An algorithm for robust initial orbit determination (IOD) under perturbed orbital dynamics is presented. By leveraging map inversion techniques defined in the algebra of Taylor polynomials, this tool returns a highly accurate solution to the IOD problem and estimates a range centered on the aforementioned solution in which the true orbit should lie. To meet the specified accuracy requirements, automatic domain splitting is used to wrap the IOD routines and ensure that the local truncation error, introduced by a polynomial representation of the state estimate, remains below a predefined threshold. The algorithm is presented for three types of ground-based sensors, namely range radars, Doppler-only radars, and optical telescopes, by considering their different constraints in terms of available measurements and sensor noise. Finally, the improvement in performance with respect to a Keplerian-based IOD solution is demonstrated using large-scale numerical simulations over a subset of tracked objects in low Earth orbit.

Background: Some national and international strategies for the detection and prevention of emerging infectious diseases have been established across sectors. The capacity to carry out these tasks varies from country to country, and that remains largely undervalued. The Pasteur Institute of C?te d’Ivoire has created and implemented the capacity of national reference centers to fight against emerging and other infectious diseases. Objective: Show on the one hand the strategies used to develop the National Reference Centers and the IPCI and on the other hand the results obtained by performing these strategies. Method: Datas collection by documentary analysis (published scientific articles and grey literature) was done on Google Scholar, PUBMED and institutional reference documents. The documentary research was carried out to have a better understanding of strategies used to create and develop the NRCs in microbiology of communicable diseases. Results: Seven integrated strategies were launched: 1-training and workforce development;2-investigation of epidemics or public health events;3-strengthening laboratory epidemiological research;4-strengthening surveillance systems;5-improving communication with partners and stakeholders;6-building national and international collaborations;and 7-strengthening technical and technological platforms. In two decades, the number of researchers has risen from 10 in 2004 to ninety (90) in 2021, with 12 senior researchers and 32 junior researchers. A number of health service staff had attended a qualifying training course, 27 investigations into outbreaks and other public health events had been carried out, 18 short-term research projects had been launched, major surveillance programs and epidemiological research efforts on vector-borne, food-borne and nosocomial infections had begun, and several scientific manuscripts had been published or were edited in the writting press. Malaria, a febrile human disease transmitted by female anopheles whose ecology is linked to water, is a major public health problem in Côte d’Ivoire, more precisely in the Marahoué region located in the southwest of the country. In order to effectively control this disease, it is necessary to understand the etiology and the diffusion pattern of the vectors. This justifies this study, which proposes to determine the areas at risk of malaria transmission in order to carry out an effective fight against this disease in this region of Côte d’Ivoire. To achieve this, a combined approach of geographic information systems and multicriteria analysis was adopted. The analysis reveals that the south and northwest of the Marahoué region present a high risk for malaria transmission. This risk is linked to indicators such as climatic factors that cover 48.36% of the study area, environmental factors such as vegetation cover (NDVI), soil moisture (NDWI), altitude, hydrography (water point) and population that covers 55.29% of the area and land use. Also, the results indicated that 50.70% of the region has favorable conditions for malaria transmission. Overall, climatic and environmental indicators are the risk factors associated with the resurgence of malaria.

The purpose of this article is to compare the quality of three edible oils derived from palm oil in Daloa’s city. The methodological approach of the article includes, on the one hand, a field survey determining the most used oils and the number of frying carried out by the attieké-fish sellers. On the other hand, the physico-chemical parameters (refractive index, iodine index, saponification index, acid index and peroxide index) of these oils were determined. As a result, the most used oils are A, B and C and are heated at least 3 times by the attieké-fish sellers. After repeated heating, the values of the peroxide, saponification, refraction, iodine indices of oils A and B do not match those of the codex with the exception of the acid value. For oil C, only the acid and iodine indices correspond to the codex standards. Overall, the results of the study clearly show that the repeated heating of these oils has an influence on the different physico-chemical properties studied.

