Image blending is one of the alternative methods to fill temporal gaps in the monitoring of historical vegetation properties using continuous NDVI derived from Landsat 5 TM/7 ETM+and 8 OLI *** cloud occurrence in the tropical upstream catchment limits the use of image blending methods that allow to employment of a single pair base *** study aims to evaluate two image blending methods with nine input data configurations to select the most applicable *** plots and statistical indices such as ME,RMSE,model efficiency and structure similarity showed FSDAF outperforms STARFM in generating both synthetic Landsat 8 OLI NDVI and Landsat 5 TM/7 ETM+NDVI when employing unsupervised and supervised classification images,respectively,where both were applied along with MODIS NDVI 250 m *** generating synthetic Landsat 5 TM/7 ETM+NDVI using AVHRR NDVI,both algorithms performed ***,when considering the temporal over spatial variance ratio between base reference and predictor images,both algorithms performed almost similar when the value close to *** study shows that selection of image blending algorithm with use single pair base reference image should consider input data configuration and temporal over spatial variance ratio.

自然灾害的频繁发生已经成为一个重大的国际问题。自然灾害影响着世界经济和人们的社会生活。马达加斯加也不例外,每年会或多或少面临各种自然灾害。近年来,马达加斯加一直受到重大自然灾害的影响,如洪水、干旱、飓风等等。各种自然灾害的频繁发生,不仅影响国家的社会和经济发展,而且对人民的生命和财产的安全也构成了严重的威胁。因此,加强应急管理机制的建立尤其是针对自然灾害的应急管理机制,提高政府和私营部门的应急管理能力,是马达加斯加政府需要解决的一个现实挑战。笔者运用文献分析法、案例分析法等研究方法,结合马达加斯加ANDROY地区自然灾害应急管理的具体案例,分析马达加斯加在应对自然灾害中机制、能力等等方面的问题,并总结了中国应急管理自然灾害干旱的成功经验为马达加斯加政府的自然灾害应急管理综合能力和应急管理机制构建提供借鉴。具体机制如下:灾害前的预警机制;灾害中的响应机制包括建立马达加斯加应急协调机制、应对自然灾害的应急保障机制以及应急管理社会动员机制;灾害后的恢复机制,为马达加斯加自然灾害管理工作提供参考,对马达加斯加的应急管理能力和促进国家社会经济发展的努力有一定的帮助。因此,本文对马达加斯加的应急管理研究具有实际意义和理论意义。

Noise due to surface wind and temperature is a problem in infrasound. Efficiency of IMS network concerns scientists. It is obvious to find the causes of deficiencies of detection of infrasound station by studying background noise power with respect to the surface wind and the temperature. Data measured by MB2000 microbarometer of infrasound station I33MG are used for the study. Infrasound records are separated into 4 frequency bands centered respectively at: 1 Hz, 0.25 Hz, 0.0625 Hz and 0.0156 Hz. Effects of surface wind and temperature are studied by plotting the variations of the background noise power with respect to the temperature or wind speed in the four considered frequency bands and compared with the median of background noise power. The influence of temperature is manifested by a reduction in the number of low-frequency detection. The surface wind reduces the number of detection at a high frequency. An exponential function is proposed to predict the variations of the noise power in different observation frequencies and temperature and wind conditions. The paper examines the effects of grapefruit consumption in relation to drugs, obesity and cardiovascular risk factors. The review includes the most updated studies found in Pub-Med. The grapefruit effect refers to the ability of grapefruit juice and supplements to interact with a wide variety of pharmaceuticals, either enhancing or limiting their systemic availability. Due to altering the active dosage of the pharmaceutical, Grapefruit juice is commonly not allowed to be used alongside with many drugs. Naringin is the most important one, which can inhibit absorption of some drugs but more commonly 6’7’-dihydroxybergamottin, which inhibits CYP3A4. Lately, grapefruit has been found both in rats and adults to reduce body weight, blood pressure, improve lipid and hepatic profile and decrease platelet aggregation. These promising results must be followed by additional studies in order to add to the importance of the role and effects of grapefruit as part of our diet.

