Establishing a mechanism for international cooperation for Fukushima nuclear-contaminated water monitoring

The Japanese government’s unilateral decision to discharge the nuclear-contaminated water from the Fukushima nuclear power plant into the ocean has caused immense nuclear safety *** the unclear contaminated water is a starting point to combat these risks and seek remedies for the rights and interests of all concerned *** establishment of a mechanism for international cooperation in this respect is necessary to handle the risks of the Fukushima nuclear-contaminated water and to lay the foundation of a framework for tackling any future disposal of nuclear-contaminated water following Japan’s *** present,the international legal systems in the spheres of nuclear safety and security,marine environmental protection,and other areas,as well as the questioning of the monitoring reports of the International Atomic Energy Agency(IAEA)by the relevant parties,the monitoring practices of historical nuclear accidents,and numerous radioactivity monitoring mechanisms have provided the institutional and practical basis for constructing such a *** mechanism can be promoted by the IAEA through its existing mechanisms or be jointly initiated by China,the Russian Federation,the Republic of Korea,the Democratic People’s Republic of Korea,and the Pacific Island countries,among other ***,this mechanism should consist of three levels:first,the framework of the basic legal system,including the cooperative principles of national sovereignty,interest-relatedness,and procedural fairness,and the signing of the Framework Convention on the Monitoring of Fukushima’s nuclear-contaminated water and its Optional Protocol;second,the organizational structure and its responsibilities,which may include the Conference of Parties as the decision-making body,the Secretariat as the central coordinating body,and the monitoring committees in various fields as specific implementing agencies;and third,specific administrative arrangements,which involve the

Medical institution data compliance is an exogenous product of the digital society,serving as a crucial means to maintain and balance the relationship between data protection and data sharing,as well as individual interests and public *** implementation of the Healthy China Initiative greatly benefits from its practical *** practice,data from medical institutions takes varied forms,including personally identifiable data collected before diagnosis and treatment,clinical medical data generated during diagnosis and treatment,medical data collected in public health management,and potential medical data generated in daily *** the new journey of comprehensively promoting the Chinese path to modernization,it is necessary to clarify the shift from an individual-oriented to a societal-oriented value system,highlighting the reinforcing role of the trust *** by the principle of minimizing data utilization,the focus is on the new developments and changes in medical institution data in the postpandemic *** involves a series of measures such as fulfilling the obligation of notification and consent,specifying the scope of data collection and usage,strengthening the standardized use of relevant technical measures,and establishing a sound legal responsibility system for data *** these measures,a flexible and efficient medical institution data compliance system can be constructed.

Legal English Translation from the Perspective of Skopostheorie

As any other legal language does,legal English features a wealth of complex legal concepts as well as plenty of highly and unique professional terms and complicated *** translation of legal English texts into legal Chinese ones will throw a great social and economic impact on the *** "accuracy" has always been regarded as the primary principle of legal English ***,as legal English falls within the ambit common law system and legal Chinese within the civil law system,to obtain real accuracy or even the effect of "equivalence" still remains an ideal pursuit of legal English translation *** probed into Skopostheorie,which "boasts itself of one of the deconstructive translation studies"〔1〕 and focuses on the target-text's function and practicability,the author of this article finds that as to legal English translation skopos theory,in terms of text typology,offers a reasonable elucidation for a couple of translation strategies adopted in the target text.

Cross-cultural Conflict of Legal Culture and Cultural Turn

The cross-cultural legal cultural conflict is originated from the change of legal culture and social evolution in different countries,societies or nationalities,which is in fact reflected as the conflicts betw een reality,inherent value and attitude of laws. With the legal globalization produced by the high-speed social and economic development of modern society,Chinese and western legal cultures has frequent exchanges and with gradually expanded range,therefore the manifestation patterns of the legal conflict have experienced a qualitative change.T his paper tries to explore the causes of the legal conflicts from the historical and cultural perspective,taking legal pluralism as the guidance,introducing the cultural turn research paradigm,and putting forw ard the principles and regulations for the resolution of cross-cultural legal conflicts,and leading the legal culture conflicts to dissolve and integrate through regulation.

Analysis of Cultural Influence on Emotions

This article reviews the study of the role of culture and gender in the relationship between positive and negative *** shows that culture and gender interact to produce different association pattern between positive and negative *** in independent-based cultures(*** United States and Western European courtiers) experience emotions in oppositional(***) ways whereas people in interdependent-based cultures(***,South Korea and Japan) experience emotions in dialectic ways and these patterns are stronger for women than men in both *** discussions for further study can throw light on the issue of emotion psychology.

Groups,ceremonies,group events are the three basic elements of animation literature. Depending on the elements,we need to excavate the connotation meaning of the mass domain,and explore that if we intend to use literature to reflect life,and we must carry on literature reconstruction so as to embody the context meaning of the public image. The intention of the mass domain in animation is to achieve the historical and mass reconstruction,which is also the foundation of the development tactics of the modern cultural renaissance strategies.

Interpretation and Translation of Metonymy in English and Chinese

Metonymy is traditionally regarded as a figure of speech,which involves a relation of substitution. Accordingly,previous studies on metonymy translation mainly focused on the correspondence of metonymic structures between source text and target text. In cognitive linguistics,metonymy is viewed as an important cognitive mechanism of human being. Conceptual metonymy is embodied,ubiquitous and culture-specific in nature. Based on the translation theory of functional equivalence,this paper argues that the principle to judge the metonymy translation is not on the equivalence of words or expressions but the underlying metonymic thinking. The translation should try to help the target readers acquire the same cognitive experience as the readers of the original. In addition,metonymy translation should maintain the rhetorical function of metonymy in the source text. According to these principles,this paper has come up with four strategies for metonymy translation: literal translation,literal translation with explanatory note,converting the vehicle in the metonymy and free *** metonymy translation from the perspective of cognitive linguistics can throw a new light on translation.
