Misalignment Between Skills Discovered, Disseminated, and Deployed in the Knowledge Economy

The knowledge economy is a complex and dynamical system,where knowledge and skills are discovered through research,diffused via education,and deployed by *** aligning the supply of new knowledge with the demand for practical skills through education is critical for developing national innovation systems that maximize human *** this paper,we evaluate the complex alignment of skills across the knowledge economy by creating an integrated semantic model that neurally encodes invented,instructed,and instituted skills across three major datasets:research abstracts from the Web of Science,teaching syllabi from the Open Syllabus Project,and job advertisements from Burning *** the high dimensional knowledge and skills space inscribed by these data,we draw critical insight about systemic misalignment between the diversity of skills supplied and demanded in the knowledge *** with insights from economic geography,demand for skills from industry exhibits high entropy(diversity)at local,regional,and national levels,demonstrating dense complementarities between them at all levels of the *** with the economics and sociology of innovation,we find low entropy in the invention of new knowledge and skills through research,as specialist researchers cluster within *** provide new evidence,however,for the low entropy of skills taught at local,regional,and national levels,illustrating a massive mismatch between diversity in skills supplied versus *** misalignment is sustained by the spatial and institutional mismatch in the organization of education by researchers at the site of skill invention over *** findings suggestively trace the societal costs of tethering education to researchers with narrow knowledge rather than students with broad skill needs.

In the ***,global climate change,acting in concert with extant stressors such as urbanization and over-allocation of water resources,is changing ecosystems in measureable and sometimes dramatic ***-first century projections indicate accelerating climate change and cascading ecological *** observed to date include large-scale forest dieback,large and severe wildfires,and changes in the flow regimes of rivers and streams with attendant changes to riparian and aquatic *** temperatures and changing precipitation patterns are pushing ecosystems across physiological and ecological thresholds,causing widespread mortality and,in some cases,major changes in composition,structure and *** changes have prompted action by the conservation community to reduce the adverse effects of climate *** Southwest Climate Change Initiative(SWCCI),a project led by The Nature Conservancy,works with local stakeholders in affected landscapes,reduces adverse impacts on ecological and social systems using scientific knowledge and practical *** Initiative has learned through practical experience that: 1) managers must embrace change and manage for resilience rather than resistance;2) strong local science-management partnerships are critical to effective adaptation planning and implementation;3) planners and managers must broaden the scope and accelerate the pace of conservation activities if ecosystem services are to be sustained;4) adaptation often does not require radically new or different management practices,rather,conservationists already have many of the tools they need;and 5) rapid documentation and widespread communication of methods and findings can build rapidly regional capacity for climate change *** experience suggests that adaptation efforts can be effective if they are focused at the local scale;employ learning networks;and engage in ecosystem-based adaptation:the sustainable management,conservation

Marine protected areas are becoming an increasingly important tool in fisheries *** for species with relatively sedentary adults,the basic approach taken is to permanently close areas to fishing,which allows species to recover inside the reserve and export larvae to outside of it that can eventually be *** key issues posed are ensuring the movement of larvae outside the reserve to support fisheries and the sociological and economic impact of marine *** alternative approach that addresses these issues is rotational zoning systems,which have been implemented for some *** has been missing is an analysis of the relative impact of marine reserves versus rotational zoning systems on fisheries yields that could be used to provide important principles to guide *** a simplified model with clear assumptions,we show that rotational zoning systems are inferior in fisheries management targeting low-fecundity species or species with a low proliferation rate,especially when the fraction of the coastline protected is relatively small(approximately less than 20%)and the rotational fraction results in landings far below optimal fisheries *** results are tested with hypothetical species,providing quantitative guidelines in cases where decisions must be made with limited data as well as a framework for more detailed analyses in cases where more data are available.

The purpose of this article is to analyze China＇s economic development policies of the last few years from the viewpoint of some Mexican actors （businesspeople, public officials, and scholars） who live and work in China. The idea is to learn from these policies and perhaps transfer the best practices to Mexico through horizontal international cooperation, with the hope of contributing to Mexico＇s growth and development, based on its reality. We put forward that there are international circumstances that could bring this about, thanks to sudden changes on the global scenario. Finally, the article highlights the importance of fostering, understanding, and deepening bilateral relations between Mexico and China.

We perform an exhaustive, taxon by taxon, comparison of the branchings in the composition vector trees (CVTrees) inferred from 432 prokaryotic genomes available on 31 December 2006, with the bacte-riologists' taxonomy-primarily the latest online Outline of the Bergey's Manual of Systematic Bacteri-ology. The CVTree phylogeny agrees very well with the Bergey's taxonomy in majority of fine branchings and overall structures. At the same time most of the differences between the trees and the Manual have been known to biologists to some extent and may hint at taxonomic revisions. Instead of demonstrating the overwhelming agreement this paper puts emphasis on the biological implications of the differences.

In this paper we explore conditions on variable symbols with respect to Haar systems,defining Calderón–Zygmund type operators with respect to the dyadic metrics associated to the Haar bases. We show that Petermichl’s dyadic kernel can be seen as a variable kernel singular integral and we extend it to dyadic systems built on spaces of homogeneous type.

Transients are fundamental to ecological systems with significant implications to management,conservation and biological control. We uncover a type of transient synchronization behavior in spatial ecological networks whose local dynamics are of the chaotic, predator–prey type. In the parameter regime where there is phase synchronization among all the patches, complete synchronization(i.e. synchronization in both phase and amplitude) can arise in certain pairs of patches as determined by the network symmetry—henceforth the phenomenon of ‘synchronization within synchronization.’ Distinct patterns of complete synchronization coexist but, due to intrinsic instability or noise, each pattern is a transient and there is random, intermittent switching among the patterns in the course of time evolution. The probability distribution of the transient time is found to follow an algebraic scaling law with a divergent average transient lifetime. Based on symmetry considerations, we develop a stability analysis to understand these phenomena. The general principle of symmetry can also be exploited to explain previously discovered,counterintuitive synchronization behaviors in ecological networks.
