Tropical glaciers are extremely sensitive to a warming climate. In this paper, the evolution of the remaining tropical glaciers in Australasia(Irian Jaya, Indonesia) during the period 1988-2015 was quantified. Landsat series images, a digital elevation model from SRTM, and previously published data were used. Estimated total glacier area in 1988, 1993, 1997 and 2004 was 3.85 km2±0.13 km2, 3.01 km2±0.08 km2, 2.49 km2±0.07 km2 and 1.725 km2 ±0.042 km2, respectively. Only 0.58 km2±0.016 km2 glacierized area remained in 2015 in Puncak Jaya, which is about 84.9% loss in just 27 years. If this rate continued, the remaining tropical glaciers in Australasia would disappear in the 2020 s. Timeseries analysis of climate variables showed significant positive trends in air temperature(0.009°C per year) and relative humidity(0.43% per year) but no considerable tendency was observed for precipitation. Warming climate together with mining activities would accelerate loss of glacier coverage in this region.

Most climate models project a weakening of the Walker circulation under global warming scenarios. It is argued, based on a global averaged moisture budget, that this weakening can be attributed to a slower rate of rainfall increase compared to that of moisture increase, which leads to a decrease in ascending motion. Through an idealized aqua-planet simulation in which a zonal wavenumber-1 SST distribution is prescribed along the equator, we find that the Walker circulation is strengthened under a uniform 2-K SST warming, even though the global mean rainfall-moisture relationship remains the same. Further diagnosis shows that the ascending branch of the Walker cell is enhanced in the upper troposphere but weakened in the lower troposphere. As a result, a ＂double-cell＂ circulation change pattern with a clockwise （anti-clockwise） circulation anomaly in the upper （lower） troposphere forms, and the upper tropospheric circulation change dominates. The mechanism for the formation of the ＂double cell＂ circulation pattern is attributed to a larger （smaller） rate of increase of diabatic heating than static stability in the upper （lower） troposphere. The result indicates that the future change of the Walker circulation cannot simply be interpreted based on a global mean moisture budget argument.

Recently, unexpected inundation damages from local heavy rain and typhoons due to climate changes have increased in Korea. To reduce the flood related damages, a decision support system has been developed to improve decision making and disaster assessment in which a three-dimensional semi-implicit numerical model was used to simulate inundation aspects and the geographical information, such as building information, population, utilities and land use patterns to support decision making. The Munsan City area, where there were three big inundation damages in 1996, 1998 and 1999, respectively, is selected to test the developed decision model. To test the simulation model and the simulated geographical information, hydraulic data, hydrology data and geographic data, such as digital maps of 1/1,000 and 1/5,000 scale, cadastral maps, building plan, and price of house in the test area are collected. This geographical information is used to build up the three-dimensional numerical grid and to support decision making for minimizing flood related damages based on the simulated results. The results of simulated inundated area were compared with the photo of 1999 flooding and the estimated damages are compared with real damages of Munsan Area in 1999. The simulated results well represented the flooding situation and it is expected that the new decision support system will be used to make decision for minimizing flood related damages.

The potential for using the ensemble square root filter data assimilation technique to estimate soil moisture profiles, surface heat fluxes, and the state of the planetary boundary layer （PBL） is explored. An observing system simulation experiment is designed to mimic the assimilation of near-surface soil moisture observations （θo ） and in-situ measurements of 2-m temperature （To ）, 2-m specific humidity （Qo ）, and 10-m horizontal winds [Vo =（Uo , Vo ）]. The background forecasts are generated by a one-dimensional coupled land surface-boundary layer model （CLS-BLM） with soil, surface-layer and PBL parameterization schemes similar to those used in the Weather research and Forecasting （WRF） model. Soil moisture, surface heat fluxes, and the state of the PBL evolve on different characteristic timescales, so the minimum assimilation time intervals required for skillful estimates of each target component are different. Correct estimates of the soil moisture profile are obtained effectively when a 6-h update time interval is used, while skillful estimates of surface fluxes and the PBL state require more frequent updates. The CLS-BLM requires a shorter assimilation time interval to correctly estimate the soil moisture profile than previously indicated by experiments using an off-line land surface model （LSM）. Results from assimilating different subsets of observations show that θo makes a larger contribution to soil moisture estimates, while To , θo , and Vo are more important for estimates of surface heat fluxes and the PBL state. It is therefore necessary to combine these variables to accurately estimate the states of both the land surface and the PBL. Experimentation with different prescribed observational errors shows that the assimilation system is more sensitive to increases in observational errors than to reductions in observational errors.

The evolution in knowledge and application of disaster risk reduction in the 25 years of global cooperation on this issue has been uneven. While advances in knowledge have improved our understanding of the full nature of risk—the combination of hazards meeting vulnerability—the application of such knowledge has not been conducive to the development of institutional and technical mechanisms to address the full range of risk elements. Governance of risk(policies, legislation, and organizational arrangements) still focuses largely on preparing to respond to the hazards and planning for recovery. This leaves largely unattended the vulnerability component of risk, which is the only component on which change can be *** arrangements, risk assessments, early warning systems, and other institutional and technical capacities still concentrate on natural hazards and this is the main change that remains to be substantively addressed.

