In view of no generally accepted ecological compensation standards and methods at present,this paper discusses the introduction of the negotiation system to the process of ecological compensation for water source *** is,the government in water source areas and the downstream regions of river basins should confirm their respective rights and obligations and then establish their compensation standards through negotiations according to the different purposes of water *** amount of compensation should be determined in the comprehensive consideration of the quality,quantity and compensation price of *** open and fair negotiations,an institutional arrangement will be set up,which can make the water source areas and the downstream regions of river basins fully express their true preferences and their independent choices on the ecological environment.

The bandwidth of internet connections is still a bottleneck when transmitting large amounts of images,making the image quality assessment *** assessment of image quality has highlight advantages for it does not interfere with natural viewing ***,in JPEG compression,the previous study is hard to tell the difference between the electroencephalogram(EEG)evoked by different quality *** this paper,we propose an EEG analysis approach based on algebraic topology analysis,and the result shows that the difference between Euler characteristics of EEG evoked by different distortion images is striking both in the alpha and beta ***,we further discuss the relationship between the images and the EEG signals,and the results implied that the algebraic topological properties of images are consistent with that of brain perception,which is possible to give birth to braininspired image compression based on algebraic topological *** general,an algebraic topologybased approach was proposed in this paper to analyze the perceptual characteristics of image quality,which will be beneficial to provide a reliable score for data compression in the network and improve the network transmission capacity.

We describe high-level ab initio calculations on the BH_(2),HBF,HBCl and HBBr *** structure,vibrational frequencies and potential energy curves of the ground state and the first excited state,which are two Renner-Teller components for a^(2)Πstate at linearity,are studied using the basis sets aug-cc-pVTZ and icMRCI+Q *** the basis of the potential energy curves,a reliable potential energy barrier to dissociation HB+X(X=F,Cl,Br)fragments and to linearity are *** ab initio results will add some understanding on the spectrum and the photo-dissociation dynamics of the series of radicals.

A coding metasurface is designed based on hybrid Array pattern synthesis(APS) and Particle swarm optimization(PSO) method for ultra-wideband low-detectable application. The metasurface is composed of Electromagnetic band-gap(EBG) structures of two Minkowski fractal elements with reflection phase difference of 180°(±37°) over a wide frequency range. Two different types of EBG unit cell printed on a thin grounded dielectric substrate produce reflection phase difference of about 180 degrees over a wide frequency range. Ultra-wideband Radar cross section(RCS) reduction results from the phase cancellation between two local waves produced by these two unit cells. The diffuse scattering of EM waves is caused by the optimization of phase distribution, leading to a low monostatic and bistatic RCS *** proposed metasurface can achieve 10 dB monostatic and bistatic RCS reduction in a wide frequency band from 5.8 to 18.0 GHz with a ratio bandwidth(fH/fL) of 3.10:1 under normal incidence for both polarizations. The theoretical analysis, simulation and experiment results are in good agreement and validate the proposed metasurface can achieve ultra-wideband RCS reduction and diffuse scattering.

The temperature-induced complex refractive index（CRI） effect of graphene is demonstrated theoretically and experimentally based on a graphene coated in-fiber MZI（Mach-Zehnder interferometer）. The relationships between real and imaginary parts of the graphene CRI and temperature are obtained through investigating the dip wavelength and intensity of the MZI interference spectrum changing with temperature, respectively. The temperature effect of CRI of the graphene is also analyzed theoretically. Both experimental and theoretical studies show that the real part and imaginary part of the CRI nonlinearly decrease and increase with temperature increasing, respectively. This graphene-coated in-fiber MZI structure also possesses the advantages of easy fabrication, miniaturization, low cost and robustness. It has potential applications in nanomaterial-based optic devices for communication and sensing.

Video text detection is a challenging problem, since video image background is generally complex and its subtitles often have the problems of color bleeding, fuzzy boundaries and low contrast due to video lossy compression and low resolution. In this paper, we propose a robust framework to solve these problems. Firstly, we exploit gradient amplitude map （GAM） to enhance the edge of an input image, which can overcome the problems of color bleeding and fuzzy boundaries. Secondly, a two-direction morphological filtering is developed to filter background noise and enhance the contrast between background and text. Thirdly, maximally stable extremal region （MSER） is applied to detect text regions with two extreme colors, and we use the mean intensity of the regions as the graph cuts＇ label set, and the Euclidean distance of three channels in HSI color space as the graph cuts smooth term, to get optimal segmentations. Finally, we group them into text lines using the geometric characteristics of the text, and then corner detection, multi-frame verification, and some heuristic rules are used to eliminate non-text regions. We test our scheme with some challenging videos, and the results prove that our text detection framework is more robust than previous methods.
