Assessing Marine Protected Areas Effectiveness: A Case Study with the Tobago Cays Marine Park

Given the socio-economic consequences associated with declaring areas of ocean protected in order to achieve conservation objectives, this paper contributes to the growing global need to assess Marine Protected Areas (MPAs) as an effective management tool. It adds to the current body of knowledge on MPA effectiveness by conducting an evaluation of the Tobago Cays Marine Park (TCMP), located in St. Vincent and the Grenadines (SVG) in the eastern Caribbean, using a modified MPA effectiveness framework. Due to the limited information existing about the current performance of this MPA, this assessment also provides needed insight on the effect that the TCMP is having on the marine ecosystem, as well as its overall management performance. By comparing the performance of the MPA over a 10-year span (2007 and 2016), the results indicate that overall, the TCMP could be described as having limited success when key management categories of context, planning, input, process, output and outcomes are evaluated. In particular, efforts dedicated to planning, process and outcomes are assessed as deficient. Furthermore, the analysis revealed that efforts to realize the stated goals relating to conservation, public awareness and public education were being neglected. However, considerable effort was being expended by TCMP staff on achieving the remaining goal focusing on deriving economic benefits from touristic activities in the Park. Preliminary field research examining the effects of the TCMP on the abundance and density of an economically important species, Lobatus gigas, (commonly referred to as the queen conch) showed the TCMP as having no effect towards conch protection. The results and recommendations of this study, combined with continued monitoring of a recommended targeted suite of indicators, could contribute to better-informed adaptive MPA management, leading to progress towards the achievement of the stated goals for the TCMP.

Traffic microsimulation is an essential tool in urban transportation and road planning. Its calibration is essential to attain representative results validated with real-world conditions. VISSIM (Verkehr in Städten—SIMulationsmodell) operates with the Wiedemann’s psycho-physical car-following model for freeway travel that considers safety distances (standstill and movement) during simulation. Calibration in this paper was achieved by using two different approaches: a) manual and b) genetic algorithm (with the GEH statistic formula) calibration techniques. Calibration and validation of this model were performed at the Periferico de la Juventud expressway in Chihuahua City, in northern Mexico. The Periferico de la Juventud (PDJ) has a N-S orientation and a length of ca. 20 km, with its northern section being its most congested portion. Its highest vehicle volume occurs at noon, with 3700 vehicles per hour, with 95% being passenger cars and the other 5% heavy goods vehicles. PDJ’s speed limit is 70 km·h-1, but the driver’s behavior has a tendency towards the aggressive performance. A total of 82 standstill and 82 look-ahead distances were obtained from unmanned aerial vehicles (UAV) images, with values ranging from 0.8 to 4.7 m and from 0.2 to 28 m, respectively. VISSIM calibrated parameter values were calculated for this expressway, being slightly above than the VISSIM default ones;and was validated with travel times and look-ahead distances. Results contribute information for the city’s future installment of public transportation systems, and should help decision makers deal with future urban planning.

Background: The pure arterial malformation (PAM) lesion has been recently described as a vascular pathology characterized by the sole presence of coiled, sometimes ectatic, arterial loops. 2% of the fusiform aneurysms are located in the vertebral-posterior inferior cerebellar arteries. Case Presentation: A 60 years old female with subarachnoid hemorrhage was diagnosed with a fusiform aneurysm in the right PICA related with a PAM in the digital subtraction angiography (DSA). With a negative super-selective Wada test, the patient was treated with embolization of the two lesions and the PICA for being in the same arterial territory with adhesive embolic liquid under roadmap fluoroscopy technique. The patient had a satisfactory clinical evolution and no added neurological deficit, so she was discharged 3 days after the treatment. Conclusion: These two vascular lesions located in the same artery are very rare and more in the PICA territory. It is important to make the best decision to treat them because of the potential complications;that’s why the procedure was supported with super-selective Wada test and neuromonitoring of the PICA territory. The injection of the mixture of NBCA and Lipiodol® under roadmap fluoroscopy is very safe.

At Ophthalmology Department of Civil Hospital of Culiacan, we investigated the inmediate effect of intravitreal injection of Bevacizumab on the IOP （intra ocular pressure） 30 min before and 24 h was measured after application of 0.1 mL of Bevacizumab （Avastin） to 67 patients under sterile technique in operating room, with topical anesthetic tetracaine at 3.5 mm from the sclerocomeal junction. Pre-application average IOP was 13.5 ± 2.6 mmHg, and post-implementation IOP was 13.8 ± 2.6 mmHg. Diagnostics： PDR ＋ MESC （proliferative diabetic retinopathy with macular edema significant clinically） in 26 patients （38.8%）, NPDRSC （nonproliferative diabetic retinopathy significant clinical） in 14 patients （20.9%）, wet AMD （age related macular degeneration） in 14 patients （20.9%）, OCRV （occlusion central retinal vein） in 3 patients （4.5%）, OBRV （occlusion of branch retinal vein） in 3 patients （4.5%）, SCChR （serous central chorioretinopathy） in 2 patients （4.5%）, ChNnoA-R （choroidal neovasculaxization no age related） in 2 patients （3%）, CME （cystoid macular edema） in 2 patients （3%）.