This paper addresses the problem of the opportunistic spectrum access in Cognitive Radio. Indeed, most spectrum sensing algorithms suffer from a high computational cost to achieve the detection process. They need a prior knowledge of signal characteristics and present a bad performance in low Signal to Noise Ratio (SNR) environment. The choice of the optimal detection threshold is another issue for these spectrum sensing algorithms. To overcome the limits of spectrum detectors, we propose in this paper, a blind detection method based on the cyclostationary features of communication signals. Our detector evaluates the level of hidden periodicity contained in the observed signal to make decision on the state of a bandwidth. In order to reduce the computational cost, we take advantage of the FFT Accumulation Method to estimate the cyclic spectrum of the observed signal. Then, we generate the Cyclic Domain Profile of the cyclic spectrum which allows us to evaluate the level of the hidden periodicity in the signal. This level of periodicity is quantified through the crest factor of Cyclic Domain Profile, which represents the decision statistic of the proposed detector. We have established the analytic expression of the optimal threshold of the detection and the probability of detection to evaluate the performance of the proposed detector. Simulation results show that the proposed detector is able to detect the presence of a communication signal on a bandwidth in a very low SNR scenario.

Epidemiological Facies of Human Rabies Deaths in Côte d’Ivoire from 2016 to 2022

Introduction: Rabies is a highly fatal viral disease outside the post-exposure prophylaxis (PEP). Data from previous studies and reports from the rabies center show that cases of death from human rabies are regularly reported, despite training measures for health workers, awareness-raising and communities, and the availability of vaccines. Objectives: The aim of this study was to analyse the determinants of human rabies deaths in Côte d’Ivoire from 2016 to 2022. Method: A retrospective cross-sectional qualitative study was carried out from January to August 2023 on all the records of patients who died of human rabies at the Treichville Rabies Center from 2016 to 2022. An analysis of the rabies center’s annual activity reports from 2016 to 2022 was also carried out in order to complete the information gathered from the files. Results: The socio-demographic characteristics showed that out of 148 deaths, children accounted for 47.97% (71) and 66.22% (98) of rabies deaths were male, with an M/F sex ratio of 1.96. In terms of clinical characteristics, in 97.30% (144) of cases, the deceased had presented with furious rabies, and analysis by the Pasteur Institute of Côte d’Ivoire laboratory confirmed 101 cases (92.66%) of human rabies. Geographical distribution showed that cases of human rabies were recorded in 56 health district, and 64% (94) of the deceased lived in rural areas. The main causes of the occurrence of rabies were essentially non-use of post-exposure prophylaxis (PEP) and missed vaccination due to ignorance. Conclusion: In view of these results, control strategies and interventions need to be adapted to the epidemiological characteristics of the disease, using a community-based approach with a view to eliminating dog-transmitted rabies by 2030.

Clinical Performances of Pure TB-Lamp Kit for <i>M. tuberculosis</i>Complex Detection in Sputum Samples

Tuberculosis represents a main concern for public health worldwide. In poor countries, the most prevalent method for bacteriological confirmation re- mains Smear Sputum Microscopy (SSM). This study objective was to assess clinical performances of Loop Mediated Isothermal Amplification for TB detection (Lamp-TB). Sputum of patients presenting symptoms consistent with tuberculosis were collected according to the National Tuberculosis Control Programme guidelines in Centre Antituberculeux de Yopougon. SSM after Ziehl-Neelsen staining and TB-Lamp were blindly performed with spot sputum specimen. Samples, transported at Institut Pasteur de Cote d’Ivoire were decontaminated according to N-acetyl-L-cystein (NALC) method. In Mycobacteria Growth Indicator Tube (MGIT), 500 μl of pellet were inoculated and incubated in MGIT 960 instrument. MPT64 antigen was detected on positive culture. Of 500 patients enrolled, 469 were included. Clinical isolates of M. tuberculosis Complex were detected for 157 (33.5%). Comparatively to culture, Sensitivity and Specificity of SSM were 86% (95% Confidence interval (CI): 81% - 91%) 96% (95%IC: 94% - 98%) respectively. TB-Lamp Sensitivity was 92% (95%CI: 88% - 96%), and Specificity 94% (95%CI: 91% - 97%). Positive Predictive Value of SSM and TB-Lamp was 91.8% and 88.8% respectively. Negative Predictive Value of TB-Lamp assay was 95.7% whereas this of SSM was 93.3%. Positive Likelihood Ratio was 15.3 for TB-Lamp and 21.5 for SSM 21.5 whereas negative Likelihood of TB-Lamp was lower than SSM. Active tuberculosis was detected in162/469 (34.5%) with TB-Lamp and 147 (31.3%) with SSM. TB-Lamp assay performances estimated from sputum samples may improve detection of active TB cases in routine.
