The weather conditions of the summer of 2022 were very unusual,particularly in Eastern Asia,Europe,and North America.The devasting impact of climate change has come to our attention,with much hotter and drier conditions,and with more frequent and intense flooding events.Some extreme events have reached a dangerous level,increasingly threatening human lives.The interconnected risks caused by these extreme disaster events are triggering a chain effect,forcing us to respond to these crises through changes in our living environment,which affect the atmosphere,the biosphere,the economy including the availability of energy,our cities,and our global society.Moreover,we have to confront the abnormal consequences of untypical,rapid changes of extreme events and fast switches between extreme states,such as from severe drought to devastating flooding.Recognizing this new situation,it is crucial to improve the adaptation capacity of our societies in order to reduce the risks associated with climate change,and to develop smarter strategies for climate governance.High-quality development must be science-based,balanced,safe,sustainable,and climate-resilient,supported by the collaborative governance of climate mitigation and adaptation.This article provides some recommendations and suggestions for resilience building and collaborative governance with respect to climate adaptation in response to a new planetary state that is characterized by more frequent and severe extreme weather events.

灾害风险综合研究(IRDR)计划是由原国际科学联盟理事会(ICSU)、原国际社会科学理事会(ISSC)和联合国国际减灾战略(UNISDR)发起的为期10年的国际大科学计划。2009年,IRDR国际项目办公室(IRDR IPO)由中国科学技术协会成功申办并落地中国,成为ICSU在亚洲设立的首个国际大科学计划。IRDR计划通过10年实施,成为全球灾害风险综合研究旗舰计划,建成广泛的全球灾害风险综合研究网络,形成有效的国际科学计划管理机制,取得四大成果:(1)我国首次成功落地ICSU国际大科学计划;(2)成功运行IRDR计划10年,确保了计划圆满实施;(3)提升了全球灾害与风险科技治理水平;(4)促成“新十年”IRDR二期计划的设立。同时,利用IRDR计划这一项目平台学习了国际的先进理念,贡献了中国智慧和力量,为我国组织国际大科学计划提供了经验,为全球综合减灾作出了重要贡献。

A trajectory shaping guidance law with field-of-view angle constraint and terminal limits

In this paper, a trajectory shaping guidance law,which considers constraints of field-of-view(FOV) angle, impact angle, and terminal lateral acceleration, is proposed for a constant speed missile against a stationary target. First, to decouple constraints of the FOV angle and the terminal lateral acceleration, the third-order polynomial with respect to the line-ofsight(LOS) angle is introduced. Based on an analysis of the relationship between the looking angle and the guidance coefficient,the boundary of the coefficient that satisfies the FOV constraint is obtained. The terminal guidance law coefficient is used to guarantee the convergence of the terminal conditions. Furthermore, the proposed law can be implemented under bearingsonly information, as the guidance command does not involve the relative range and the LOS angle rate. Finally, numerical simulations are performed based on a kinematic vehicle model to verify the effectiveness of the guidance law. Overall, the work offers an easily implementable guidance law with closed-form guidance gains, which is suitable for engineering applications.

Chemoresistance has long been the bottleneck of ovarian cancer(OC)prognosis.It has been shown that mitochondria play a crucial role in cell response to chemotherapy and that dysregulated mitochondrial dynamics is intricately linked with diseases like OC,but the underlying mechanisms remain equivocal.Here,we demonstrate a new mechanism where CRL4^(CUL4A/DDB1)manipulates OC cell chemoresistance by regulating mitochondrial dynamics and mitophagy.CRL4^(CUL4A/DDB1)depletion enhanced mitochondrial fission by upregulating AMPKα^(Thr172)and MFF^(Ser172/Ser146)phosphorylation,which in turn recruited DRP1 to mitochondria.CRL4^(CUL4A/DDB1)loss stimulated mitophagy through the Parkin-PINK1 pathway to degrade the dysfunctional and fragmented mitochondria.Importantly,CRL4^(CUL4A/DDB1)loss inhibited OC cell proliferation,whereas inhibiting autophagy partially reversed this disruption.Our findings provide novel insight into the multifaceted function of the CRL4 E3 ubiquitin ligase complex in regulating mitochondrial fission,mitophagy,and OC chemoresistance.Disruption of CRL4^(CUL4A/DDB1)and mitophagy may be a promising therapeutic strategy to overcome chemoresistance in OC.

