摘 要：Multi-port and waterway region comprehensive carrying capacity assessment system has characteristic of complex nonlinearity and *** this paper,synthetic assessment method and systematic procedure for multi-region are presented based on cloud theory.A normalized membership determination method is proposed for meeting the reasonability of index membership *** presented method works well in the multi-port and waterway *** shows the method has advantages of concision,*** randomness and ambiguity of assessment indexes’ membership can be reflected in the assessment procedure,so the assessment results are practical significance,and these can provide reliable basis for the regional scientific management.
