GCC Countries Membership in the SCO: Challenges and Prospects

Although the GCC(Gulf Cooperation Council)countries are geographically in Asia,they are closely connected to the US and the West in terms of their strategic *** focus of their relations with Asian countries has been on matters related directly to oil and the liquefied natural gas(LNG)trade and *** do not participate in most of the regional organizations in Asia(whether in East Asia or in South and Southeast Asia),whereas some other Middle Eastern countries,such as Turkey,Iran and Israel,are active in these *** after 2013 when the big shift in the structure of international trade occurred and when,for the first time,China replaced the European Union as the GCC’s main trade partner,they still showed little interest in political/strategic links with Asian *** author believes that,although it is important that the GCC countries maintain strong relations with Western countries,they should also strengthen their political,security and cultural ties with Asian *** would cohere with their strategic interests in the emerging global *** should initiate such a move by endeavouring to build strong relations with the regional organizations(security,economic and political)in Asia,such as the shanghai Cooperation Organization(SCO).These organizations can serve as stepping-stones to developing closer relations with the states of the *** mission of the SCO,in particular,aligns well with the interests of the GCC,because it covers a wide range of issues which are of concern to GCC countries such as security and stability,energy,economic cooperation,combating terrorism and extremism,conflict resolution,disaster management,civilizational and religious dialogue and combating *** article discusses the importance of the SCO to the Gulf countries and explores the reasons why they have so far kept aloof from the *** challenges arising from cooperation will also be *** article concludes

Building an“Outer Space Silk Road”:China’s Beidou Navigation Satellite System in the Arab World

Navigation satellite systems are the symbols of states’hard power,and so are the assets of science and technology *** the new era,the structure of great powers’navigation satellite systems is characterized by“one superpower”(the US GPS),“multi-pillars”(EU’s Galileo,Russian GLONASS and Chinese Beidou),and“multi-centers”(Indian regional navigation satellite system and Japanese quasi zenith navigation satellite system).Beidou is of great significance to promoting“One Belt and One Road”Initiative in the Arab world,and the essential measures to deepen the strategic partnership between China and the Arab League in inter-connectivity;it will also be an essential step for Beidou’s“going global”strategy in the long *** implementation of Beidou’s projects in the Arab world is confronted with four dimensions of challenges of political,security,judicial and socio-cultural *** implementation follows an incremental principle,choose pivotal states,create a radiation effect,which will lay a foundation for Beidou to open the West Asian and African market in the years to come.

From A By-stander to A Constructor:China and the Middle East Security governance

In the 21st century,Middle East conflicts can generally be classified into four types,namely,conflicts between outside powers and Middle East countries,between Middle East countries themselves,between different political parties and religious sects within a sovereign country,as well as transnational and cross-bordering *** mode of China’s participation in Middle East security governance includes the political,security and social *** are three categories of domestic mechanisms in Chinese practice,specifically,the special envoy mechanism by Chinese Foreign Ministry,the procession and peace-keeping mechanisms by Chinese Defense Ministry and the foreign aid mechanism by Chinese Ministry of *** China-Arab States Cooperation Forum,the Forum on China-Africa Cooperation,the UN and other international organizations constitute the major international regimes for China’s security ***’s Middle East security governance creates not only“public goods”for the region,but also a means for China to build constructive great power relations with the US,EU and Russia,among *** styles of Chinese and Western security governance in the Middle East vary,and the Chinese side places more emphasis on improving the Middle East people’s well-being at the top of the agenda,following“up-bottom”roadmap,and seeking an incremental,consultative,inclusive,and selective governance in the Middle East conflict resolution.

In response to the outbreak of COVID-19 that has been sweeping the world,scientists reconstructed the SARSCoV-2 rapidly using a synthetic genomics platform,in order to accelerate therapeutics and vaccine ***,given the dual-use nature of this technology,there exists a high biosecurity *** paper points out the potential risks of the engineering SARS-CoV-2 virus and puts forward 6 questions to this *** authors emphasize that the two basic values of safety/security and intellectual freedom of research must be considered *** the perspective of responsible development of biotechnology,this paper calls for a careful assessment to the risks of the technology,replacing risky technologies with safe *** risks of publication also need to be strictly *** authors believe,in addition to enhancing the“self-government”and self-discipline of scientists and scientific communities,government supervision must be reinforced,laws and regulations should be improved,and global regulation framework ought to be constructed.

The proposition to build a community of shared future for mankind is a new concept that the Chinese government has advocated after the 18th National Congress of the CPC,aiming to develop a new structure of international relations and upgrade the global governance *** a Chinese proposition that reflects China’s wisdom,this concept is based on the long-standing cultural tradition and the advanced Chinese ideological system,representing a new perspective for international cooperation and international order and the new concepts of development,security and *** proposition offers the right direction for the ongoing efforts to improve global *** governance in the Middle East is a weak link in global governance,but it is a critical factor for *** a rising power,China is playing an increasingly prominent and constructive role in the Middle East ***’s proposition to build a community of shared future for mankind and the“Belt and Road”initiative does not only fit very well in the diverse cultural context of the Middle East,but also support the realistic needs of the people *** proposition,as well as the initiative,will surely drive the improvement of governance in the Middle East and help the region solve issues hindering development and achieve lasting and universal peace.

An assessment of China’s participation in polar subregional organizations

international cooperation is vital for the polar ***’s past polar cooperation has tended to focus on intergovernmental and bilateral mechanisms rather than regional ***,regional and subregional cooperation is playing an increasing role in the polar regions with the rapid development of geopolitics and global climate *** in three subregional polar organizations—the Asian Forum for Polar Sciences(AFoPS),the Pacific Arctic Group(PAG),and the China-Nordic Arctic Research Center(CNARC)—in the last two decades reflects China’s improved skills and flexibility in participating in international polar cooperation and represents an exercise in the“win-win”principle under China’s Arctic *** paper presents a review of the development of polar subregional cooperation,examines China’s participation in three of subregional organizations and provides feasible suggestions for China’s future engagement with these organizations.

Analysis on the Potential of Strategic Cooperation between China and OIC under the“Silk Road Strategy”Framework

The Organization of Islamic Cooperation has a unique influence in the global governance,such as Middle East issues and international Islamic development,and has become the most active international multilateral platform for *** on the context of the establishment of the organization and its development process,particularly,the agenda items and resolutions of the organization since 2000,this study clarifies the path of the OIC to advance agenda items and exert political influence on Islamic countries;this study also tracks the history of both official and civil exchanges between China and the OIC,proposes to seize the historic opportunity of the“Silk Road strategy”,and build a model of cooperation between China and the Arab-Islamic countries as the“natural partners of the Silk Road”and the“Silk Road Community”.