China's pre-2020 CO2 emission reduction potential and its influence

China achieved the reduction of CO2 intensity of GDP by 45% compared with 2005 at the end of 2017, realizing the commitment at 2009 Copenhagen Conference on emissions reduction 3 years ahead of time. In future implementation of the "13th Five-Year Plan (FYP)," with the decline of economic growth rate, decrease of energy consumption elasticity and optimization of energy structure, the CO2 intensity of GDP will still have the potential for decreasing before 2020. By applying KAYA Formula decomposition, this paper makes the historical statistics of the GDP energy intensity decrease and CO2 intensity of energy consumption since 2005, and simulates the decrease of CO2 intensity of GDP in 2020 and its influences on achieving National Determined Contribution (NDC) target in 2030 with scenario analysis. The results show that China's CO2 intensity of GDP in 2020 is expected to fall by 52.9%-54.4% than the 2005 level, and will be 22.9%-25.4% lower than 2015. Therefore, it is likely to overfulfill the decrease of CO2 intensity of GDP by 18% proposed in the 13th FYP period. Furthermore, the emission reduction potentiality before 2020 will be conducive to the earlier realization of NDC objectives in 2030. China's CO2 intensity of GDP in 2030 will fall by over 70% than that in 2005, and CO2 emissions peak will appear before 2030 as early as possible. To accelerate the transition to a low-carbon economy, China needs to make better use of the carbon market, and guide the whole society with carbon price to reduce emissions effectively. At the same time, China should also study the synergy of policy package so as to achieve the target of emission reduction.

Achieving sustainability of the cereal system in the Indo-Gangetic Plains（IGP）of India under progressive climate change and variability necessitates adoption of practices and technologies that increase food production,adaptation and mitigation in a sustainable *** paper examines conservation agriculture（CA）from the perspective of：（i）increased yield and farm income,（ii）adaptation to heat and water stresses,and（iii）reduction in greenhouse gas（GHGs）*** analyses and conclusions are based on the literature and evidences from a large number of on-station as well as farmers’field trials on CA in the cereal systems of *** analyses show that CA-based system substantially reduces the production cost（up to 23%）but produces equal or even higher than conventional system;thereby increasing economic profitability of production ***-based production systems also moderated the effect of high temperature（reduced canopy temperature by 1–4°C）and increased irrigation water productivity by 66–100%compared to traditional production systems thus well adapting to water and heat stress situations of *** continuous monitoring of soil flux of CO2,N2O and CH4 revealed that CA-based rice-wheat systems emit 10–15%less GHGs than conventional *** is the first time that CA and its components are synthesized and analyzed from food security-climate change *** this holistic analysis,we suggest that wide-scale promotion of suitable CA practices by integrating into national agriculture development strategy is a way forward to address food security,climate change adaptation and mitigation challenges faced by present agriculture.

Impacts of Land-Use Data on the Simulation of Surface Air Temperature in Northwest China

This study examines the impacts of land-use data on the simulation of surface air temperature in Northwest China by the Weather research and Forecasting(WRF) model. International Geosphere–Biosphere program(IGBP) landuse data with 500-m spatial resolution are generated from Moderate Resolution Imaging Spectroradiometer(MODIS)satellite products. These data are used to replace the default U.S. Geological Survey(USGS) land-use data in the WRF model. Based on the data recorded by national basic meteorological observing stations in Northwest China, results are compared and evaluated. It is found that replacing the default USGS land-use data in the WRF model with the IGBP data improves the ability of the model to simulate surface air temperature in Northwest China in July and December 2015. Errors in the simulated daytime surface air temperature are reduced, while the results vary between seasons. There is some variation in the degree and range of impacts of land-use data on surface air temperature among seasons. Using the IGBP data, the simulated daytime surface air temperature in July 2015 improves at a relatively small number of stations, but to a relatively large degree; whereas the simulation of daytime surface air temperature in December 2015 improves at almost all stations, but only to a relatively small degree(within 1°C). Mitigation of daytime surface air temperature overestimation in July 2015 is influenced mainly by the change in ground heat flux. The modification of underestimated temperature comes mainly from the improvement of simulated net radiation in December 2015.

The Yangtze River Delta（YRD）,China’s main cultural and economic center,has become one of the most seriously polluted areas in the world with respect to nitrogen oxides（NO_x）,owing to its rapid industrialization and urbanization,as well as substantial coal *** the basis of nitrogen dioxide（NO_2）density data from ozone monitoring instrument（OMI）and ground-based observations,the effects of industrial fluctuations due to the financial crisis on local NO_2 pollution were quantitatively *** results were as follows.（1）A distinct V-shaped fluctuation of major industrial products,thermal generating capacity,electricity consumption,and tropospheric NO_2 densities was associated with the global financial crisis from May 2007 to December 2009,with the largest anomalies 1.5 times more than standard deviations at the height of the crisis period from November 2008 to February 2009.（2）Among all industrial sectors,thermal power plants were mainly responsible for fluctuations in local NO_2 pollution during the crisis *** generating capacity had its greatest decrease of 12.10%at the height of the crisis compared with that during November 2007–February 2008,leading to local tropospheric NO_2 density decreasing by 16.97%.As the crisis appeased,thermal generating capacity increased by 29.63%from November 2009 to February 2010,and tropospheric NO_2 densities correspondingly increased by 30.07%.（3）Among all industrial sectors in the YRD,the thermal power sector has the greatest coal consumption of about 65.96%.A decline in thermal power of about 10% can induce a decrease of about 30%in NOx emissions and NO_2 densities,meaning that a relative small fluctuation in industrial production can lead to a large decrease in tropospheric NO_2 densities over industrially developed areas like the YRD *** electricity is mainly obtained from local coal-burning thermal plants without NO_x-processing equipment,installing NO_x-removal devices for all thermal power pl
