Resource allocation is one of the most important applications of data envelopment analysis(DEA).Usually,the resource to be allocated is directly related to the interests of decision-making units(DMUs),thus the dynamic non-cooperative game is one of the representative behaviours in the allocation process.However,it is rarely considered in the previous DEA-based allocation studies,which may reduce the acceptability of the allocation plan.Therefore,this paper proposes a DEA-based resource allocation method considering the dynamic non-cooperative game behaviours of DMUs.The authors first deduce the efficient allocation set under the framework of variable return to scale(VRS)and build the allocation model subjecting to the allocation set.Then an iteration algorithm based on the concept of the non-cooperative game is provided for generating the optimal allocation plan.Several interesting characteristics of the algorithm are proved,including i)the algorithm is convergent,ii)the optimal allocation plan is a unique Nash equilibrium point,and iii)the optimal allocation plan is unique no matter which positive value the initial allocation takes.Some advantages of the allocation plan have been found.For example,the allocation plan is more balanced,has more incentives and less outliers,compared with other DEA-based allocation plans.Finally,the proposed method is applied to allocate the green credit among the 30 Chinese iron and steel enterprises,and the results highlight the applicability of the allocation method and solution approach.Therefore,the approach can provide decision makers with a useful resource allocation tool from the perspective of dynamic non-cooperative game.

Considering Monopoly Maintenance Cost for an Automobile Purchase in China: A DEA-Based Approach

With the fast growing economy,China has become the biggest automobile market in the world.Many Chinese families buy automobiles to promote individual wellbeing and facilitate the convenience of lives.Automobile purchase has become a general and important decision for a Chinese family.However,it is always difficult to make a decision on the automobile purchase that balance the automobiles performance and its cost.Moreover,the automobile maintenance market in China is monopolistic.Thus,the maintenance cost is a significant consideration in automobile purchase decision.This paper employs the concept of data envelopment analysis(DEA)to measure cost performance of the automobile with considering the monopoly maintenance cost.The RCA(ratio of the total price of accessories of an automobile to the price of the automobile)100 index system is used to represent the maintenance cost of each automobile.The structure of the automobile maintenance market can be reflected with including the RCA 100 index system in the performance evaluation.Results of the case study of 28 automobiles in China verify the necessity of considering the maintenance cost in automobile purchase decision.

Data envelopment analysis （DEA） is an effective non-parametric method for measuring the relative efficiencies of decision making units （DMUs） with multiple inputs and outputs. In many real situations, the internal structure of DMUs is a two-stage network process with shared inputs used in both stages and common outputs produced by the both stages. For example, hospitals have a two-stage network structure. Stage 1 consumes resources such as information technology system, plant, equipment and admin personnel to generate outputs such as medical records, laundry and housekeeping. Stage 2 consumes the same set of resources used by stage 1 （named shared inputs） and the outputs generated by stage 1 （named intermediate measures） to provide patient services. Besides, some of outputs, for instance, patient satisfaction degrees, are generated by the two individual stages together （named shared outputs）. Since some of shared inputs and outputs are hard split up and allocated to each individual stage, it needs to develop two-stage DEA methods for evaluating the performance of two-stage network processes in such problems. This paper extends the centralized model to measure the DEA efficiency of the two-stage process with non split-table shared inputs and outputs. A weighted additive approach is used to combine the two individual stages. Moreover, additive efficiency decomposition models are developed to simultaneously evaluate the maximal and the minimal achievable efficiencies for the individual stages. Finally, an example of 17 city branches of China Construction Bank in Anhui Province is employed to illustrate the proposed approach.

A Novel Ratio-Based Parallel DEA Approach for Evaluating the Energy and Environmental Performance of Chinese Transportation Sectors

As a high-energy-consumption and high-CO2-emission industry in China,the transportation sector has been under increasing pressure to improve its performance.This paper develops a novel parallel DEA approach to measure Chinese transportation sector's energy and environmental performance (EEP) over all possible weights,which is to avoid the risk of using the extreme or the most favorable weights in performance evaluation.In our method,the transportation sector is consisted of two parallel subsystems (passenger transportation and freight transportation) with shared inputs and undesirable shared outputs.All possible weights are considered in the EEP evaluation,then the EEP of a transportation sector is represented by a ranking interval.Finally,the proposed approach is applied to the transportation sectors in 30 Chinese provinces.Results show that the best and the worst ranking of most provinces vary greatly.Besides,the EEP of most provinces is hard to dominate others strictly,but the general tendency is the EEP of eastern provinces better than western provinces.Furthermore,the EEP difference of some adjacent provinces with similar features is distinct.These findings are not all the same as previous studies,which verifies the necessity of considering all possible weights in performance evaluation.Therefore,our method provides a new point of view in performance evaluation and can give more robust results for decision makers.

