The stochastic resource allocation(SRA) problem is an extensive class of combinatorial optimization problems widely existing in complex systems such as communication networks and unmanned systems. In SRA, the ability of a resource to complete a task is described by certain probability,and the objective is to maximize the reward by appropriately assigning available resources to different tasks. This paper is aimed at an important branch of SRA, that is, stochastic SRA(SSRA) for which the probability for resources to complete tasks is also uncertain. Firstly, a general SSRA model with multiple independent uncertain parameters(GSSRA-MIUP) is built to formulate the problem. Then,a scenario-based reformulation which can address multi-source uncertainties is proposed to facilitate the problem-solving process. Secondly, in view of the superiority of the differential evolution algorithm in real-valued optimization, a discrete version of this algorithm was originally proposed and further combined with a specialized local search to create an efficient hybrid optimizer. The hybrid algorithm is compared with the discrete differential evolution algorithm, a pure random sampling method, as well as a restart local search method. Experimental results show that the proposed hybrid optimizer has obvious advantages in solving GSSRA-MIUP problems.

Certain outsourcing services for agricultural management in China,such as pest control in grain production,have experienced prolonged sluggishness,contrasting with the relatively high level of outsourcing services observed in harvesting,land preparation,and *** study examines the feasibility of implementing whole-step outsourcing in grain production by conducting a case study of rice and maize production in Jiangsu,Jilin,and Sichuan provinces in *** provision of outsourcing services hinges on two essential conditions:technological advancements fostering specialized production and economies of scale,coupled with a market size sufficient to realize the aforementioned potential economies of *** results showed that outsourcing pest control or harvesting services had varying economies of *** outsourcing services in pest control were less common than in harvesting services,and their marginal growth space of the economies of scale with technological change was also *** by the operational characteristics of pest control itself,the market scale of its professional services is ***,achieving the whole-step outsourcing of grain production necessitates not only technological innovation but also effective policy interventions to overcome the constraints of market *** interventions include(1)optimizing crop layouts between planning regions and reducing land fragmentation and(2)supplying timely and effective inter-regional agricultural information for service providers aided by information technology.

An in-depth investigation into the effect of embedment in global value chain(GVC)on energy conservation and emissions reduction is of great significance for scientifically assessing the environmental impact of GVC participation,and promoting high-quality development in *** paper incorporates GVC embedment,energy consumption and carbon emissions into the same analysis framework for the first *** on the WIOD database,this paper theoretically and empirically examines the impact and mechanism of global value chain embeddedness on carbon emission reduction from two dimensions:energy consumption intensity and energy consumption *** study found that GVC embedment significantly reduced the industry’s carbon emission intensity;developing economies’embedment in GVC helped reduce their carbon emission intensity,while the effect was not obvious in developed *** embedment had a significant inhibitory effect on the carbon emissions in both upstream and downstream industries,but not conducive to carbon reduction of lowtech *** mechanism test shows that the GVC embedment not only exhibits the dual effects of energy conservation and emissions reduction,but also has a significant impact on carbon emissions by reducing the energy consumption intensity and improving the energy consumption structure.

With the rapid advancement of social economies,intelligent transportation systems are gaining increasing *** to these systems is the detection of abnormal vehicle behavior,which remains a critical challenge due to the complexity of urban roadways and the variability of external *** research on detecting abnormal traffic behaviors is still nascent,with significant room for improvement in recognition *** address this,this research has developed a new model for recognizing abnormal traffic *** model employs the R3D network as its core architecture,incorporating a dense block to facilitate feature *** approach not only enhances performance with fewer parameters and reduced computational demands but also allows for the acquisition of new features while simplifying the overall network ***,this research integrates a self-attentive method that dynamically adjusts to the prevailing traffic conditions,optimizing the relevance of features for the task at *** temporal analysis,a Bi-LSTM layer is utilized to extract and learn from time-based data *** research conducted a series of comparative experiments using the UCF-Crime dataset,achieving a notable accuracy of 89.30%on our test *** results demonstrate that our model not only operates with fewer parameters but also achieves superior recognition accuracy compared to previous models.