Neurotic angioedema may be secondary to ACE (Angiotensin-converting enzyme) inhibitor. From a case of neurotic angioedema in a hypertensive man under ACE (Angiotensin-converting enzyme) inhibitor, we expose the clinical characteristics typical of the edema and its evolution. A 73-year-old man has consulted for edema of the face and redness of the palmar surface of the hand not pruriginous for 2 days. He has already had conventional anti-edematous treatments but no changes. In the absence of a technical platform, no paraclinical examination was carried out. The cessation of ACE inhibitor and the administration of tranexamic acid were made immediately. Signs regressed within 24 hours. Neurotic angioedema is a diagnostic problem in countries where biological examination is still limited and if practitioners are unaware of the possibility of its occurrence during IEC treatment. While the patient’s prognosis depends on the precocity of management.

A Coastal Resilience Analysis of a Heterogeneous Landscape

This paper develops a fine-scaled analysis in order to determine the cost and benefit of flood protection using hardened coastal structures within a large coastal segment. The probability distribution of surges and the relative rate of sea level rise are estimated from local tidal data and combined with detailed GIS data of all buildings to compute flood damage. Examining a heterogeneous suburban coastline of 110 km length (Branford, Connecticut), the paper defines a complete set of small segments along the coast between high elevation points. For each segment, the study determines whether the benefit of seawalls exceeds the cost and the optimal height for each wall. The analysis compares a uniform wall across the entire town, a uniform wall across only the low lying parts of the coastline, and a unique wall in each micro segment that maximizes net benefits. The uniform wall across the entire town fails a benefit cost analysis. By simply restricting the wall to the 30% of the coastline that is low lying, the flood benefits begin to exceed the cost of the walls. By carefully identifying just the low lying segments where the benefit exceeds the cost, the overall benefit to cost ratio can be increased to 3 to 1. The optimal flood protection program builds walls along only 10% of the coastline. These optimal micro segments are dispersed throughout the entire town including inland along a coastal river. The optimal elevation of the top of the walls is 2.3 m which is well below the 1/100 year storm height of 3.2 m. The benefit versus cost does not justify protection against rare but locally catastrophic storms such as hurricanes. Sea level rise increases the benefits of protection but plays only a small role in current protection decisions.

Introduction: Chronic Myeloid Leukemia is a myeloproliferative disorder affecting hematopoietic stem cells. The specific cytogenetic abnormality is translocation (9;22) which leads to the BCR-ABL fusion gene. Methods: We did a bone marrow aspiration in our laboratory of haematology of university hospital Joseph Ravoahangy Andrianavalona Antananarivo. We studied myelogram and compared its result to the cytogenetic result. Results: Men were the most affected by this pathology and diagnostic average age was 51.2 years. Splenomegaly leukocytosis and myelemia were often present. Myelogram showed granulocytic hyperplasia and the t (9;22) were present in all the patients. Conclusion: Diagnosis is based on data from the NFS, the myelogram, the search for the Philadelphia chromosome and BCR-ABL fusion gene. These specialized techniques are still inaccessible for Malagasy patients.

Mathematical Model and Non-Pharmaceutical Control of the Coronavirus 2019 Disease in Madagascar

For Madagascar, with the uncertainty over vaccines against the novel coronavirus 2019 and its variants, non-pharmaceutical approach is widely used. Our objective is to propose a mathematical control model which will serve as a tool to help decision-makers in the strategy to be implemented to better face the pandemic. By separating asymptomatic cases which are often not reported and symptomatic who are hospitalized after tests;we develop a mathematical model of the propagation of covid-19 in Madagascar, by integrating control strategies. We study the stability of the model by expressing the basic reproduction number using the next-generation matrix. Simulation with different parameters shows the effects of non-pharmaceutical measures on the speed of the disease spread. By integrating a control parameter linked to compliance with barrier measures in the virus propagation equation, we were able to show the impacts of the implementation of social distancing measures on the basic reproduction number. The strict application of social distancing measures and total confinement is unfavorable for economic situation even if they allow the contamination to be reduced quickly. Without any restrictions, the disease spreads at high speed and the peak is reached fairly quickly. In this condition, hospitals are overwhelmed and the death rate increases rapidly.