自20世纪90年代中期起,德国将联合国教科文组织的“人与生物圈计划”(MAB)及其主要抓手——生物圈保护区作为一条参与全球治理的途径。德国的举措包括:阐明该国有关MAB国际化的立场,即着重发展伙伴关系、强调对外发展援助具有实效性,以及确保行动路线清晰并具有可操作性;建立联邦多机构协同机制,集聚外交、财政、智力和技术等资源支持他国生物圈保护区的发展;面向全球,尤其是优先关注非洲。德国的案例显示,该国利用MAB参与全球治理的动力来自MAB自身所具有的机制上的灵活性,以及MAB核心使命符合并便于统筹该国及国际社会的共同利益。基于德国的经验,同时考虑中国当前在国际合作领域面临的挑战和机遇,建议中国有关部门:深入认识MAB在品牌、议题和机制上的优势;将MAB纳入国家对外发展战略和行动计划,并动员国家多部门的力量,尤其是协调相关政府部门与中国科学院共同领导中国MAB国际化事业,并积极促成涵盖政策制定者、科学研究者、金融提供者和民生服务者等多方力量支撑机制的形成;充分发挥MAB在中国长期发展中积累的科技优势的示范和引领作用;深化中德两国在MAB领域面向未来的国际合作。从长远上来看,中国MAB的国际化战略宜以生态文明和人类命运共同体理念帮助凝聚全球共识,并借助MAB这一广泛且具有灵活性的平台加强南北合作及南南合作,为可持续发展等全球治理共性议题作出贡献;而且在中国当前面临的充满巨大挑战的国际环境下,还可通过加强面向欧洲等区域的合作,协助打开中国国际合作新局面,进一步支撑国家整体外交。

NO-AMPK通路对牛肉宰后成熟过程中蛋白特性与肉品质的影响

为研究宰后NO-AMPK通路对牛肉蛋白特性及肉品质的影响,以一氧化氮合成酶(NOS)抑制剂L-NAME、一磷酸腺苷活化蛋白激酶(AMPK)抑制剂Compound C处理的牛臀股四头肌为研究对象,生理盐水处理作为对照,将肉样与处理液在4℃条件下1∶1(g∶mL)混合浸泡12 h后,在成熟0、6、12、24、48、72、120 h测定肉样的蛋白功能特性、保水性、嫩度以及肌肉组织结构等相关指标。结果显示,L-NAME组中一氧化氮NO含量在6~72 h显著低于对照组(P<0.05);3组中AMPK活性先增大后减小,L-NAME组和Compound C组中AMPK活性在6 h分别比对照组降低14.78%和26.75%;L-NAME组中总蛋白溶解性在6、24 h低于Compound C组,高于对照组(P<0.05),表面疏水性在12、48 h显著低于对照组(P<0.05)并高于Compound C组;L-NAME组中剪切力仅在48 h显著高于对照组并低于Compound C组(P<0.05);对照组中肉样蒸煮损失最大,Compound C组中肉样蒸煮损失最小。以上结果表明,牛肉宰后成熟过程中,NO能够通过AMPK通路改善牛肉嫩度,但对其保水性产生了不利影响。本研究结果可为牛肉宰后能量代谢及肉品质控制相关研究提供一定的理论基础。

