Governance in the exploration of global and regional determinants of ICT development

The present study assesses how governance affects information and communication technology(IcT)at the global level contingent on macroeconomic policy factors such as trade,foreign direct investment(FDI),manufacturing value added,and agricultural value *** study focuses on 183 countries from 2003 to 2021,and the empirical evidence is based on the generalized method of moments(GMM).The following main findings are *** the full sample,governance unconditionally promotes ICT development,while trade openness(industrial added value)moderates governance to promote(dampen)ICT *** sub-Saharan Africa,only trade openness effectively moderates governance to induce an overall positive effect on ICT,while in the Middle East and North Africa(MENA)region,all policy variables moderate governance for an overall positive incidence on ICT sector *** findings for the MENA region are confirmed in the Europe and Central asia(ECA)region,with the exception of the moderating role of industrial added value,which engenders an overall negative *** the East and south asia and the Pacific(ESAP)countries,one overall positive incidence is apparent in the role of trade openness,while net negative effects are established from the moderating roles of industrial added value and agricultural added *** the American sub-sample,a positive(negative)net effect is apparent from the role of industrial added value(trade)in moderating the incidence of gover-nance on ICT sector ***,policy implications are discussed.

This article introduces one of south asia's most important border regions into academic discourse, namely, the Central Himalayan mountain rim separating India and the Tibetan Autonomous Region (People's Republic of China). What makes this border region so interesting is a tangled interplay of changing environmental, cultural, and political forms to which the local populations constantly have to adapt in order to make a living there. We focused on the so-called 'Bhotiyas' of Uttarakhand, former trans-Himalayan traders whose ethnicity and livelihood was traditionally associated with the Indo-Chinese border that was sealed as a result of the India-China war in 1962. Drawing on the work of borderland scholarship, we identified the key processes and developments that changed the perspective of this area. Competing political aspirations as well as the 'Bhotiyas' countervailing strategies were considered equally important for understanding local livelihoods and identities within the dynamics of a 'high mountain border region'. Through an exemplary analysis of historical differences of power in one 'Bhotiya' valley, we further explored the ways in which shifting socio-spatial constellations are creatively re-interpreted by the borderlanders.

Observation and analysis of near-surface atmospheric aerosol optical properties in urban Beijing

Year-round measurements of the mass concentration and optical properties of fine aerosols （PM2s） from June 2009 to May 2010 at an urban site in Beijing were analyzed. The annual mean values of the PM2.5 mass concentration, absorption coefficient （Ab）, scattering coefficient （Sc） and single scattering albedo （SSA） at 525 nm were 67 ± 66 μg/m^3, 64 ± 62 Mm^-1, 360±405 Mm^-1 and 0.82±0.09, respectively. The bulk mass absorption efficiency and scattering efficiency of the PM2.5 at 525 nm were 0.78 m^2/g and 5.55 m^2]g, respectively. The Ab and Sc showed a similar diurnal variation with a maximum at night and a minimum in the afternoon, whereas SSA displayed an opposite diurnal pattern. Significant increases in the Ab and Sc were observed in pollution episodes caused by the accumulation of pollutants from both local and regional sources under unfavorable weather conditions. Aerosol loadings in dust events increased by several times in the spring, which had limited effects on the Ab and Sc due to the low absorption and scattering efficiency of dust particles. The frequency of haze days was the highest in autumn because of the high aerosol absorption and scattering under unfavorable weather conditions. The daily PM2.5 concentration should be controlled to a level lower than 64 μg/m^3 to prevent the occurrence of haze days according to its exponentially decreased relationship with visibility.

The optical properties of aerosols and their chemical composition, including water-soluble ions, organic carbon （OC）, and elemental carbon （EC） in PM2.5 and PM10, were measured from 26 May to 30 June of 2012 at an urban site in Beijing. The daily average concentrations of PM2.5 and PM10 were 103.2 and 159.6 μg/m^3, respectively. On average, the OC and EC contributed 20.1% and 4.3%, respectively, to PM2.5 and 16.3% and 3.9%, respectively, to PM10. Secondary ions （SO4^2-, NO3-, and NH4^＋） dominated the water-soluble ions and accounted for 57.9% and 62.6% of PM2.5 and PM10, respectively. The wind dependence of PM2.5, OC, SO4^2-, and NO3 implied that the pollution sources mainly came from south and southeast of Beijing during the summer. The monthly mean values of the scattering coefficient （σsc） and absorption coefficient （σab） at 525 nm were 312.9 and 28.7 Mm^-1, respectively, and the mean single-scattering albedo （ω） was 0.85. The wind dependence of σsc revealed that this value was mainly influenced by regional transport during the summer, and the relationship between aab and wind indicated that a high crab resulted from the joint effects of local emissions and regional transport. The reconstructed σsc that was derived from the revised IMPROVE equation agreed well with the observations. The contribution of different chemical species to crsc was investigated under different pollution levels, and it was found that secondary inorganic aerosols accounted for a large part of σsc during pollution episodes （35.7%）, while organic matter was the main contributor to σsc under clean conditions （33.6%）.

A Study on Port Alliance between Incheon Port and Major Ports in Northern China

Recently,amount of cargoes from main ports in Northeast asia have rapidly increased,and as well surplus port development in same region corresponded with the boom in external trade that resulted from successful export-oriented economics strategy by China,Japan and south *** cope with this business circumstances, a certain form of port alliance is desperately needed to provide a suitable service to customer and establish their countervailing power against the shipping ***,Incheon seaport has not made a definite port alliance system with main ports in Northern China ***,the purpose of this study is to identify the key success factors to form a port alliance through examining previous *** have benchmarked previous studies which are related to main ports in global region and the questionnaire on customers of *** studying this,we are able to suggest a few strategies for forming successful port alliance to enhance Incheon port’s capabilities in the long term *** a policy proposal,this study suggests Incheon port and main ports in Northern China should construct a logistics infrastructure through mutual investment and provide an incentive system when the ocean carrier makes port call to both ports.
