With the impacts of rapid urbanization and climate change,the urban flood has increasingly become a major hazard risk faced by human being in recent *** catastrophic urban flood events appear every year in the world,especially in Asia and Pacific region due to its geographical composition,density population and un-even economic and social *** reduce the urban flood risk and enhance the resilience of vulnerable communities,especially coastal communities,the Members of ESCAP/WMO Typhoon Committee(TC)have made their great efforts including engineering and non-engineering measures based on their different national *** a key part of non-engineering measures,it is recognized that improving urban flood monitoring and forecasting is a measure with high benefit related to cost on urban flood risk *** recent years,TC Members enhanced their capacity building on urban flood monitoring,forecasting and simulation,inundation mapping,*** order to enhance the technical cooperation and exchange on this aspect,Typhoon Committee Working Group on Hydrology(WGH)conducted two projects on“Urban Flood Risk Management in Typhoon Committee Area(UFRM)”and“Operation System for Urban Flood Forecasting and Inundation Mapping(OSUFFIM)”in the past *** paper generally reviewed the situation and causes of urban flood in TC region;briefly summarized the progresses and shortages on urban flood monitoring and forecasting in TC Members;and initially discussed the areas to be enhanced in future for improvement of urban flood monitoring,forecasting and simulation,and inundation mapping with up-to-date development of weather radar and satellite monitoring,image-based monitoring,information technology(IT),Internet of Things(IoT),big data and artificial intelligence(AI).

Flood modeling of Sungai Pinang Watershed under the impact of urbanization

Urbanization has been a worldwide development trend,which regulates river courses,impervious surfaces and drainage *** causes hydrological effects,including increased runoff volumes,peak discharges and flow *** manuscript selects the Malaysian Sungai Pinang watershed as a case study to illustrate these land use,channel and flooding changes of Asian coastal *** Landsat satellite remote sensing images were first used to estimate the land use/land cover changes of the Sungai Pinang watershed by using SVM algorithm,and the results shows the urbanization was very rapid in the past decades,with the urbanization rate reached 46.41%in 2018 based on the build area *** channel characteristics also changed significantly,from natural river to concrete *** flood resilience measures for coastal cities experiencing urbanization are also proposed for development and flood ***,a flood forecasting model of the Sungai Pinang watershed is established *** simulation results of the Liuxihe model constructed in this study conforms to hydrological regularities and can provide a technical reference for flood control and disaster ***,it is necessary to pay attention to the uncertainty of the forecast results.

In this paper, we present the effect of varied illumination levels on the electrical properties of the organic blend bulk heterojuction （BHJ） photodiode. To prepare the BHJ blend, poly（2-methoxy-5（2P-ethylhexyloxy） phenyleneviny- lene （MEH-PPV） and aluminum-tris-（8-hydroxyquinoline）（Alq3） are used as donor and acceptor materials, respectively. In order to fabricate the photodiode, a 40-nm thick film of poly（3, 4-ethylendioxytbiophene）：poly（styrensulfonate）（PE- DOT：PSS） is primarily deposited on a cleaned ITO coated glass substrate by spin coating technique. The organic photo- sensitive blend is later spun coated on the PEDOT：PSS layer, followed by the lithium fluoride （LiF） and aluminium （A1） thin films deposition by thermal evaporation. The optical properties of the MEH-PPV：Alq3 blend thin films are investigated using photoluminescence （PL） and UV-Vis spectroscopy. The photodiode shows good photo-current response as a function of variable illumination levels. The responsivity value - 8 mA/W at 3 V is found and the ratio of photo-current to dark current （lph/IDark） is found to be 1.24.

Classification of human emotion from EEG using discrete wavelet transform

In this paper, we summarize the human emotion recognition using different set of electroencephalogram (EEG) channels using discrete wavelet transform. An audio-visual induction based protocol has been designed with more dynamic emotional content for inducing discrete emotions (disgust, happy, surprise, fear and neutral). EEG signals are collected using 64 electrodes from 20 subjects and are placed over the entire scalp using International 10-10 system. The raw EEG signals are preprocessed using Surface Laplacian (SL) filtering method and decomposed into three different frequency bands (alpha, beta and gamma) using Discrete Wavelet Transform (DWT). We have used “db4” wavelet function for deriving a set of conventional and modified energy based features from the EEG signals for classifying emotions. Two simple pattern classification methods, K Nearest Neighbor (KNN) and Linear Discriminant Analysis (LDA) methods are used and their performances are compared for emotional states classification. The experimental results indicate that, one of the proposed features (ALREE) gives the maximum average classification rate of 83.26% using KNN and 75.21% using LDA compared to those of conventional features. Finally, we present the average classification rate and subsets of emotions classification rate of these two different classifiers for justifying the performance of our emotion recognition system.

Quantifying of Paraplegic Patient Facial Agitation Based on Fuzzy k-NN

A non-specific symptom of one or more physical, or psychological processes in which screaming, shouting, complaining, moaning, cursing, pacing, fidgeting or wandering pose risk or discomfort, become disruptive or unsafe or interfere with the delivery of care are called agitation. Individuals in agitation manifest their condition through "pain behavior", which includes facial expressions. Clinicians regard the patient’s facial expression as a valid indicator for pain and pain intensity. Hence, correct interpretation of the facial agitation of the patient and its correlation with pain is a fundamental step in designing an automated pain assessment system. Computer vision techniques can be used to quantify agitation in sedated patients in Intensive Care Unit (ICU). In particular, such techniques can be used to develop objective agitation measurements from patient motion. In the case of paraplegic patients, whole body movement is not available, and hence, monitoring the whole body motion is not a viable solution. Hence in this case, the author measured head motion and facial grimacing for quantifying facial patient agitation in critical care based on Fuzzy k-NN.