降低国有持股比例作为国有企业混合所有制改革的一种方式,对实现国有资产保值增值、提高国有股东持股效率具有重要意义。本文选取2010—2019年中国A股制造业国有企业数据,从政府补助程度与组织复杂程度两个角度出发,基于三阶段DEA模型,在剔除环境因素和随机噪声影响后的企业效率指标基础上,构建多期DID模型讨论国有持股比例降低对国企全要素生产率的影响。结果表明:国有持股比例降低能显著提高国企全要素生产率,且有两年滞后期影响效应。其中,减少政府补助程度、优化组织复杂程度会提升企业全要素生产率。进一步发现,竞争性行业、资本密集型行业的国企,混改后的全要素生产率提升更为显著;高杠杆风险国企、低“委托‐代理”成本的国企,混改后的全要素生产率提升更为显著。本文基于混合所有制改革视角入手,探究国有持股比例降低对国企全要素生产率影响,为下一步混改方向提出相应政策建议。

The biotransformation of food waste(FW)to bioenergy has attracted considerable research attention as a means to address the energy crisis and waste disposal problems.To this end,a promising technique is two-stage anaerobic digestion(TSAD),in which the FW is transformed to biohythane,a gaseous mixture of biomethane and biohydrogen.This review summarises the main characteristics of FW and describes the basic principle of TSAD.Moreover,the factors influencing the TSAD performance are identified,and an overview of the research status;economic aspects;and strategies such as pre-treatment,co-digestion,and regulation of microbial consortia to increase the biohythane yield from TSAD is provided.Additionally,the challenges and future considerations associated with the treatment of FW by TSAD are highlighted.This paper can provide valuable reference for the improvement and widespread implementation of TSAD-based FW treatment.

Neighborhood predictors of short sleep duration and bedtime irregularity among children in the United States: results from the 2019-2020 National Surveyof Children's Health

Background Environmental factors may contribute to short sleep duration and irregular bedtime in children.Neighborhood factors and children's sleep duration and bedtime regularity remain a less investigated area.The aim of this study was to investigate the national and state-level proportions of children with short sleep duration and irregular bedtime and their neighborhood predictors.Methods A total of 67,598 children whose parents completed the National Survey of Children's Health in 2019-2020 were included in the analysis.Survey-weighted Poisson regression was used to explore the neighborhood predictors of children's short sleep duration and irregular bedtime.Results The prevalence of short sleep duration and irregular bedtime among children in the United States(US)was 34.6%[95%confidence interval(CI)=33.8%-35.4%]and 16.4%(95%CI=15.6%-17.2%)in 2019-2020,respectively.Safe neighborhoods,supportive neighborhoods,and neighborhoods with amenities were found to be protective factors against children's short sleep duration,with risk ratios ranging between 0.92 and 0.94,P<0.05.Neighborhoods with detracting elements were associated with an increased risk of short sleep duration[risk ratio(RR)=1.06,95%CI=1.00-1.12]and irregular bedtime(RR=1.15,95%CI=1.03-1.28).Child race/ethnicity moderated the relationship between neighborhood with amenities and short sleepduration.Conclusions Insufficient sleep duration and irregular bedtime were highly prevalent among US children.A favorable neighborhood environment can decrease children's risk of short sleep duration and irregular bedtime.Improving the neighborhood environment has implications for children's sleep health,especially for children from minority racial/ethnic groups.

As an important part of nonstructural components,the seismic response of indoor water supply pipes deserves much attention.This paper presents shaking table test research on water supply pipes installed in a full-scale reinforced concrete(RC)frame structure.Different material pipes and different methods for penetrating the reinforced concrete floors are combined to evaluate the difference in seismic performance.Floor response spectra and pipe acceleration amplification factors based on test data are discussed and compared with code provisions.A seismic fragility study of displacement demand is conducted based on numerical simulation.The acceleration response and displacement response of different combinations are compared.The results show that the combination of different pipe materials and different passing-through methods can cause obvious differences in the seismic response of indoor riser pipes.