The market share between China Mobile and China Unicom has stabilized since 2002. It is found that China Mobile has the superiority in the competition, for example, the scissors movement between its revenue and cost indicates that it has a strong profit generating ability and there is enough room for it to reduce the price. The ratio between its price （marginal income） and marginal cost indicates that there is a very distant limit for it to reduce the price. Its demand is obviously flexible with the price, but it does not use the price weapon abundantly. The reason for the stabilization of the market is that China Mobile withdrew from the competition.

Clarifying China’s position in the global system is an important logical basis for developing national *** much research has been done on China’s development status,most studies have been based on country comparisons or institutional *** today’s networked era in which the global economy,trade,personnel,and information are closely connected,studies on China’s global position and its status changes and influencing factors in multiple contact networks are still *** this study,from the perspective of diverse global contact networks,we constructed economic,cultural,and political influence indices to explore the changes and influencing factors on China’s status in the global system from 2005 to *** results show that during the study period,China’s global influence in the fields of economic ties,cultural exchanges,and political contacts increased significantly,but its influ-ence in the fields of cultural exchanges and political contacts lagged far economic *** pattern of China’s economic influence on various economies around the world has shown a transformation from an‘upright pyramid’to an‘inverted pyramid’*** proportion of these economies in low-influence zones has decreased from more than 60%in 2005 to less than 20%in ***’s cultural and political influence on various economies around the world has increased significantly;however,for the former,the percentage of high-influence areas is still less than 20%,whereas for the latter the percentage of these economies in medium-and high-influence areas is still less than 50%.Analyses such as a scatter plot matrix show that geographical proximity,economic globalization,close cooperation with developing countries,and a proactive and peaceful foreign policy are important factors in improving China’s status in the diverse global network system.

STUDY ON THE CENTRALIZATION STRATEGY OF THE BLOOD ALLOCATION AMONG DIFFERENT DEPARTMENTS WITHIN A HOSPITAL

By far, the researches on how to distribute blood products among different departments in hospital have not been further studied, though the problem of blood shortage and wastage that caused by improper blood allocation is severe, which may endanger patient＇s lives and impose considerable costs on hospitals. In order to solve this problem, this paper mainly studies on how to distribute the blood items among different departments within a hospital and investigates the allocation approach with the novel management method by centralizing the inventory of several different departments. By integrating the blood inventory requirements of some departments, the hospital could reduce the rate of blood shortage and wastage effectively, release the pressure of the occupancy of resources and reduce the bullwhip effect of blood products. This paper illustrates the centralization principle in hospital and formulates the mixed integer programming model to work out the optimal allocation network scheme and the optimal inventory setting for every department. And the results of the numerical example demonstrate that this centralization method could considerably reduce blood shortage and wastage in hospital by about 72% and 90% respectively. Furthermore, it could decrease the total cost by about 108,540 RMB a month on blood supply chain management in the hospital and improve the effect of some certain surgeries by transfusing the fresh blood to patients.

The challenge of achieving sustainable economic development with a secure environmental system is a global challenge faced by both developed and developing *** Efficiency(EE)is crucial in achieving sustainable economic growth while reducing ecological *** research utilizes the Slack-Based Measure Data Envelopment Analysis(SBM-DEA)and the Malmquist-Luenberger Index(MLI)method to evaluate EE and productivity changes from 1995 to 2020 across G20 *** study uses four different input-output bundles to gauge the impact of renewable and non-renewable energy consumption and carbon emissions on EE and productivity *** study results show that including renewable energy consumption improves the average EE from 0.783 to 0.8578,but energy productivity declines from 1.0064 to *** bad output(carbon emissions)in the estimation process enhances renewable EE and productivity change,resulting in an average EE of 0.6678 and MLI of *** change is identified as the primary determinant of energy productivity growth in scenarios 1 and 2,while technical efficiency determines energy productivity change in scenarios 3 and *** Kruskal-Wallis test reveals a significant statistical difference between the mean EE and MLI scores of G20 countries.
