日本的全球安全发展问题探析

Against the backdrop of the current international situation,which remains complex and fast-changing, Japan dances to America's tune, attempting to rebuild its industrial power featuring “strategic indispensability,” establish resource power based on the independent and stable supply of strategic materials, and construct normative power to influence or even dominate the international economic order. Such an approach closely echoes the current three strategic preferences of Japan:re-emergence as a global power has been Japan's long-held political aspiration, conservatism defines the country's way of thinking, and liberalization and openness reflect realistic needs. Japan relies excessively on conservative thinking, overemphasizes “small security,” and stresses “strategic autonomy.” However, the greater importance it places on security, the less secure it will become. Similarly, decoupling and supply chain disruption will only retard the development of Japan, pushing the country into the trap of Braess' s Paradox. The rise of the East, the decline of the West, and the advent of the Asian century are historical *** cannot achieve secure development in isolation from Asia and the East, much less from china.

In 2011 the international strategic situation descended into ＂chaos＂ just as in the ten years following ＂9.11＂, and in each of the 20 years following the end of the Cold War. Japan experienced the Fukushima nuclear disaster, while in Europe there was escalation in the debt crisis. In the United States there was a ＂strategic shift eastward＂, while Russia proposed the ＂Eurasian Union＂ program, and dealt with unrest caused by its election. Elsewhere there was outbreak of war in Libya, and civil unrest in Syria. Both Bin Laden and Gaddafi lost their lives. There were several climaxes in the ＂Arab spring＂, and the campaign to ＂Occupy Wall Street＂ spread worldwide. In the UK there were widespread riots in London and strikes by civil servants. Iranian students attacked the British Embassy. Norway faced terrorist attacks, NATO warplanes attacked the Pakistan frontier inspection station, the South china Sea situation escalated, and the United States actively promoted the TPP （Trans-Pacific Strategic Economic Partnership Agreement） whilst stationing its military in Darwin,

Prime Minster Abdullah Badawi has successfully presented a new look for his country since he took over from his much-respected predecessor former Prime Minister Mohamad Mahathir and won a landslide election victory last March. Domestically, he has improved the image of the ruling National Front coalition (Barisan Nasional) and his party the United Malay's National Organization (UMNO) by pressing ahead with drastic reforms including crackdown on corruption and social crime. Externally, he has adopted a flexible, pragmatic foreign policy, boosting ties with other Asean partners and china while mending fences with Western nations alienated over the past decade.

After North Korea's fourth nuclear test, the Northeast Asian political environment is about to change in several ways. Although efforts by the US, South Korea and Japan to tighten their alliance and provoke a "regime change" in Pyongyang have not restored the former political Cold War climate, the situation on the Korean Peninsula and in Northeast Asia will inevitably grow more complex, confusing and tense because of this move.
