Background Despite the increasing focus on strengthening One Health capacity building on global level, challenges remain in devising and implementing real-world interventions particularly in the Asia-Pacific region. Recognizing these gaps, the One Health Action Commission (OHAC) was established as an academic community for One Health action with an emphasis on research agenda setting to identify actions for highest impact.Main text This viewpoint describes the agenda of, and motivation for, the recently formed OHAC. Recognizing the urgent need for evidence to support the formulation of necessary action plans, OHAC advocates the adoption of both bottom-up and top-down approaches to identify the current gaps in combating zoonoses, antimicrobial resistance, addressing food safety, and to enhance capacity building for context-sensitive One Health implementation.Conclusions By promoting broader engagement and connection of multidisciplinary stakeholders, OHAC envisions a collaborative global platform for the generation of innovative One Health knowledge, distilled practical experience and actionable policy advice, guided by strong ethical principles of One Health.

The 1st Nuclear Security Summit was held in Washington, D.C, On April 12 and 13, 2010, and focused on how to better safeguard weapons-grade plutonium and uranium to prevent nuclear terrorism. The summit was impressive in terms of the number of participating countries and the rank of the participants, being the largest gathering of heads of state on American soil since the united nations was founded in 1945. Leaders from 47 countries and major international organizations such as the UN, the IAEA and the EU attended.

Prime Minster Abdullah Badawi has successfully presented a new look for his country since he took over from his much-respected predecessor former Prime Minister Mohamad Mahathir and won a landslide election victory last March. Domestically, he has improved the image of the ruling National Front coalition (Barisan Nasional) and his party the united Malay's National Organization (UMNO) by pressing ahead with drastic reforms including crackdown on corruption and social crime. Externally, he has adopted a flexible, pragmatic foreign policy, boosting ties with other Asean partners and China while mending fences with Western nations alienated over the past decade.

Probing into the Theories on the Rise of Great Powers

A new historical change is coming true,as a result of ubiquity of Information Technology. It has emerged as dominant technology of our time and has been fostered in cultural context of western societies,whose cultural values are hidden in it.Information Technology has brought numerous achievements and improvements to the societies,but meanwhile,it has its disadvantages and side effects which are more tangible visible in eastern societies.In this article,we have explained dialectical interplay between culture and technology,which will lead to change in history.We have used"field theory of change"to describe information technology as an exogenous driving force versus eastern cultural unconsciousness as an endogenous restraining force.We have studied representative change through isomorphism,and emphasized that rationality is context-bound.Representative change occurs when most of nations imitate IT as an institutionalized technology as a legitimacy-increasing instrument.

The existent international relations theory has not given a clear definition of "the rise of great powers," and "rising" is also not a fundamental concept in international relations or world politics. However, for whatever version of international relations history, it must be a recounting of the relations between countries that rise and fall; and for whatever international relations theory, it must admit the fact that the rise and fall of great powers is one of the natural laws characterized international relations development. As Paul Kennedy puts it, the "relative strengths of the leading nations in world affairs never remain constant, principally because of the uneven rate of growth among different societies and of the technological and organizational breakthroughs which bring a greater advantage to one society than to another."① Therefore, it can be said that theories related to "the rise of great powers" are so common, particularly concentrating on the possible influence of the rising power and its relations with war, the means and policies to deal with it as well as how to realize the peaceful transition of power. This article intends to explore and summarize all these theories and also make some comments based on the rise of China.