Robust missile autopilot design based on dynamic surface control

Since the dynamical system and control system of the missile are typically nonlinear, an effective acceleration tracking autopilot is designed using the dynamic surface control(DSC)technique in order to make the missile control system more robust despite the uncertainty of the dynamical parameters and the presence of disturbances. Firstly, the nonlinear mathematical model of the tail-controlled missile is decomposed into slow acceleration dynamics and fast pitch rate dynamics based on the naturally existing time scale separation. Secondly, the controller based on DSC is designed after obtaining the linear dynamics characteristics of the slow and fast subsystems. An extended state observer is used to detect the uncertainty of the system state variables and aerodynamic parameters to achieve the compensation of the control law. The closed-loop stability of the controller is derived and rigorously analyzed. Finally, the effectiveness and robustness of the design is verified by Monte Carlo simulation considering different initial conditions and parameter uptake. Simulation results illustrate that the missile autopilot based DSC controller achieves better performance and robustness than the other two well-known autopilots.The method proposed in this paper is applied to the design of a missile autopilot, and the results show that the acceleration tracking autopilot based on the DSC controller can ensure accurate tracking of the required commands and has better performance.

Line-of-sight rates extraction of roll-pitch seeker under anti-infrared decoy state

In this paper,the method of extracting guidance information such as the line-of-sight(LOS)rates under the anti-infrared decoy state for the roll-pitch seeker is researched.Coordinate systems which are used to describe the angles transform are defined.The LOS angles reconstruction model of the roll-pitch seeker in inertial space is established.A Kalman filter model for extracting LOS rates of the roll-pitch seeker is proposed.In this model,the target performs constant acceleration(CA)model maneuvers.The error model of LOS rates extraction under infrared decoy state is established.Several existing methods of extracting LOS rates under anti-infrared decoy state are listed in this paper.Different from the existing methods,a novel method that uses extrapolated values of target accelerations as filter measurements is proposed to solve the guidance information extraction problem under the anti-infrared decoy state.Numerical simulations are conducted to verify the effectiveness of the proposed method under different target maneuvering models such as the CA model,the CA extended model and the singer model.The simulation results show that the proposed method of extracting guidance information such as LOS rates for the rollpitch seeker under the anti-infrared decoy state is effective.

AIM: To study the oxidative DNA damage to adolescents of hepatocellular carcinoma (HCC) families in Guangxi Zhuang Autonomous Region, China.METHODS: Peripheral leukocytes' DNA 7, 8-dihydro-8-oxoguanine (8-oxoG) and repair enzyme hOGG1 were quantified by flow-cytometry. hOGG1-Cys326Ser single nucleotide polymorphism (SNP) was distinguished by polymerase chain reaction-single strand conformational polymorphism (PCR-SSCP) assay.RESULTS: There was a positive correlation between 8-oxoG and repair enzyme hOGG1 expression (P＜0.001). HCC children (n=21) in Fusui county had a higher level of hOGG1(P＜0.01) and a lower level of 8-oxoG (P＜0.05) than the controls (n=63) in Nanning city. Children in Nanning exposed to passive-smoking had a higher hOGG1 expression (P＜0.05)than the non-exposers. 8-oxoG and hOGG1 were negatively correlated with body mass index, while hOGG1 was positively correlated with age. There was a peak of 8-oxoG level nearby the 12 year point. Individuals with the hOGG1 326Ser allele had a significantly marginal higher concentration of leukocyte 8-oxoG level than hOGG1 326Cys allele.CONCLUSION: This is the first report using flow-cytometry to simultaneously quantify both the DNA oxidative damage and its repairing enzyme hOGG1. The results provide new insights towards a better understanding of the mechanisms of oxidative stress in a population highly susceptible to hepatocarcinogenesis.

It is unequivocal that human influence has warmed the planet,which is seriously affecting the planetary health including human health.Adapting climate change should not only be a slogan,but requires a united,holistic action and a paradigm shift from crisis response to an ambitious and integrated approach immediately.Recognizing the urgent needs to tackle the risk connection between climate change and One Health,the four key messages and recommendations that with the intent to guide further research and to promote international cooperation to achieve a more climate-resilient world are provided.
