Evolving pattern and improvement path of China’s solid waste management policies

Systematically sorting out the evolving pattern of solid waste management policies and studying the key points and development trends of solid waste management policies are conducive to the clarification of improvement path of solid waste management *** on the promulgated solid waste management policies,this study applies statistical methods to the analysis of the text structure and contents of the solid waste management policies,attempting to find out the internal evolving pattern of the solid waste management policies in *** integrating the current policy requirements for the construction of‘waste-free city’,this study puts forward a policy optimization and improvement *** findings are briefly listed blow:①The solid waste management policies have demonstrated multiple text types and various levels of effectiveness,and the policy framework system is gradually optimized.②In each edition of solid waste management policy,the hotspot issues are highlighted with distinctive characteristics of the times and dynamic *** policies are covering more fields,the contents are more targeted and comprehensive,and the implementation is more specific and practical.③The policies mainly focus on harmlessness,reduction,reclamation,pollution prevention,supervision and management,secondary pollution,recycling,circular economy,etc.④The government strengthens the top-level design from the macro level,focusing on policy guidance and standardization,policy coordination,technical support,and governance improvement to promote the realization of the goals of‘harmlessness,reduction,reclamation’.⑤The diversification of tools,approaches and factors supporting solid waste management,and the growing awareness of the technical support of solid waste management,and the management mode and governance path have entered the phase of adaptive *** on practical needs,the market oriented policies and incentive mechanisms for solid waste management are ina

Fruit fly optimization algorithm（FOA） is inspired by imitating the foraging activity of fruit flies. Aiming at its inability to search the entire solution space, a Self-Adaptive Modified Fruit Fly Optimization Algorithm（SAMFOA） is proposed. Firstly, a new calculation formula of the smell concentration judgment value is designed. With the use of the new formula, the smell concentration judgment value is no longer restricted to be non-negative value so the algorithm is able to search both the positive and negative part of the solution space. Secondly, a self-adaptive osphresis foraging radius is introduced to enhance the ability to break away from local optimum. Experiments on 20 numerical benchmark functions show that the algorithm has good performance in terms of global searching ability, optimize accuracy and stability.

The digital manufacturing theory is applied to the special manufacturing equipments——industrial kilns and furnaces; the concept of digital kilns & furnaces is put forward. The present status of research and application for digital technologies in fuel industrial kilns & furnaces is also introduced. Then,take the case of gas fuel kilns & furnaces,their main key technical issues are discussed. Digital kilns & furnaces as an important constituent of the digital equipments are the crucial base of the digital manufacturing. The value of research on digital kilns & furnaces and the application prospect are undoubted. It will improve product quality,reduce the manpower cost,enhance product market competitive ability,promote comprehensively tradition industries such as ceramics,metallurgy industry,and so on.

Bid evaluation mechanism is a key factor to the fairness of auction and resource allocation. The current bid evaluation process is usually done by two groups, business expert group and technical expert group, separately. Taking bounded rationality as precondition, it will induce the antagonistic feelings and non-cooperation behavior between two groups. This paper focus on bid evaluation behaviors of referee experts. Firstly, the bid evaluation process and existent problems within the mechanism are described, and a non-cooperative static game model about grouped bid evaluation behaviors is constructed to analyze the conditions how to achieve long-term cooperative equilibrium of two groups, and which is the Pure Strategies Nash Equilibrium. Then, the evolution paths and influencing factors of bid evaluation behaviors are analyzed with the idea of evolutionary game. We also disclose the effect of individuals’ choice of policy on group behaviors. The method of this paper can offer decision support for administrative department of bid evaluation, so that they can take the best management practices and guide the referee experts’ behaviors evolving to the expectative direction, to improve the fairness of bidding evaluation.

Study of the influences of rotary table speed on stick-slip vibration of the drilling system

Stick-slip vibration presents one of the major causes of drilling problems,such as premature tool failures,low drilling efficiency and poor wellbore *** objective of this work is to investigate the influences of rotary table speed(RTS)on stick-slip phenomenon of the drilling *** this study,the drilling system is treated as a lumped torsional pendulum model of which the bit/rock interaction is regarded as Coulomb *** analyzing cases with different RTS,two types of vibrations on the bit are found:stick-slip vibration and uniform *** an increase in the RTS,the stick-slip vibration on the drill bit disappears once the RTS arrives at its critical *** the cases that stick-slip vibrations occur,the phase trajectories converge toward a limit *** the cases that stick-slip vibration does not appear,the drill bit tends to stabilize at a uniform motion and the phase trajectories correspond to contracting spirals observed in the phase plane.

How Does Technological Progress Affect Employment and Wage Differences in China＇s Information Industry

Combining the development status of information industry in China and based on theoretical discussions on labor demand and supply as well as the comprehensive analysis on endogenous technological progress and exogenous educational quality, this paper concludes that the technological progress of information industry in China is skill- biased, i.e. technological progress of information industry increases the demand for skilled labor while decreases the demand for unskilled labor, and aggravates the wage difference between these two types of labor. Due to the effect of educational quality, the ratio of skilled labor employment to unskilled labor employment will reach a dynamic equilibrium and the wage difference between skilled labor and unskilled labor will not increase continuously. This paper then proves the foregoing conclusion with data of information industry in 26 provinces （autonomous region, municipality）. Focusing on typical skill-intensive information industry, this paper mainly studies the influence of educational quality, which not only complements the theoretical analysis on dual effects of technological progress on employment, but also provides feasible and practical basis to policies promoting the development of technological progress and full employment in China.

A Knowledge-based and Extensible Aircraft Conceptual Design Environment

Design knowledge and experience are the bases to carry out aircraft conceptual design tasks due to the high complexity and integration of the tasks during this phase. When carrying out the same task, different designers may need individual strategies to fulfill their own demands. A knowledge-based and extensible method in building aircraft conceptual design systems is studied considering the above requirements. Based on the theory, a knowledge-based aircraft conceptual design environment, called knowledge-based and extensible aircraft conceptual design environment （KEACDE） with open architecture, is built as to enable designers to wrap add-on extensions and make their own aircraft conceptual design systems. The architecture, characteristics and other design and development aspects of KEACDE are discussed. A civil airplane conceptual design system （CACDS） is achieved using KEACDE. Finally, a civil airplane design case is presented to demonstrate the usability and effectiveness of this v environment.

This paper deals with the stability regions for continuous-time systems with actuator saturation via homogeneous parameter-dependent quadratic Lyapunov functions(HPD-QLF). Using the homogeneous parameter-dependent quadratic Lyapunov functions, a new method about estimation of stability regions is obtained. Through formulating the problem as LMIs optimization problem, the new method can get less conservative results than those existing *** examples illustrate the effectiveness of our method.
