U-Abundant Semigroups with Ehresmann Transversals

A class of weakly U-abundant semigroups satisfying the congruence condition （C） is investigated, which contains both the class of regular semigroups and the class of abundant semigroups as its subclasses. In particular, the class of weakly U-abundant semigroups satisfying the congruence condition （C） with Ehresmann transversals is studied. After giving some properties of U-abundant semigroups with Ehresmann transversals, we establish some characterization theorems for such semigroups. Our results may be regarded as an extension of the work of Blyth, McAlister and McFadden in regular semigroups and that of El-Qallali, Guo and Chen in abundant semigroups.

THE INTERPLAY OF THE STATE AND THE FIRMS： OVERSEAS LISTING AS A GOVERNANCE INSTITUTION FOR CHINESE SOEs

There are both considerable horizontal and vertical governance problems with the Chinese state-owned-enterprises （SOEs）, which mean the firm operators are basically unaccountable. Due to the SOEs＇privileged positions in the Chinese political economy, almost all kinds of traditional institutions of corporate governance are far from perfect. Thus the value of overseas listing as a governance mechanism is highlighted, and that could be well revealed by a deeper analysis of the cost-and-benefit balance done by the government, which controls the SOEs and makes the real decision of overseas listing. Such a listing wouM bring a variety of economic benefits to SOEs, but the major driver for the action is the government＇s wishes to employ an effective mechanism to restructure and discipline the old SOEs, solve the problems such as manager slack and still keep things under control A change of the main overseas listing place from New York to Hong Kong after the shock of a class action further testifies such considerations from the state. But interestingly, during this process, bound by the external rules, the powerful state itself has gradually been driven in a more market-oriented and rule-abiding direction. This implies the complexity of the interplay of the state and the firm and reflects a typical market-oriented reform and an institutional evolution story of China in the past decades.

Agenda Setting on FAIR Guidelines in the European Union and the Role of Expert Committees

The FAIR Guidelines were conceptualised and coined as guidelines for Findable, Accessible, Interoperable and Reusable(FAIR) data at a conference held at the Lorentz Centre in Leiden in 2014. A relatively short period of time after this conference, the FAIR Guidelines made it onto the public policy agenda of the European Union. Following the concept of Kingdon, policy entrepreneurs played a critical role in creating a policy window for this idea to reach the agenda by linking it to the policy of establishing a European Open Science Cloud(EOSC). Tracing the development from idea to policy, this study highlights the critical role that expert committees play in the European Union. The permeability of the complex governance structure is increased by these committees, which allow experts to link up with the institutions and use the committees to launch new ideas. The High Level Expert Groups on the EOSC provided the platform from which the FAIR Guidelines were launched, and this culminated in the adoption of the FAIR Guidelines as a requirement for all European-funded science. As a result, the FAIR Guidelines have become an obligatory part of data management in European-funded research in 2020 and are now followed by other funders worldwide.

CALCULATION OF VISCOUS FLOW AROUND CIRCULAR CYLINDER WITH THREE-DIMENSIONAL NUMERICAL SIMULATION

Three-dimensional numerical simulation of a uniform incompressible viscous flow around a stationary circular cylinder was conducted. The CFX-4 software was used to calculate the hydrodynamic characteristics of the flow and the finite volume method for incompressible Navier-Stokes equations was employed in the program. The simulation of the flow was performed for Re=1013 and RE=104 respectively within the sub-critical region. In order to overcome numerical instability for the high Reynolds number flows, a quadratic upwind scheme was incorporated for the Navier-stokes equations. The periodicity boundary condition was used at the ends of the cylinder. It was found that the evolution of the lift and drag coefficients in each plane along the cylinder span is different. Comparison between the predicted results based on the three-dimensional and the two-dimensional analysis was also given. It is concluded that at high Reynolds number the effect of three-dimensionality of the flow around the circular cylinder is remarkable, and in addition hydrodynamic coefficients with of 3-D simulation are less than those given by 2-D simulation.

Person-centered endoscopy safety checklist: development,implementation,and evaluation

AIM To describe the development and implementation of a person-centered endoscopy safety checklist and to evaluate the effects of a "checklist intervention".METHODS The checklist,based on previously published safety checklists,was developed and locally adapted,taking patient safety aspects into consideration and using a person-centered approach. This novel checklist was introduced to the staff of an endoscopy unit at a Stockholm University Hospital during half-day seminars and team training sessions. Structured observations of the endoscopy team's performance were conducted before and after the introduction of the checklist. In addition,questionnaires focusing on patient participation,collaboration climate,and patient safety issues were collected from patients and staff. RESULTS A person-centered safety checklist was developed and introduced by a multi-professional group in the endoscopy unit. A statistically significant increase in accurate patient identity verification by the physicians was noted(from 0% at baseline to 87% after 10 mo,P < 0.001),and remained high among nurses(93% at baseline vs 96% after 10 mo,P = nonsignificant). Observations indicated that the professional staff made frequent attempts to use the checklist,but compliance was suboptimal: All items in the observed nurse-led "summaries" were included in 56% of these interactions,and physicians participated by directly facing the patient in 50% of the interactions. On the questionnaires administered to the staff,items regarding collaboration and the importance of patient participation were rated more highly after the introduction of the checklist,but this did not result in statistical significance(P = 0.07/P = 0.08).
