Plants have been used as good bio-indicators and genetic toxicity of environmental pollution in recent years. In this study, aquatic plants Hydrilla verticillata and Ceratophyllum demersum treated with 10umol/L Cd, 5 umol/L Hg, and 20 umol/L Cu for 96 h, showed changes in chlorophyll, protein content, and in DNA profiles. The changes in DNA profiles included variation in band intensity, presence or absence of certain bands and even appearance of new bands. Genomic template stability test performed for the qualitative measurement of changes in randomly amplified polymorphic DNA （RAPD） profiles, showed significant effect at the given concentration of metals. Cloning and sequencing of bands suggested that these markers although may not be homologous to any known gene but its conversion as a sequence characterized amplified region （SCAR） marker is useful in detecting the effects of genotoxin agents.

Objective:This paper discusses methods for improving milk safety in smallholder ***:Analyzing best practices/experiences of selected countries and Ethiopian dairy farming as a case study(household survey and milk testing).Results:The coliform count was slightly higher than European *** value of total bacterial count found was higher than the standard of bacteriological quality of *** Cell count is slightly higher than US standard,but it is in the range of the EU ***,there were other associated challenges facing dairy farmers,including shortage of feed concentrate and water,milk marketing,health of dairy stock,and manure *** better practices were also observed including literacy and dairying experience of smallholder dairy *** this,increased availability of some dairy stakeholders and their efforts would also be an added *** efforts of private veterinarians to engage in provision of drugs and on-call home-treatment for stall-fed cows were good,but this needs to be complemented with laboratory based-diagnostic/clinical and advisory services prevent ***:Improvement of milk safety can be achieved through good management practices by dairy farmers,market incentives,and increased efforts of various stakeholders and the adoption of best *** this regard,a coordinated action involving all stakeholders is needed to implement preventative/control measures,quality management strategies,and appropriate regulation while supporting and building capacity of smallholder dairy producers to minimize risks associated with milk production.

Analyzing the Effectiveness of Policy Implementation at the Local Level: A Case Study of Management of the 2009–2010 Drought in Yunnan Province, China

Several research efforts have focused primarily on policy implementation and improving innovative actions to address disaster risks. Discussions are ongoing on how to measure the effectiveness of policy implementation at the local level. But there is no definitive theory of effective policy implementation, and very few frameworks have been found acceptable as the basis of an analysis of the effectiveness of policy implementation, especially on droughts. Based on the 2009–2010 extreme drought in Yunnan, China, this article presents a modified framework to assess the effectiveness of policy implementation by defining policy, practice, and performance, as well as a feedback loop by which to share the lessons learned. Water conservancy projects in Luliang County and the agricultural diversity program in Longyang County in Yunnan Province were analyzed from a farmers' perspective. It was found that farmers are highly dependent on government policies and projects, and the effectiveness of policies is measured by short-term, immediate, and tangible benefits rather than long-term adaptation strategies. The results highlight the urgent need to reduce risks by developing better awareness about climate change and drought and its impacts, increased understanding of drought hazards, and implementation of appropriate measures for long-term adaptation.
