience planning initiatives. Stakeholder engagement is infused throughout the participatory modeling process by integrating disaster recovery simulation modeling into community resilience planning. Within the process, participants get a unique opportunity to work together to deliberate on community concerns through facilitated participatory modeling. The participatory modeling platform combines the DESaster recovery simulation model and visual analytics *** is an open source Python Library for creating discrete event simulations of disaster recovery. The simulation model was developed using a human-centered design approach whose goal is to be open, modular, and extensible. The process presented in this article is the first participatory modeling approach for analyzing recovery to aid creation of community resilience measurement frameworks.

The *** Institute of Standards and Technology(NIST)published the Community Resilience Planning Guide in *** NIST Guide advocates for a participatory process for developing a performance measurement framework for the jurisdiction’s resilience against a scenario *** framework centers around tables of expected and desired recovery times for selected community assets,such as electricity,water,and natural gas *** NIST Guide does not provide a method for estimating the expected recovery ***,building high-fidelity computer models for such estimations requires substantial resources that even larger ju-risdictions cannot *** most promising approach to recovery time estimation is to systematically use data elicited from people to tap into the wisdom of the(knowledgeable)*** paper describes a novel research-through-design project to enable the computer-supported elicitation of recovery time series *** work is the first in the literature to examine people’s ability to estimate recovery curves and how design in-fluences such *** main contribution to resilience planning is three-fold:development of a new elicitation tool called Restimate,understanding its potential user base,and providing insights into how it can facilitate resilience *** is the first tool to enable evidence-based expert elicitation in any community with limited resources for resilience *** resilience planning,those who facilitate high-stakes planning activities under large uncertainties(e.g.,mission-critical system design and planning)will benefit from a similar research-through-design process.

Freeze‒thaw induced landslides(FTILs)in grasslands on the Tibetan Plateau are a geological disaster leading to soil *** landslides reduce biodiversity and intensify landscape fragmentation,which in turn are strengthen by the persistent climate change and increased anthropogenic ***,conventional techniques for mapping FTILs on a regional scale are impractical due to their labor-intensive,costly,and time-consuming *** study focuses on improving FTILs detection by implementing image fusion-based Google Earth Engine(GEE)and a random forest *** of multiple data sources,including texture features,index features,spectral features,slope,and vertical‒vertical polarization data,allow automatic detection of the spatial distribution characteristics of FTILs in Zhidoi county,which is located within the Qinghai‒Tibet Engineering Corridor(QTEC).We employed statistical techniques to elucidate the mechanisms influencing FTILs *** enhanced method identifies two schemes that achieve high accuracy using a smaller training sample(scheme A:94.1%;scheme D:94.5%)compared to other methods(scheme b:50.0%;scheme C:95.8%).This methodology is effective in generating accurate results using only~10%of the training sample size necessitated by other *** spatial distribution patterns of FTILs generated for 2021 are similar to those obtained using various other training sample sources,with a primary concentration observed along the central region traversed by the *** results highlight the slope as the most crucial feature in the fusion images,accounting for 93%of FTILs occurring on gentle slopes ranging from 0°to 14°.This study provides a theoretical framework and technological reference for the identification,monitoring,prevention and control of FTILs in *** developments hold the potential to benefit the management of grassland ecosystem,reduce economic losses,and promote grassland sustainability.

Purpose:This paper presents an update of the 2011 Wheelchair Compendium of Physical Activities designed for wheelchair users and is referred to as the 2024 Wheelchair *** Wheelchair Compendium aims to curate existing knowledge of the energy expenditure for wheelchair physical activities(PAs).Methods:A systematic review of the published energy expenditure of PA for wheelchair users was completed between 2011 and May *** added these data to the 2011 Wheelchair Compendium data that was compiled previously in a systematic review through ***:A total of 47 studies were included,and 124 different wheelchair PA reported energy expenditure values ranging from 0.8 metabolic equivalents for wheelchair users(filing papers,light effort)to 11.8 metabolic equivalents for wheelchair users(Nordic sit skiing).Conclusion:In introducing the updated 2024 Wheelchair Compendium,we hope to bridge the resource gap and challenge the prevailing narratives that inadvertently exclude wheelchair users from physical fitness and health PAs.
