What will be the impact of property tax levy(RPT)on China’s housing price?The conclusions from existing research are conflicting,failing to pinpoint how RPT will affect housing price and *** crucially,theoretical economic models are missing in clearly describing the operating mechanisms of the tax’s *** with a theoretical model of RPT,housing price and rent,the paper derives the path and mechanism of RPT affecting housing price and rent,and provides insights on the choice of timing for China to adopt and levy *** simulation results show that under China’s circumstances,if the effective RPT rate is 0.5%and the RPT revenue is not used to increase public services,the tax may cause a housing price decline between 8.3%and 12.5%.If the RPT revenue is used for basic public services,the housing price decline will be as small as 1.7%to 2.5%,but rent may rise by 6.7%to 20%.The reason for the sharp drop in housing price is the bubble;the premise of a rent hike is that the public services that renters can benefi t from are substantially *** on the impact of RPT on housing price fluctuation,the period after the market has gradually squeezed out the housing price bubble may be among the best windows for adopting RPT.

Digital transformation has emerged as a significant area of interest for scholars in global political science and public *** advancement of digital technologies is driving a comprehensive transformation across the economy,society,and governance,thereby profoundly affecting the state governance of *** introduction of new technologies has altered traditional power dynamics,leading to centralization and empowerment-the power redistribution issue of the digital era,which is a fundamental concern in China's state *** effects of technological power,including empowerment and disempowerment of various entities,give rise to or reinforce four secondary issues:the problem of data silos and collaborative governance in internal government operations,the challenges related to technological deficits and platform regulation in market regulation,the issues of the digital divide and social justice in social governance,and concerns about privacy,transparency,and rights *** paper integrates specific cases from China's digital transformation and digital government initiatives to examine these cuttingedge issues and to analyze the impact of digital government reforms implemented by local Chinese governments on traditional government theories.

Separation of management and regulation of public institutions is the important part of the reform of public institutions,and it is also an effective method to further inspire public institutions,forming the new pattern of social power participating in the development of public welfare ***,the reform of separation of management and regulation in China faces many problems and difficulties,for which different regions must promote and deepen the reform in spite of such problems and difficulties on the one hand; on the other hand,they must base the reform on the local situation,choosing different reform routes and modes instead of universal application.

Jacobi theta functions with rational characteristics can be viewed as vector-valued Jacobi *** relations usually correspond to different constructions of certain Jacobi forms. From this observation, we extract a new approach, which is called orbits of Jacobi forms, to produce identities on Jacobi theta *** approach not only provides simple proofs of many known theta relations but also produces a large number of new identities, which can be considered as generalizations of Riemann’s theta relations.

During the past decades, while the Chinese Communist Party （CCP） has continued to consolidate its political leadership and refused to tolerate any opposition parties, intra-party democracy has been emphasized repeatedly and expanded vigorously by Chinese Communist leaders as an alternative to electoral democracy or liberal democracy characterized by multiparty competition. Various democratic experiments have been conducted and many democratic elements introduced at all levels in the CCP. Although the growth of intra-party democracy is limited, these great efforts and achievements have profound implications for China＇s democratic future. The growth of intra-party democracy not only reflects the CCP＇s continuous efforts to institutionalize the rules of elite politics and fight against widespread corruption, but might also provide a good approach for political transition to democracy with Chinese characteristics in the future.

Street-level health bureaucrats have actively contributed to implementing the COVID-19 prevention,control,and treatment policies of the Myanmar ***,the need for bureaucrats on the frontlines of policy implementation to maintain a safe distance from others to prevent the spread of COVID-19 has posed challenges for the sharing and exchange of information related to health *** this context,this study examined what health risk communication patterns have emerged and developed among streetlevel health bureaucrats during the COVID-19 pandemic,and how this risk communication has been affected by streetlevel health bureaucrats'perceptions of client meaningfulness and willingness to implement COVID-19 *** results reveal that street-level health bureaucrats in the health risk communication network are embedded in reciprocally or transitively connected discussion relationships that sustain their health risk communication over ***,when specific healthcare staffmembers perceive more benefits of COVID-19 policies for their patients and are more willing to care for patients,other healthcare staffavoid them to protect themselves from COVID-19 *** to their higher level of understanding of the adopted measures,healthcare staffmembers who are highly willing to implement COVID-19 policies are frequently approached by other staffmembers to communicate about COVID-19 *** study empirically contributes to the literature on street-level bureaucrats in times of pandemic crisis by examining the formation of health risk communications in the context of street-level health bureaucrats'responses to and participation in public healthcare policy implementation processes.

With the increase of social complexity and uncertainty,wicked problems have become the hot and difcult issues in the frontier research of public *** concept of wicked problems was proposed in the *** then,it has gradually spread to many disciplines,such as environment,urban planning,public policy,etc.A comprehensive understanding of the research progress of the transdisciplinary method is an important way to understand wicked *** paper uses Citespace5.5,based on bibliometrics and visual analysis techniques,to analyze 800 academic publications related to wicked problems and visually display the transdisciplinarity knowledge map and information panorama of wicked *** a multi-level descriptive analysis of key literature,research origin,research hotspots and trend of the research on wicked problems,this paper fnds out the law of knowledge growth and internal evolution logic of the research on wicked problems,and concludes that the transdisciplinarity research of wicked problems is forming,which shows the rule from knowledge difusion(single discipline)to knowledge coherence(transdisciplinarity).The discipline of public policy has the potential to change the knowledge constraints of a single discipline and may ofer transdisciplinarity approaches to wicked problems.

Cooperation and Divergence between China and the United States in the Governance of Global Climate Change

China and the United States are two key players in global climate *** about their relations in the field of climate change and how should we view these relations? An analysis of their relations in global climate governance is of great significance both for global multinational negotiations and their bilateral relations. The two parties have enhanced their cooperation on climate change since 2009 in terms of increasing willingness, broader scale, more diverse mechanisms and higher effectiveness. With the U.N. Paris Climate Conference 2015 approaching, China-US cooperation will inject much momentum into the multilateral process of reaching an ambitious agreement. However, there are also sharp divergences between China and the U.S. regarding principles, rules, and legal means. These divergences might become prominent during the Paris Conference and need to be addressed at the bilateral level.
